City of Burlingame
Meeting Agenda - Final
Library Board of Trustees
5:30 PM
BURLINGAME CITY HALL
501 PRIMROSE ROAD
BURLINGAME, CA 94010
On September 16, 2021, Governor Newsom signed into law AB 361 which allows a
local agency to meet remotely when:
1. The local agency holds a meeting during a declared state of emergency
2. State or local health officials have imposed or recommended measures to
promote social distancing
3. Legislative bodies declare the need to meet remotely due to present imminent
risks to the health or safety of attendees
On October 17, 2022, the City Council adopted Resolution Number 124-2022, stating
that the City Council and Commissions will continue to meet remotely for at least
thirty days for the following reasons:
1. There is still a declared state of emergency
2. The State recommends individuals in public spaces maintain social distancing and
wear masks
3. The City can't maintain social distancing requirements for the public, staff,
Councilmembers, and Commissioners in their meeting spaces
Members of the public may view the meeting by logging into the Zoom meeting listed
below.
Members of the public may provide written comments by email to
publiccomment@burlingame.org.
The length of the emailed comment should be commensurate with the three minutes
customarily allowed for verbal comments, which is approximately 250-300 words. To
ensure that your comment is received and read to the Library Board of Trustees for
the appropriate agenda item, please submit your email no later than 5:00 p.m. on
November 15, 2022. The City will make every effort to read emails received after that
time but cannot guarantee such emails will be read into the record. Any emails
received after the 5:00 p.m. deadline which are not read into the record, will be
provided to the Library Board of Trustees after the meeting.

II. Library Board of Trustees' Minutes
The Trustees unanimously approved the minutes of the September 20, 2022
Trustee Meeting. M/S/C (Nagler/Ostrow)
III. Correspondence and Information
Brad, the City Librarian, reviewed the method for collecting all statistics each
month relating to specific collections and placing them in one specific
location for all staff to access. For example: Children's Books, Children's
Audio -Visual, e-Books, Databases, Programs and even door counts.
• Trustees would like to have the statistical information every 3 or 4
months.
• The Trustees brought up the idea of having a work shop for the public
on-line or in person on the data bases the library provides to its
patrons.
IV. Public Comment —No one from the public attended the meeting.
V. Reports
A. City Librarian's Report —Staff Development Day Oct. 10/ 10/2022
• Staff Development Day began with a zoom training given by Karin
Peabody. Lunch and group activities were held in Washington Park.
Staff returned to the library for a team building discussion. Staff felt
the day was well spent with new ideas of how to work together and
benefit the library.
• Next year the library will hold Staff Development Day in a different
format and recognize Indigenous People Day by closing the library for
the holiday.
• Closing for Indigenous People day means that staff will have to find
a way to hold Staff Development Day on non regular work days in
order to still receive 1/2 day off for Christmas and 1/2 day off for New
Year's Eve as stated in the MOU.
• Brad, the City Librarian, has asked staff to give him suggestions on
how to reinvent Staff Development Day
1
B. Foundation Report —Highlights
• The Foundation made approximately $4,000 dollars on the October
book sale.
• The Foundation Speaker Series will hold an event featuring the San
Francisco Cast of Mortified on Sunday November 6th at 5:30PM.
Tickets will be available on-line only.
VI. Old Business
A. Priorities for Potential Funding
1. Strategic Plan
• Put on agenda for December Trustee meeting.
• Brad, the City Librarian, emphasized to the Trustees that this is their
opportunity to select the items in the current plan that they feel strongly about
and want to have it included in the updated Strategic Plan.
• It is also their opportunity to note items that should not be included in the
updated Plan.
• The Trustees noted that finding a way to reach the underserved population of
Burlingame needs to be addressed.
• Trusteed Cannon suggested obtaining a list of new residents and reaching out to
them by sending a "Welcome to Burlingame & Hillsborough" postcard featuring
the library and a few of its programs.
2. Satisfaction Survey
Brad, the City Librarian, introduced the Satisfaction Survey. This survey will
most likely be on-line. Responses from the survey will be considered for the
Strategic Plan.
B. Library Tuition Assistance Program Application
1. The Trustees discussed the areas of concern regarding the possibility of
funding a scholarship program for staff that is working towards their MLIS or
even their Bachelor's Degree.
2. Trustee Nagler will have a phone conversation with Mario De Ada who is the
head of the Silicon Valley Community Foundation scholarship program.
VII. "New Business
A. "ALA Read These Banned Books"
Trustee Nagler recommended purchasing 50 of the books entitled "Read These
Banned Books" at a cost of $13.00 per book. The idea would be to make the book
available to libraries who might be underfunded or would not have access to the
publication. The Trustees supported the recommendation and requested it be
placed on the November agenda for a vote of approval.
VIII. Future Agenda Items
A. Discussion of Brown Act Sessions
B. Strategic Plan
C. Library Assistance Program Applications

2022 Guidelines
Projects for Pitch Your Idea! should:
Be a NEW project, program, or service for the Burlingame/San Mateo
County community
Provide a budget of how you will spend the funds --$500
wiggle room might be possible with permission... and don't forget taxes.
Be able to complete said project within the calendar year in which the pitch
is made
• Sign-up: setup an advisement appointment with your supervisor to make sure it
is a project working toward a viable library need. If you are an hourly employee
you will need a full-time employee "sponsor" — see City Librarian for what this
means if you're unsure.
Pitches:
o Maximum of 600-800 words
• Feel free to include links, visuals, etc.
• Must have written copy but can include oral presentation as well
• Make a case for your grant project by answering:
What's the Library / community need for this project? Who benefits from
this?
What are your goals for the project?
What's your plan for implementing the project? How does it work?
Is there a community organization collaboration? Or what other
department will be involved in the project?
How many hours per week will need to be budgeted?
(if hourly employee must be approved by your sup)
How will you spend the funds? Be as detailed as possible. Please include a
rough draft budget
How will you evaluate your project? Evaluations must be OUTCOME based
or output AND outcome based.
