CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Pappaj ohn at 7:02 pm via Zoom meeting. 2. ROLL CALL COMMISSIONERS PRESENT: Holzman, Brunello, Pappajohn, Chang, Wettan, Milne and Yu COMMISSIONERS ABSENT: None STAFF PRESENT: Parks & Recreation Director Glomstad, Recreation Manager Acquisti & Recording Secretary Helley OTHERS PRESENT: None 3. APPROVAL OF MINUTES Commissioner Brunello made a motion to approve the January minutes. The motion was seconded by Chair Pappajohn, and the motion was approved. 6-0-1 (Milne abstained) 4. CORRESPONDENCE None 5. PUBLIC COMMENTS None 6. OLD BUSINESS None 1 Parks & Recreation Commission APPROVED Minutes February 16, 2023 7. NEW BUSINESS a. New Recreation Coordinator — James Fox Chair Pappajohn moved this item to the next meeting as Coordinator Fox was unable to attend tonight's meeting. b. Review and Approval of Tennis and Pickleball Court Use Policy Chair Pappajohn opened the item for Commission discussion. Commissioner Wettan asked for clarification on the insurance requirement noted in the policy. Director Glomstad replied that the insurance requirement is meant for organizations and instructors. One-time, short-term individual renters have only needed to pay a fee and sign a waiver but it wasn't clear in the document. Wettan noted it might be worth clarifying to avoid confusion going forward. Glomstad noted staff would check in with the City Attorney on the item. Pappajohn noted when she read the section on Tennis and Pickleball Court Allocation Process and Restrictions, she reached out to Recreation Manager Acquisti as one of the statements in the section says the courts can be rented. She recalls in the discussions with the public outreach listening sessions there was feedback that perhaps renting pickleball courts was not a good idea as there may be some inequity. She felt the way it is written in the policy, it is clear this is not for Washington Court 1 and that it cannot be rented. However, she would be open to anyone else's interpretation or if anyone else had any comments about renting the Laguna or Ray Park courts. Commissioner Milne noted in the listening sessions that at least one person noted there really was no need to rent them and that doing so may keep other people from playing. However, he recalls that being more in the context of Washington Court 1. MOTION by Milne to approve Tennis and Pickleball Court Use Policy as written. Motion seconded by Yu. Motion approved 7-0-0. 8. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports Director Glomstad reported registration for the Spring session is on March 1, and Arbor Day is scheduled for March 8 at 10 am at Murry Field. b. Commissioners Reports Commissioner Chang — Reported an initial meeting was held by the Dog Park Committee, and the process is ongoing. Commissioner Holzman — No Report 2 Parks & Recreation Commission APPROVED Minutes February 16, 2023 Commissioner Wettan — No Report Commissioner Milne - Reported that the Burlingame Parks & Recreation Foundation's 2023 Goal setting meeting had taken place, and he will report back to the Commission after their next meeting. Commissioner Yu — No Report Commissioner Brunello — No Report Commissioner Pappajohn— No Report 9. FUTURE AGENDA ITEMS 10. ADJOURNMENT There being no further business, the meeting was adjourned at 7:22 pm. The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, March 16, 2023, at 7:00 pm in person.
