Ee thenefore moved that notLces be placed ln the nevspapers to the effect that nyou as a taxpayer and voter have created & new munlcipal Count, the central dlstrict of which ls located in San Mateo. He suggested that the Council appoint a commltteeto study ways and means to obtain better road.s ln that area. Ques-tioned by Councilman Morgan as to whethen hls complaint specific-a}ly refenred to the re-surfaclng of Ro1llns Road or to the floodcond.ltion ln general, Mr. Uorgan stated that he was primarlly in-terested 1n the improvement to the road. Mayor Bynd stated that some plan should be effectuated and suggested. that a.n a.ssessmentdistrict be formed. Councilman Slmonds and Councllman Love eachin turn expressed thein interest in the development of the lndus-trial area and thelr wllLtngness to start an inltiative petitionto form an assessment dlstrict. Mr. ArthurJ. Barnett, Jr. r attorney, representing the Burllngame fndustrialAssociation, addressed the Councll and stated the property ownersare j.nterested ln a permanent cor::ectlon of the sltuation- and sug-gested the flood condltion be corrected flrst, then an improvementto the road. Mr. Oscar Person, Presldent of the fndustrlal Assoc-iation, also expressed ttre opLnlon that the flood condltlon mustbe corrected first. Harry Lee, owner of Leets Plumblng and Heat-ing shop, stated he was ln favor of the resurfacing of the roadand suggested that a meetlng be scheduled at a later date to dis-cuss the situatlon 1n more d,etail.
