RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING AMENDMENTS TO THE CITY PURCHASING AND CONTRACTING
PROCEDURES
WHEREAS, the City Council adopted City Purchasing and Contracting Procedures
(“Procedures”), pursuant to Resolution No. 10-2005, which establishes procedures for the City’s
procurements of goods and services; and
WHEREAS, the Procedures are intended to provide procedures and guidelines to assist each
department in efficiently managing, controlling, and planning their available resources and to
achieve maximum value for each public dollar spent; and
WHEREAS, the volume of purchase orders prepared has grown considerably since the adoption
of the Procedures, prompting the need for an analysis of purchasing procedures requirements,
especially some of the exceptions to the bidding/quotation requirements; and
WHEREAS, currently, the Procedures do not allow for procurement of goods and services
obtained from vendors through previously secured competitive pricing from State and Federal
Departments of General Services, Governmental Purchasing Cooperatives, or competitive bidding
lists produced by other governmental agencies; and
WHEREAS, by allowing the procurement of goods and services obtained from vendors through
previously secured competitive pricing from State and Federal Departments of General Services,
Governmental Purchasing Cooperatives, or competitive bidding lists produced by other
governmental agencies gives more flexibility to staff, who will benefit from the work done by
other regional agencies; and
WHEREAS, the City Council wishes to allow for an exception to bidding requirements through
such previously secured competitive pricing or bidding lists produced by other governmental
agencies and to amend the Procedures accordingly; and
WHEREAS, the City Council also wishes to amend the Procedures to also provide for
clarifications to current purchasing practices and workflow.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES
HEREBY RESOLVE AS FOLLOWS:
1. The City Council hereby approves amendments to the City Purchasing and Contracting
Procedures, as provided in Exhibit A, attached hereto and incorporated herein.

November 2022, and was adopted thereafter by the following vote:
