RESOLUTION NO. 153-2023
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AMENDING
THE PROCEDURES FOR THE ROTATION OF ASSIGNMENT TO THE ECONOMIC
DEVELOPMENT SUBCOMMITTEE AND RESCINDING RESOLUTION NO. 024-2018
WHEREAS, the Economic Development Subcommittee (“EDS”) is a
subcommittee of the City Council composed of two Councilmembers and is a
Legislative Body under the Brown Act (Government Code section 54950 et seq.); and
WHEREAS, On February 5, 2018, the City Council adopted Resolution No. 024-
2018, which establishes a procedure for assignment to the EDS; and
WHEREAS, pursuant to Resolution No. 024-2018, the Vice Mayor and the
Councilmember who is third-in-line for the Mayor serve as the subcommittee members;
and
WHEREAS, there are currently no provisions for appointment of an Alternate to
the EDS; as a result, if one EDS member is unavailable, then the subcommittee cannot
meet for lack of a quorum; and
WHEREAS, the City Council wishes to amend the EDS rotation procedure to
allow the Mayor to select an Alternate, who may serve on the EDS if a regular member
is unavailable;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME
RESOLVES AS FOLLOWS:
Section 1. The foregoing Recitals are true and correct and incorporated into this
Resolution by reference.
Section 2. The City Council establishes a rotation procedure for assignment to
the Economic Development Subcommittee as follows:
A. The Vice Mayor and the Councilmember who is third-in-line for the
Mayorship shall automatically serve on the Economic Development
Subcommittee;
B. If either the Vice Mayor or the third-in-line Councilmember chooses not to
serve on the Economic Development Subcommittee, the Mayor shall
assign a different Councilmember to the subcommittee, which may include
the Mayor;
C. In addition to the automatic rotation, the Mayor shall also appoint an

Alternate to the subcommittee, who may serve if a regular subcommittee
member is unavailable.
Section 3. Resolution No. 024-2018 is hereby rescinded in its entirety.
NOW, THEREFORE, BE IT FURTHER RESOLVED that this Resolution shall become
effective immediately upon its passage and adoption.

held on the 18th day of December 2023, by the following vote:
