submltted by Wllsey and Co., Englneers, be appnoved. Councilman Rooth

ffinon Improvement Associatlon, Inc., enterlng opposltion to ttre p:ro-
posed change ln the existing ordinanee to permlt the practice of
Heallng Arts ln either a R-l- or a R-2 distnlct. At the request.of
the Councll, the City C1er"k read a letter dated. January J1, L955t from
the Plannlng Conralssion in r^rhlch the Commission advised that subse-
quent to a pub1lc hearlng held on Januany 2l.rth, lt was the unanlmous
recoilBrendation of the Planning Coronlsslon that the Ordinance should
not be changed.. Reference was also made to a letter previously read
frorn the Burllngame Improvement Clubs CounciJ., opposlng any change ln
the Ordinanco whereby a physiclan,would be permitted to establlsh a
place of buslness in hls home, without first being granted a vaniar:.ce,
as establlshed in the curcent ordinartce.
Consj-derable discusslon was he1d. on the subjoet, with Councilman Rooth
and Councllman Byrd both pointlng to the fact that for the past forty
years, prl-or" to the adoptlon of the current ord.inance, menrbers of the
Healing Arts professlon, were perml-tted. to malntaln a practlce wlthinthelr homes.
Counellman Byrd stated "that because of the expense lnvolved prior to,
and upon completlon of a medical educatlon, lt was hls opinton that
professlonal men should not be obligated to establish a pnactlce out-
slde thelr residence 1f such practiee should create a hardshlp.

ugo Counellman Mongan moved that the Councll lnstruct the Clty Clerk
to Clnect a commtnlcation to the State Dlvlslon of l{ighways indlcatlng
the Counellts endonsement of the proposal of the Chamber of Commerce
to request the lnstallatlon of a trafflc signa} at the lntersection of
E1 Camlno Real and. Chapin Avenue, and further that the Chamber of Com-
merce and. the office of the Chief of Pollce bo instructed to address
a similar request to the State Dlvision of Highways. The motlon wae

REPORT OF INSURANCE BID:
Councllman Sheehan Reponted that in reviewlng the bids::ecelved. for the
General Publlc Llabillty and Automoblle Liabillty In.surance, the bld
submltted by the Burl-ingame-San Mateo Insurance Agents Assoclation, ln
the anror:nt of $51450.09 was 1ow, although an audlt was required at the
termlnation of the lnsurance yea:: to ascertain arhether new ewuipment
and. property had been acquired., whe::eas tho bld submltted by the Farme::rs
Insurante Gnoup guaranteed a premlum of $61347.l-3, wlth no audlt re-qulred. Councilman Sheehan suggested that inasmuch as tlo lncrease in
equipment, personnel or property within the Clty is antlcipated, that
the lcrr^i bld of the Burlingame-San Mateo Insurance Agents Assoclatlon bo

Following further dlscusslon, lt was moved. by Councilman Byrd that the

fnsurance Agents Assoclatlon for the Gene::al Publle Llablllty and Auto-
moblLe Llability Insr:rance coverage, be accepted. The motlon was soc-

In the natter of Co1llslon Insunance coverage, Councllman Byrd. moved.
that the Co11lsion coverage be contlnued., seconded. by Councilman l{organ
and unanimously carried.

moved that the Fleet Co1l1sion fnsurance be awarded to the Burlingame-

imously caruled.
