A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
SUPPORTING THE SOUTH ROLLINS ROAD TRAFFIC CALMING PROJECT AND
SUBMITTING AN APPLICATION TO THE SAN MATEO COUNTY
TRANSPORTATION AUTHORITY FOR PEDESTRIAN AND BICYCLE PROGRAM
FUNDING FOR THE PROJECT AND COMMITTING $190,000 MATCHING FUNDS IF
AWARDED THE TRANSPORTATION AUTHORITY FUNDS
WHEREAS, the City of Burlingame (Sponsor) has identified South Rollins Road as an
important major north-south commuter corridor; and
WHEREAS, South Rollins Road, between Broadway and Burlingame Avenue, is currently
a roadway with one lane in each direction, and identified as part one of the top five safety priority
corridors on the County Youth-Based High Injury Network, and
WHEREAS, the Sponsor has developed the South Rollins Traffic Calming Project
(Project) to improve the safety, comfort, and attractiveness of the corridor for all modes of users
by introducing traffic calming measures such as traffic circles, chicanes, and median islands; and
WHEREAS, it will cost $630,000 to implement the Project scope; and
WHEREAS, the Sponsor seeks $440,000 for the Project; and
WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for
Projects for the Measure A & W Pedestrian and Bicycle Program on August 4, 2022; and
WHEREAS, the TA requires a governing board resolution from the Sponsor for the
following items:
1. Supporting the Project and application for $440,000 in TA Pedestrian and Bicycle
Program funds for Project; and
2. Committing the Sponsor to the completion of the Project, including the commitment
of matching funds in the amount of $190,000 needed for implementation; and
3. Certifying that any funds awarded by the San Mateo County Transportation
Authority will be used to supplement existing funds for program activities, and will
not replace existing funds or resources; and
4. Authorizing the City Manager, or her designee, to sign a funding agreement with
the TA, if funds are awarded, for TA pedestrian and bicycle program funding for
the Project and to take any other actions necessary to give effect to this resolution.
NOW, THEREFORE, be it RESOLVED, that the CITY COUNCIL of the City of Burlingame
1. Directs staff to submit an application for TA Measure A & W Pedestrian and Bicycle

Program funds for $440,000 for the South Rollins Traffic Calming Project.
2. Authorizes the City Manager or her designee, to execute a funding agreement with
the San Mateo County Transportation Authority to encumber any TA Pedestrian
and Bicycle Program funds awarded.
3. Commits to the completion of the Project, including the commitment of $190,000
of matching funds needed for implementation, if awarded the requested TA funds.
4. Certifies that any funds awarded by the San Mateo County Transportation
Authority will be used to supplement existing funds for program activities, and will
not replace existing funds or resources.
5. Take any other actions necessary to give effect to this resolution.
