A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
SUPPORTING THE OCCIDENTAL AVENUE BICYCLE AND PEDESTRIAN
IMPROVEMENT PROJECT AND SUBMITTING AN APPLICATION TO THE SAN
MATEO COUNTY TRANSPORTATION AUTHORITY FOR PEDESTRIAN AND
BICYCLE PROGRAM FUNDING FOR THE PROJECT AND COMMITTING
MATCHING FUNDS OF $180,000 IF AWARDED TRANSPORTATION AUTHORITY
FUNDS
WHEREAS, the City of Burlingame (Sponsor) has identified Occidental Avenue as an
important commuter corridor, linking surrounding residential areas, Downtown Burlingame
Avenue, and numerous schools; and
WHEREAS, Occidental Avenue, at the intersections of Ralston and Chapin Avenues, has
severe visibility issues for pedestrian, bicyclists, and drivers due to the geometry of the roadways;
and
WHEREAS, Occidental Avenue is increasingly used by bicyclists and pedestrians
traveling between the downtown, schools, and residential areas and is identified as a high priority
location in need of bicycle and pedestrian improvements; and
WHEREAS, the Sponsor has developed the Occidental Avenue Bicycle and Pedestrian
Improvement Project (Project) to address the bicycle and pedestrian facility infrastructure needs
by upgrading the existing Class III bike route with new bike boulevard pavement markings, traffic
calming measures, and pedestrian crossing improvements in an effort to achieve the following
goals:
1. Improving the safety, comfort, and attractiveness at the intersection of Occidental
Avenue and Ralston Avenue, and the intersection of Occidental Avenue and Chapin
Avenue for all users; and
2. Follow the recently adopted City of Burlingame Bicycle and Pedestrian Master Plan to
complete Occidental Avenue as a Class IIIB Neighborhood Bike Route.
WHEREAS, it will cost $600,000 to implement the Project scope; and
WHEREAS, the Sponsor seeks $420,000 for the Project; and
WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for
Projects for the Measure A & W Pedestrian and Bicycle Program on August 4, 2022; and
WHEREAS, the TA requires a governing board resolution from the Sponsor for the
following items:
1. Supporting the Project and application for $420,000 in TA Pedestrian and Bicycle
Program funds for Project; and

2. Committing the Sponsor to the completion of the Project, including the commitment
of matching funds in the amount of $180,000 needed for implementation; and
3. Certifying that any funds awarded by the San Mateo County Transportation
Authority will be used to supplement existing funds for program activities, and will
not replace existing funds or resources; and
4. Authorizing the City Manager, or her designee, to sign a funding agreement with
the TA, if funds are awarded, for TA pedestrian and bicycle program funding for
the Project and to take any other actions necessary to give effect to this resolution.
NOW, THEREFORE, be it RESOLVED, that the CITY COUNCIL of the City of Burlingame
1. Directs staff to submit an application for TA Measure A & W Pedestrian and Bicycle
Program funds for $420,000 for the Occidental Avenue Bicycle and Pedestrian
Improvement Project.
2. Authorizes the City Manager or her designee to execute a funding agreement with
the San Mateo County Transportation Authority to encumber any TA Pedestrian
and Bicycle Program funds awarded.
3. Commits to the completion of the Project, including the commitment of $180,000
of matching funds needed for implementation, if awarded the requested TA funds.
4. Certifies that any funds awarded by the San Mateo County Transportation
Authority will be used to supplement existing funds for program activities, and will
not replace existing funds or resources.
5. Take any other actions necessary to give effect to this resolution.

day of November, 2022, and was adopted thereafter by the following vote:
