glven-date. Tho meeting was called to order at 8:15 p.m.

I,{ayor Atwater ealled the meeting to ord.er by stating that the
purpose for such meeti-ng was to hold a publlc hearlng on the pro-
posba rozoning of Lot 5, Block 5, Easton Addltj-on l'tro. 1, to pen-
m:-t the construction of a Broadway Branch ?ostofflce. The Clty
Clenk read a letter from the Plaruelng Commlsslon, dated. January 9,
1952, in whieh the Counell was advised that pursuant t9 a Plannlng
Commission hearing, lt was the recomnendatlon of the Planning
Courmlssion that a variance ln zoni.ng be granted for the use of
the Broadway Branch Postoffflce with ttre pnovisions that the
bu5.ldlng be- set back fLfteen feet fYom tho property lLne and
fhrther, that if the 1ot is not used by the postofflce, that the
zonlng revert bacic to lts orlglnaL status. The Clerk also read.
a letEer fr,om Jerny and E1ene Athas, opposlng the rezoning and
a Lotter fYor,r Isador and Dorothy Orack, approvlng tho rezonlng.
The petitioner, Ii,Irs. Esther Lynden Farr, havlng approved the
variance of her property for use as a postoffice, and there being
no one to appear to protest the varlance, Counci}nan tove
introduced and movecl ttre passage of F-esolution No. 4-8?. Granting
the Vaniance ln the Use of Lot 5, E1octre 5, Easton Addltion ]Io. 1,
sOconded by Cour:eilraan Hunt and adopted unanluously by roll call
of membens present. The approval was granted. subject to the
provisions above stipulated in the recorrmlendati.on of the Plannlng
Commlssion. John J. Rroderi.ck, Postmaster, expressed his
appreciation for the action taken by the Council.
A letter dated January 25, L952, was read {?om G. J. }Iaru, Dj.rector
of Publlc tJorks and I. Kanmol, City Attorney, recomnending that thebid for the General Llabillty and Property Damage Insurance for
the Year 1.952, be awarded to the low b5-dder, the Farmers Insuranco
Group. Counci-Iman Byrd moved eoncurrence wlth the reconrmendatlon
and the Fbrmer:s fnsuranco was awarded the bld.. The motlon was
seeonded by Councilman Hunt and unaninrously eamied..
A combined letten f?om the Director of Publlc Yiorks and the City
Attorrrey, dated January 25, 1952, was nead, submitting the re-
corurendation that the Seaside 0i1 Company be awanded the gasolinebld for the f\:.::nishing of the cltyts gas for the year 1952.
Councllman Blrrd moved concurrence vrith the recommendation andthat the Seaside 0i1 Company be awarded the bid aecording to ttrepnices submitted in the i:id., seeonded. by Councilman l{unt and.
unanj-mously carried.
A letter dated Janua::y 25, J:952, rilas nead f?om R. C. fheuer,
Chtef of Pollce, reportlng favorably Llpon an application of
Robert I'lacBrlde to operate the Studebatrror Agency, recently pur-
chased fron the 'ollm. Yfallace Company. Councilman Hu-nt moved that
the permit be gnanted, ancl that I'ln. ['lacBrLde furnish the neces-
sary bonds as required by the ordinance. The motion was seconded
by Council:nan Love and unani-mously ca::ried..

study, a proposal r'ecommended by the i{artford. Fire Insurance
Company that the valuatlons of the City olvned buildings be ln-
creased, due to ttre increase of buildin3 constructLon and valua-tlon. I',1r. Marr advised that one of the Cityts flre insuraneepolicies will explne on January 23, 1952. Questioned by theCouncil, City Clerk Vfhlte stated that an extension on the pollcyin questlon, has been granted. The subject was held for further

Councilman Love, folloviing tir"e issuance of a statemen-r, regalcding
th.e present controversy relati-ve to city ondlnances affectlngthe industrial area of the City, lntrociuced the follorringmotion: that all future permits submitted to the Planning-Oommissj.on or to the Building fnspector for construction rvork
in the industrial area be first submitted i;o the City Council fon

ni-ng Advlsor complete th.elr contemplated study of the proposed.
revision of the present ordiirances. The mot:ion was seconded by
Councilman llyrd and unanimously carnj-ed.
