Bunllngame Civlc fmpnovement C1ub, based on the Impnovement Clubrs
alleged claim that "huge expendltures of publtc funds arre lnvolvod

Councllman Mongan moved that the Councll reJect the neadlng of the
lengthy wnltten pnotest, if not ln confllct with IegaI nequlnements.
Oouncllman Bynd stated that in falnness to all Lntenested persons the
