On September 16, 2021, Governor Newsom signed into law AB 361, which allows a local agency to
meet remotely when: 1) The local agency holds a meeting during a declared state of emergency; 2)
State or local health officials have imposed or recommended measures to promote social distancing;
or 3) Legislative bodies declare the need to meet remotely due to present imminent risks to the health
or safety of attendees.
On January 18, 2022, the City Council adopted Resolution Number 007-2022 stating that the City
Council and Commissions will continue to meet remotely for at least thirty days for the following
reasons: 1) The City is still under a local state of emergency, 2) County Health Orders require that all
individuals in public spaces maintain social distancing and wear masks; and 3) The City can't maintain
social distancing requirements for the public, staff, Council Members, and Commissioners in their
meeting spaces.
Pursuant to Resolution Number 007-2022, the City Council Chambers will not be open to the public for
the February 10, 2022 Traffic Safety and Parking Commission.
Members of the public may view the meeting by logging into the Zoom meeting listed below.
Additionally, the meeting will be streamed live on Youtube and uploaded to the City's website after the
meeting.
Members of the public may speak about any item not on the agenda. The Ralph M. Brown Act (the
State and local agency open meeting law) prohibits the Commission from acting on any matter that is
not on the agenda.
Members of the public may provide written comments by email to recreation@burlingame.org.
Emailed comments should include the specific agenda item on which you are commenting, or note that
your comment concerns an item that is not on the agenda. The length of the emailed comment should
be commensurate with the three minutes customarily allowed for verbal comments, which is
approximately 250-300 words. To ensure that your comment is received and read to the Parks &

Regular Meeting on Thursday, December 16, 2021
1. CALL TO ORDER
The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called
to order by Chair Holzman at 7:01 pm via Zoom meeting.
2. ROLL CALL

Commissioner Brunello made a motion to approve the November minutes as written. The motion
was seconded by Commissioner Wettan and was approved. 6-0-1 (Pappajohn was not at the
November meeting).

a. Robert Barry Art at Bayside Park
Director Glomstad noted the staff has been working with Fung Collaboratives to install the Anson
Burlingame Public Art project in Washington Park, with a ribbon -cutting expected in January
2022. In the process, an opportunity to increase public art displays in Burlingame presented itself
due to the relationship with Fung Collaboratives. Mr. Fung and John Talley have offered to donate
a public artwork by artist Robert Barry. The artwork includes six words that could be seen during
the day by foot, car, or plane and would also be visible during evening hours if power is available
to light the LED lights in the artwork. The words are between 10'6" and 20' in length, and the
letters are 2' tall.
Of the eight words owned by Fung/Talley, six are available for installation in Burlingame.

3. Purpose (blue)
4. Possible (green)
5. Together (orange)
6. Another (yellow)
The proposed location of the words is City land on the hillside below the Bayfront Park
Corporation Yard, between the Bayside Dog Exercise Park and the Public Works Storage Yard
(Exhibit A). Staff chose the location for its visibility from incoming planes and the Bay Trail. In
addition, the area is fenced in and not easily accessible, which will reduce the chances of
vandalism. The hillside vegetation will need to be cleaned by staff before installation. This
includes removing dead vegetation, clearing weeds, and mowing.
Library staff had mentioned interest in installing one of the red words at the Burlingame Library.
Therefore, staff requested that the Commission choose between "Becoming" and "Believe" and
recommend the installation of the five words on the Bayfront to the City Council for consideration.
Mr. Fung noted the material used to create the words allows them to be waterproof and low
maintenance for staff. Commissioner Brunello asked if there were any liability concerns.
Glomstad noted the words would be fenced in to reduce the chance of the public damaging them.
Commissioner Wettan asked would there be any more risk once they were powered and what the
power connection would be. Glomstad noted an electrician would have to be consulted to
determine the power source needs. Wettan asked who owned the rights to the words. Mr. Fung
stated he owned the artwork and will be donating it to the City.
Commissioner Chang asked if other locations in the City could work. Mr. Fung noted that the
location is reminiscent of the original location the artist had them installed. Staff noted other

locations would pose a challenge due to the size of the installation and the ability to separate it
from the public.
Commissioner Pappajohn thought the idea was exciting and a statement to have contemporary art
outside. She asked if you could see the words from an airplane. Mr. Fung noted that when the
words were installed in Atlantic City, they heard it could be seen from the air.
Mr. Fung noted that the words are ambiguous and evoke different thoughts each time they are
viewed. Commission talked about the different words and which ones they would choose.
Commissioner Pappajohn liked the word Believe over Becoming as it is a more powerful word,
and Becoming seems more Library appropriate.
Commissioner Ardito agreed and liked the word Believe because Becoming seemed like we were
not yet where we wanted to be.
Commissioner Milne agreed that Believe is a strong word but could stand alone, and he thought
Becoming went well with other words.
When Commissioner Chang read the staff report, he thought of the words one way and now, due
to the discussion, found the words to have a different meaning. He liked both Becoming and
Believe.
Commissioner Wettan stated he would vote for Becoming because he felt Believe was trying to
tell him something with which he may disagree.
After more discussion, Chair Holzman noted that it felt as though the Commissioners wanted all
the words, if possible. The Commission agreed they would prefer to install all the words offered
by Mr. Fung and Mr. Talley. Mr. Fung felt that the artist would prefer to keep the words together
and agreed with the Commission that it would be better overall.
MOTION: Commissioner Pappajohn moved to install all the words on the hillside near the
Bay Trail. Motion Seconded by Commissioner Milne and was approved. 7-0.
8. STAFF AND COMMISSIONER REPORTS
a. Parks & Recreation Department Reports
Director Glomstad reported she would be presenting an update on the new Community Center to
the City Council at the December 20, 2021 meeting. The 1st Memory Caf6 of the New Year is on
Wednesday, January 5, 2022, in -person at Mills -Peninsula Health and Fitness Center. This
Tuesday, the Department rolled out the new RecTrac registration system. Nicole Houghton is

back from her leave, and Sydney Bliss has returned to the Department as a Recreation Coordinator.
She will be overseeing all the contractors providing classing in the new Community Center and
in-house vacation camps.
b. Commissioners Reports
Commissioner Brunello reached out to BYBA and BGS and had not heard from them but looked
forward to hearing from them in the future.
Commissioner Wettan reached out to all three user groups, OLA, Lacrosse, and requested contact
information for St. Catherine.
Commissioner Chang noted that the Holiday Tree lighting was an enjoyable event.
Chair Holzman enjoyed the Holiday Tree Lighting. She noted it was fun to be part of a community
event again.

Commissioner Ardito reported she reached out to BSC but had not heard back. She wanted to
commend Director Glomstad and the team on assisting with anything that comes up from the
community. She noted that she and her family are excited to judge the holiday decorating contest.

Subject: Community Center Programming Survey Results
RECOMMENDATION
Staff recommends that the Parks and Recreation Commission review the Burlingame
Community Center Programming 2021 Survey findings and provide input on the
opportunities for new programming and services.
BACKGROUND
Beginning in 2012, City staff, in collaboration with Group 4, the Citizens' Advisory
Committee (CAC), and community members began developing plans for a new
Community Center in Washington Park. As the construction plans developed, staff began
a public outreach campaign to collect input from the community on ideas for programming
for the new facility. The 2018 survey (Exhibit A) was 33 questions and collected
information on demographics, current strengths of the Parks and Recreation Department,
barriers to attending current programming, and times that worked best for attendance.
With the impending opening of the new Community Center in summer 2022, City staff are
beginning to schedule specific programming. To gauge if there had been any changes in
the community's needs, the Burlingame Community Center Programming Survey was
sent to the public in November 2021, asking for their specific input on what they would
like to have programmed in the new facility.
DISCUSSION
Community Survey
Starting on November 6, 2021, and running through November 30, 2021, staff distributed
an online survey to the Burlingame community. The survey was distributed via Facebook,
City eNews, Nextdoor, and Burlingame community groups, generating 203 responses.
The 7-question survey (Exhibit B) took approximately 7 minutes to complete and collected

information on the survey takers' programming preferences, community services, and age
ranges.
Programming Question Results
The survey asked the community to choose what type of programs they or their family
would like to see offered in the new Community Center. The responses are listed in the
chart below. When analyzing the responses from the community, staff was able to
identify the top requested program areas. The top 6 choices were low impact fitness, fine
arts, hobbies, music, dance, and language. The top choices are consistent with the 2018
survey, where the top overall choices were Fitness, Creative Arts, Special Events,
Performing Arts, and Languages. Interestingly, the gaming/streaming option did not
receive significant votes. However, the response from the teen population was low.
Therefore, staff will be conducting additional outreach to this population.

Staff recognizes that offering services to the public are a means to support the residents
and make the facility truly for the community. When the community was asked about
additional services offered at the new Community Center, the two top answers were
Passport Renewal and drop -in hours. Drop -in hours will be time for the community to
enjoy the new center's makers space, tech lab, senior lounge, and workspace. With the
request for drop -in hours, staff is exploring how to best utilize the different spaces and
what costs will be associated with doing a drop -in program. The following are routine
services that could be housed in the Community Center.

The survey asked for age ranges living in the household. For example, 75% of the survey
participants had someone in their household aged 30-60. By asking this question, City
staff could deduce what demographics were not well represented in these answers, such
as young adults.

City staff will continue to work with community members to ensure all groups are
represented in the new offerings at the Community Center. Additionally, as outreach to
contractors has recently begun, staff plans on using the 2020 Census to help encompass
the City's overarching demographics when finalizing offerings. The Department's goal is
to have the new facility be a place for the entire community to enjoy.
Fiscal Impact
Revenue from contracted classes is divided between the contractor and the City at a
70/30% split. The 30% received by City covers marketing, reservation of the space, and
the registration process. The opportunity to generate revenue from classes will increase
with the number of participants and increased space available to program.

all specialty gyms (personal training, pilates, cross -fit, etc.), and all of the traditional gyms of a
treadmill -and -weight -benches kind are terrible. It'd be a huge value for the community if there
was a quality, affordable gym nearby, and this would be the #1 way to get me to use the new
community center.

BACKGROUND
In November 2021, Parks and Recreation staff presented an update on Elementary and Middle
School Youth sports to the Parks and Recreation Commission. The presentation focused on the
impact of the pandemic and how the Department pivoted to offer sports programs to Burlingame's
youth. At that time, the fiscal impact was unclear since the season had not concluded, and staff
said they would return in the New Year with financial analysis for after -school programming,
including enrichment and sports.
DISCUSSION
When the pandemic began, the Parks and Recreation Department worked to create alternatives to
the traditional programming. Traditionally, youth sports were in gyms (and outside depending on
the sport) and part of the North County Recreation League (NCRL). The pandemic sports
programming was done outside and not as part of NCRL. Enrichment classes were held in person
in classrooms and then canceled and offered online when the pandemic occurred. In the fall of
2021, the schools opened onsite programming. The November 2021 staff report is attached
(Exhibit A).
FISCAL IMPACT
The enrollment numbers and revenue are noted below. As of winter 2022, enrollment and revenue
are not back to the pre -pandemic numbers for Enrichment and Middle School Sports; however,
they are currently higher for Elementary Sports. This is due to City staff offering more elementary
sports options during the pandemic as well as in seasons we previously did not.
Staff will also continue to restructure programming to fit the current pandemic guidelines. Staff are
unsure when the program numbers will rebound or if the programming will go back to pre -pandemic

formats. Staff will continue to monitor enrollment and develop post pandemic programming when
the conditions allow.

RECOMMENDATION
Staff recommends that the Parks and Recreation Commission review the report regarding
Elementary and Middle School Youth Sports programs.
BACKGROUND
The Parks and Recreation Department has a strong history of offering after -school athletics during
the academic year to the six elementary schools and one middle school in the Burlingame School
District (BSD).
The year is divided into three seasons, fall, winter, and spring. Below are the sports offered within
each season.

As the COVID pandemic guidelines prohibited the previous way of offering sports, the Parks and
Recreation Department pivoted and worked diligently to continue to provide programming, even
offering new programs as noted above.
When discussions began with BSD regarding students returning to the campus in the fall, so did
the conversations about youth sports and enrichment classes being offered onsite. Parks and

Recreation and BSD staff continually met throughout summer 2020 to create policies and
procedures to safely provide programs and comply with Health Department guidelines.
DISCUSSION
As the COVID-19 pandemic left organizations to navigate new terrain, the Parks and Recreation
Department presented the Burlingame School District with various options regarding implementing
youth sports back on campuses. These options were a new way of offering youth programs, as
the past year had been spent outside operating activities in a cohort model. The City and the District
staff presented their guidelines and, together, agreed on the following:
Anyone on campus must wear a mask, even when participating in the activity.
The campus is closed to anyone except players, coaches, and City staff (this includes any
spectators at practices or games).
Inter-district/inter-school play only.
The indoor and outdoor mask mandate was the most straightforward to enforce since the rules
were the same as the school day.
Not allowing spectators on campus posed an interesting challenge for Department staff, especially
with the elementary school -age parents who had participants in volleyball. Flag football was played
outdoors, and spectators were allowed as long as they wore a mask. Similarly, cross country meets
were located at Bayside, where spectators were allowed. To provide the families access to watch
the indoor games, Department staff created meetings on Zoom for each game to be live -streamed.
Spectators were provided a new link each week after they sent their email address to Recreation
Coordinator Crandall. The Department hired an Athletic Director (AD) to monitor all Zoom links to
only vetted viewers and enforce no spectators on campus. To date, this position has strengthened
the relationship between the City and BIS and the City and the participants.
Another new challenge this season was the drop-off and pick-up procedures for practices and
games. Since the campus is closed, either the coaches or AD must walk to the designated location
(typically the front of the school) to pick up the players and walk them to the location of their sport.
At the end of the practice/game, they walk them back and wait for them to be picked up.
Lastly, Middle School Sports Programs are part of a multicity organization known as NCRL
(Northern California Recreation League). Burlingame partners with Brisbane, Pacifica, Millbrae,
San Mateo, Hillsborough, and South San Francisco to offer competitive play among the 6tn 7tn and
8t" participants. After discussion among the cities and BSD staff, Department staff decided to have
BIS students play only within their school. This decision has been met with both appreciation and
criticism from the community; however, for the safety of the students, the inner -school play will
continue until both the City and the District feel it is the correct time to open the campus to teams
outside the District.
The Elementary Sports Program was minimally impacted by the inner -district guideline, as,
historically, they have played against other schools in the District. The challenge during the fall
(and will continue into winter) is the space to play games. As the gym on the BIS campus is being

rebuilt, programs can only use the BIS MPR for games. City staff have done creative scheduling
and will be hosting middle school games during the week and elementary games Saturdays and
Sundays.
Going forward into winter and spring, Department staff will continue to work with BSD staff to
establish policies putting the safety of the participants at the forefront of the discussion. Department
staff will continue to hold the coaches, staff, and volunteers to high standards, making sure they
enforce the guidelines and coach with compassion as the youth have not been in organized sports
of this nature in 20 months.
With the start of child vaccinations, the Department is hopeful that NCRL competitive play can
resume and allow spectators indoors. As guidelines are lessened, enabling programing to expand,
City staff will continue to offer quality youth sports programming and make modifications as needed.
FISCAL IMPACT
In January 2022, Department staff will be presenting a financial analysis to the Parks and
Recreation Commission for all recreation programming, including the Elementary and Middle
Sports Programs.
