RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH
WEST COAST ARBORISTS, INC. FOR MATURE EUCALYPTUS TREE PRUNING
AND REMOVAL AT FRANCARD GROVE NORTH AND ROLLINS ROAD, AND
APPROVING AN ADDITIONAL $1,459,875 APPROPRIATION IN THE PARKS
OPERATING BUDGET FOR FISCAL YEAR 2023-24 FROM THE GENERAL FUND
RESERVES
WHEREAS, the City Council approved funds in the FY 2023-24 operating budget for tree
pruning/removal and tree stump removal; and
WHEREAS, City staff released a Request for Proposals (RFP) regarding these services on
May 30, 2023, and on June 5, 2023, the following companies attended a pre-proposal meeting:
Anvil Builders, Community Tree Service, LLC, Bay Area Tree Specialists, The Professional Tree
Care Company, West Coast Arborists, Inc., and T&S Tree Service, LLC; and
WHEREAS, on June 14, 2023, proposals were received, evaluated, and ranked based on
the selection criteria listed in the RFP; and
WHEREAS, West Coast Arborists, Inc. submitted the most qualified proposal in the
amount of $1,459,875; and
WHEREAS, the contract will require $1,459,875 over the amount included in the 2023-
24 budget for these services; and
WHEREAS, the City of Burlingame has taken the necessary steps to authorize the above-
detailed work under the terms of the RFP documents, and the City reserves the right to award and
shall award only those portions of the proposal items for which the City has funding.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME
RESOLVES AS FOLLOWS:
1. The proposal of West Coast Arborists, Inc. is determined to be the best-qualified
proposal for the tree pruning/removal and stump removal contract, and it is accepted.
2. The City Manager is authorized to execute an agreement with the most qualified
company, West Coast Arborists, Inc., for the performance of the work in the form attached to this
resolution.

3. The City Finance Director & Treasurer is authorized to amend the Parks Division’s
FY2023-24 operating budget by $1,459,875 from the General Fund reserves to provide funding
for the cost to be incurred for these services.

resolution was introduced at a regular meeting of the City Council held on the 5th day of July
2023, and was adopted thereafter by the following vote:
