RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AUTHORIZING THE CITY M AN AGER TO EXECUTE AMENDMENT NO. 2 TO THE
PROFESSIONAL SERVICES AGREEMENT WITH KTGY GROUP, INC. TO PREPARE
THE NORTH ROLLINS SPECIFIC PLAN TO EXTEND THE TERM OF THE
AGREEMENT AND INCREASE THE CONTRACT AMOUNT BY $15,000, FOR A
MAXIMUM COMPENSATION OF $317,805
WHEREAS, the City of Burlingame has embarked on the preparation of a specific plan for
the North Rollins Road area of the city; and
WHEREAS, the Community Development Department sought proposals from qualified
consulting firms to prepare the specific plan; and
WHEREAS, the City selected KTGY to prepare the specific plan based on its experience
preparing similar documents, its experience with urban design and development standards, its
community participation and outreach plan, and the expertise of the team assembled for
preparation of the update; and
WHEREAS, per direction of the City Council, the City Manager executed an agreement
on May 22, 2020, incorporating the Work Program, Cost Estimate, and Project Schedule prepared
by KTGY in the amount of $292,305; and
WHEREAS, the total budget (Compensation) was increased with Amendment #1 from
$292,305 to $302,805 to account for unanticipated costs associated with complying with SB
18/AB 52, and providing coordination with the environmental review process; and
WHEREAS, the total budget (Compensation) shall be increased with Amendment #2 to
$317,805 to account for an additional draft of the plan prior to adoption, revisions to account for
recent state legislation, and additional Planning Commission and City Council meetings; and
WHEREAS, the term of the agreement shall be extended to terminate on June 30, 2023,
in order to accommodate the duration of time needed to complete the environmental review of
the specific plan; and
WHEREAS, because the agreement authorized work in excess of $100,000, City Council
approval is required.
NOW , THEREFORE, BE IT RESOLVED AND ORDERED:
1. The City Manager is authorized and directed to enter into Amendment No. 2 to the
Professional Services Agreement with KTGY, in the form attached hereto, to prepare the
North Rollins Specific Plan, for a total project budget of $317,805 and a term to be
extended to June 30, 2023.

2. The City Clerk is directed to attest to the signature of the City Manager upon execution
of Amendment No. 2.
