A discussion on the koadway problem indicated that an appnoprLate system of marklng would render parklng less confusing. Councllman Mo::gan moved that the Councll concur with the recom- nendatlon and that the City l{anager bo authorlzed to proceetl wlththe proposed lmprovemont, wlth the understandlng that tho metersshall be properly spaced. and the manklng app::opriate. The motLon was seconded by Councllman Thayer and unanLmously carried. CO.UNCIL TO STTIDY PROGRAM AT.I..EGS) NECESSARY TO IMPROVE FIRE DI]FENSES A comrnrnlcatlon from th6 Clty Manager, dated November 15, 1958, was recelved, submj.tting a program based on the requosts and recommendati ons of the Board of Flre Underwrl ters and alleged necessary to retain the Clty of Burllngeme wi thin a rrclass 3nfire ratlng. The Clty Manager advLsed that the major ltem, the constructlon ofan add.ltlona] fire stati.on, 1s a declslon for the electorate, atthe next Munlcipal Election, to det ermlne whethor such a facllltyls deslred to malntain the standands established by the Board ofFlre Underw?lte?s. It was the recommendation of the Clty Manager that hls offlce beglven authorization to notlfy tho Board of Flre Und.orwtrtters ofthe Councl].rs adoptlon of the progran. Councllman Rooth and Councilman Mo?gan spoke briefly on thequestLon of deterninlng whe ther it wo u1d cost the taxpayer moreto assume a hlgher fire Lnsurance rate should the City be lowened to a Class 4 rating or to assume a bonded indebtodness 343 that would be necessany to construct, operate and maintaln an additlonal fire st atl on. It was the consensus of the Council that lttat ever the declslon, the nesults would be costLy and that an addltlonal period of tlrc was requlrod to study the proposed program. The Clty Manager advised that seve?a] suggestlons have been offoredrelatlve to the use of the proporty: (1) A reqrest fnom the Park and. Recreation Commlsslons that the land be retalned for: park pur- poses and (2) that the space be :reserved as an off-street pankingfacl1ity. It was the recommendatl on of the City Manager that apo1lcy be established. Councllman Thayer spoke 1n favor of retaining the property forpark and recreatlon purposes and expr:essed the opinlon that aparklng lot would creato a hazard because of lts proxlmlty to the smal1 chlldrenrs playground area. Counc l1man lilorgan supported the staterlent of Councilman Rooth,adding that the subject is of sufflcient impontance to justify apubllc heanlng. Irla yon Pro Tempore Johnson questloned whether. the creatlon of eparklng faclllty wouLd allevLate the problem and stated tlrat 1nher oplnion the prop€rty should be utllized for park and recreationpurposes. ilrs. Mlldred B. Grens, member of the Recreatlon Comml-ssLon, calledattentlon to the panklng lot adJacent to the Arenican L€glon Hal-l and suggested that lt may be put to better use by providlr€ ad.e-quate llghtlng.
