Absent Councilmen: None PARKING TRAFFIC BROA DWAY-BURLINGAI,E The flrst order of buslness was introduced. by the reading of a letter from the Bnoadway Development Assoelatlon, dated October 25, 195\, recommending the following proposals to asslst ln alleviating par"king and trafflc condltlons ln the Bnoadway-Burllngame buslness area! (a) that Carmellta Avenue be made an arterlal boulevar"d with a tnaffic slgnal 1nsta11ed at the corner of EI Camlno Real and Canmelita Avenue, to relleve congested tnafflc on Broad.way du::ing mo::nlng and evening nush hours. (U) that the directlon of trafflc on Paloma and Capuchlno Avenues be r"eversed.r or untll such tlmo as proceedlngs are lnltlated to wldenthe streets, that a pontion of Paloma Avenue from Bnoadway to theparklng 1ot whlch 1s contemplated on the H. R. Park property, be ehanged from a one-way to a two-way stneet, wiih no parklng allowed on the stneet up to the 11mlts of the panktng 1ot pnoperty; (c) that addltlonal loadlng zones be provlded at the corners on the stneet of Broadway to pnovlde panklng space for tnucks. Mn. Albert I{. Randall, L2l+9 Paloma Avenue, expressed opposltlon to the proposed wldenlng of Paloma and Capuchlno Avenues on the basis that 1t would menely beneflt few merchants. Mr. Randall and Mr. Henry A. Luna, 12hl+ Paloma Avenue, ca11ed attentlon to the unsightly appear- ance of property adjacent to the city-owned parking lot. Councilman Byrd moved that an ondln&nce be prepared for Councll lntroductj-on creating paral1e1 parking on the corners and. adjoJ-nlng slde streets ln the Broadway busi.ness dlstrlct fon the pu.rpose ofproviding truek-loadlng zones on the narrow business streets. The motion was seconded by Councllman Love and unanlmously cannied. In onder to pnovlde a more aeeesslble lngress lnto the clty-orrned parklng 1ot on Paloma Avenue, Councilman Mongan moved that the Clty Attonney be lnstructed to prepare an ordinance reverslng the dlrectlon of trafflc now exlstent on the streets of Capuchlno Avenue and Paloma Avenue, between Broadway and Llncoln Avenue, seconded by Councllman Love and unanlmously car:rled. Councllman Love suggested that merchants give consldenatlon to mod.ernlzlng theln stones and lmprovlng thel-n stock of merchandlse tostlmulate buslness. DIAGONAL PARKING ON CHAPTN AVENUE On motion of Councllman Love, secondod by Councllman Florgan and unanlmously eanrled, the subJect on the pnoposed change from par:al- 1e1 to diagonal parklng on Chapln Avenue, was postponed for funther consid.enatlon untll the next negulan meetlng, November :-1, 195[. City Englneen i{am advlsed the Councll that at the present tlmeparalleJ- parklng on Chapl.n Avenue, between Primrose Road. and EI Camino Rea1, pnovldes space for the parking of sixty vehlcles and lf alter:ed to provlde fon a forty-five degree diagonal parklng, a total of elghty-one spaces would be pnovlded. PROPOSED OFF-STREET PARKING REPORT SUBI,IITTED BY COMI\trTTEE A report of the Burllngame Off-Street Par"kLng Cormnlttee, submitted to Counell members undor date of September 10, 195\, recommending the acqrrlsltion of parklng lots and. a program to flnanee the pnoject, was I 208 reJected on motion of Councilman Mongan, seconded. by Councllman Love and. unanimously carried. Councllman Byrd and. membens of the Councll stated that the plan as p::oposed was costly and would result ln a conslder:able increase ln clty taxes. Ernost A. Wl1son, attorney employed by the Clty to asslst the Off-Street Parklng CommLttee, spoke at length on the proceeds to be derLved from parktng meten revenue Uased on a )O/ l-evy on $1.00.00of taxable property withln the dlstrlct rathen than on & ZOy' Tevy as pnoposed ln the report. Mr. Wilson outllned a four-polnt pro- gram ln whlch he stated would not ;ieopandlze the attractlve sale of the bonds, and spoke on the ad.vantages of spread.lng paylr.ent over a thinty-year period. Mr. Sam D. Menk, Bunllngarne Pnoperty owner, opposed the plan as being too costly and suggested that an lnvestlgatlon be nrade to wld.en the sLde streets and to pnovLde for dlagonal parkLng on Lorton Avenue and. Pnlmrose Road, from Baysrtrater Avenue to Bellevue Avenue. Followlng further dlscusslon, it was regulanly moved that bhe Councll recess at 1.2zl+5 polTrr to meet at 2:00 p.m. The meetlng was ca1led to order at 2:00 prlTu 0n motlon of Councll- man Love, seconded by Corrncilman Morgan and unanlmously canried, Councilman Rooth was excused fnom the afternoon sesslon, due to a pnevlous commltment. fn nesumlng the dlscusslon on the off-stneet parkl-ng program, CounelLman Love stated that the prograna as outLlned, obllgatod the City.over too long a penLod at too great an expense and ln hls oplnlon, the assessments were not equally proportloned to beneflt the Clty. Councllman Love theneupon moved that the altened pro- posal suggested by lvtr. Wilson to finance the proJect, be reJectod, seconded by CounclLman Bynd, and unanlmously carrled. The membens of the Off-Street Parklng Cornnlttee were authorlzed to contlnue to serve the Ctty in an advlsony capaclty. Councllman Byrd suggested that an appralsel be obtalnod of alL the vacant lots lndlcated. ln the proposed parklng plan and consldena-tion be glven to a flpay-gs-you-gorr p1an, borrowlng from fund.s other than fund.s derlved fnom parklng meten Povorllloo The followlng motions were thereafter regulanly lntroduced: Councllman Byrd moved that the l{ayon be authorized to request the servlces of the Appnalsal Connnlttee of the Bunli-ngame-San Mateo Real Estate Board ln obtalning appralsals of panklng lots avalleble fon off-street panklng facl11tles, seconded, by Councllman Love and unanlmously canrled. Councllman Byrd moved that a trpay-ss-$ou-gorr plan be actlvated to flnance the pnoJect, seconded by Councllman Morgan and unanlmously eanried. Councllman Byrd moved that the Clty Attorney lnvestigate the 1ega11ty of a tnansfen of Clty funds on a loan basl-s to flnance punchase of some of the propenties, seconded by Counellman Morgan and iinanlmous- ly carrled. Counellman Bynd moved that the Clty Attorney furthen lnvestigate the 1ega11ty of uslng City funds for stneet wl4enlng punposes to pnovlde on-street parklng, seconded by Councilman Mongan and unanlmously carnled. Councllman Love moved. that the Clty Attorney, City Englneen, and the Clty Clerk be lnstnucted to submlt a llst of a1l lots ol'rned by the Clty for determlnatlon by the CounclL as to posslble sale to atd. ln the flnanelng of the parking p::ograln. fhe motlon was seconded by Councl-lman Morgan and unanlmously carr"led. Councllman Byrd requestod that the Clty Englneer be lnstructed to determine the feaslblllty of removing the present location of the Corporatlon Yard. to property adjacent to the l{unicipal Fi1l and r 20e offenlng the slte of the corponat!.on Yand for: sale to obtaln fulcls for the parklng lot P:rogram.
