Manager, advlslng that ln compllance with a dlnectlve issued
by the State Reglonal Waten Pollutlon Contnol Board, the Cityls currently compactlng and coverlng the edges of the dump toprevent the floatago of matenlal lnto tho bay waters.
The Clty Manager advised that an lnvestlgatlon shal1 beto determine the area and the procedure most approprlatetinue the current method of dlsposal .

A conrnunlcation was read from the Clty Manage r, dated July 3,
1958, advislng that a communi.catlon has been necel-ved from
representatLves of four clty commlssions, subsequent to a meet-ing held July 2, 1958, recomrnendlng that a Citizenst Committeeof ten be appolnted, havlng as its speciflc purpose and goal,
the Lnvestigatlon of proper dump fees and current and futuro dumpreqrlnements. It was the recomrrpndatl on of the Clty l{anager. that
the proposal be appr:oved.
Councllman Rooth, for purposes of clarifLcatlon and to bring the
subJect of a schedul-o of nates to appl-y at the dump, proposed
by the HeaLth and Safety Commlsslon end prevLously submltted tothe Council, to 1ts current status, dirocted lnqufu"Les throughthe Chalr to the Clty Manager.
The Clty l,{anage r advlsed that the recomrBndatlon as submitted
on thls occaslon was the cul-mlnatLon of a Jolnt rmetlng attended
by rnembers of both the Public Hea1th and Safety Commlsslon and

the Publlc Utilitles CommLssion and subsequently of a meetlng
held on JuIy 2, 1958, wlth members of the Health and Safety, the
Pub1lc Utllltles, the Park and the Recreation Commlsslons.
Councilman Rooth expnessed the opinlon that the subject of the
foe proposed to be levled against a1I residonts of the City,
should be flrst res olved.

Councllman Thayer stated that in her oplnion the matter may be
more steadily resolved by the coordlnated effonts of the Iy{ay or,
the Clty Manager and the City Englnee::.
Councllman Morgan concurued wtth both the statements nede by
Councilman Rooth ard Councllnsn Thayen and re co mm6nded that a

recorurending the passage of a resolutlon to enter lnto tho menoran-
dumof agreement for the expendituro of Gas Tax Fund s for the main-
tenance of najor city streets and secondary city streets and the
re sr:rfaclng of Peninsular Avenue from EI Carnlno Real to llumboldtAvenue. The Council vras ad'rised that the City of San li{ateo pl3o-
posed to budget fund s to repave its one half of Penlnsular Avenue.

Avenue in Washington Park ls vacant. The City Mans.gor furtheradvised that an lnvestigation sha11 be mad.e on requests roceived
from the Park Department and the Recreation Department to utillzethe property for its ad.mlnistnatlve reqrirements.
Councifman Thayer stated her preference that the property beretained. for adminLstrative, rather than for rontal purposes.

restriction wlthin the anea, woul-d be rendered ln the near future.
2. STATUS SEVERAL CITY COIIO,{fSSIONS
Councilman Rooth referred to a portLon of the minutes of the last
regular neeting wher:ein the qlrestion of eontinuing or abollshing
three of the Cltyts Commlsslons was to be resolved on this date.
In reply to Council inqulry, the City lvTanage r repoated his previous
recomnendatlon that the Fire Commission, the Public Health and
Safety Commlssion and the Public Utilitles CommLssion are not
essential; however, it was his recommondation that the formation ofa Safety Commisslon would be advlsable.
illr. Huntley, Chairman of the Publi"c Health and Safety Commission,
in submitting his resignatlon at this point, was i:rged to recon-sider, upon being advised by the Council t ha.t a decision toabolish the commissions has not been nad.e.
Idembers of the Council acknowledgod the outstandS,ng services per-
forned by the members of the various clty commissions.
3. FROPOSED CN.DTNANCE PROHIBIIING PAVING OF PARTiING STRIPS
The Clty Attorney, ln reply to Councilman Thayerrs inquiries con-
c€rning the Councilts directlve to prepare an ord.inance prohibit-
ing the paving of parking strlps ln the CLty, advised that his
office ls currently preparing the leglslatlve document and lt isantlcipated that it shall be available for first readi.ng at thenext regular re eting.

Considerable discussl-on arose on the subject of the rten cent
dump fee'r proposed by the Public Health and Safety Commlssion.

idr. Huntley stated that the matter of health ls the prime con-
cern in this lnstance and urged tbat tho proposeal ten cent fee
be imposed immediately to provide revenue to improve tho present
standards of malntenance and construction of the dump operation.
