Mayor Mo::gan annor.rnced that the meeting had been s cheduled for. the
prlrpose of dlscusslng the namiflcatlons of the pollce and firefacllltles as voted upon at the last l,tunlclpal Electlon, Apr:i1, 1960.
The Chafu" advlsed that the ar"chltects have been engaged and atentstlve site selectlon has been made, wlth tho Councll generally
concurnlng wlth the neconanendat lons of the anchltects; howeven, lnthe lnterlmr..lt has been suggested that lt may be feaslble to
construct a " Joi.,nt faclllty on the same parcel of pnoperty."
Ar.chitects for: both the Pollce Statlon and the Fire Statlon, theChief of the Fl::e Depa::tmentr the Chlef of the Po].lce Depantment and
other clty offlclals were ln attendance and ln response to the Chabrs
lnvltatlon submltted thel.r respective necommendations :

suggested sltes, the clty-owned parcel on flolIlns Road appeared to

Mn. Wandmaysr reconmended the followlnEi sltes ln the followlng order:(r) crty-oi.ned propenty on B ol1lns Road'; (e) Clty-owned prop"ity
located wlthln the eree of the d,"rrF; (3) Pr:openty on Canolan Avenue,
currently ownod by the Kalsen Corporatlon.

netlrl,ng, announced thet he favored the Canolan Avenue slte fon the
placement of a ffue and a police structu::e.

a flre statlon, advlsed that lt was his unders tandlng that the
Bolllns Road p:toperty had been selected for the proposed flrestatlon; horever:, slnse the slte also has been proposed for the
constructlon of a polLce statlon, ln hls oplnion, there wouLd
be 1ltt1e adtvantage to havlng one faclIlty.

Questloned by the Councll, the FLre Chlef stated that Rol1lns
Road meets the maxlmrm requinements to provlde for: a flre statlon
'rto be rlthtn running dlstances;rr that the Kalser ptroperty onCarolan Avenue could se:rve the purpose but not as re11; andfurther, he was not convLnced that a savl.gs would be real1zed1f the tro bulldlngs uere combLned.

Ro111ns Road slte, he would not 1lke to see the trKalser pnoposl-
tlon" dropped; that the Ctty ls growing and every effort should
be expended to obtaln the pnoperty for wldening purposes.
CITY ENGINEER
Clty Englnesr csorgo J. lllart: stated that he personelly agreed wlth
the Fire Chlef regarding the locatlon of the Fi:r'e Statlon; that
1n hls oplnlon, the Ro11lns Road propenty would be the rrldealn
slte tc protect the hlgh value of the industrlal area and toprotect the resldentlal anea of the Clty.
In regard. to the Carolan Avenue property, the Clty &eglneer statedthat he would llke to see the property acquhed. by the Clty and1f lt were to be consLdenod as s ftrtu.re clvlc center as we1l. as
a slte for a pollce statlon, th€ $601000 allocated ln the Po1lce
Statlon Bonds for slte acqulsl-tlon, could be applled towand the
pur:chase prlce of the p:roperty.
PLANNING ADVISOR
Planntng Advlsor George A. Mann, speaklng from the viewpolnt of aplanner, stated that ln hls oplnlon, the Rollins Road slte was not
large enough for two bultdlngs, that lt would be rrcnamplng't
facllLtles, unrlse and short-stghted.
Cont!.nuLng, the Plannlng AdvLsor stated that 1t xould not be wiseto sell RoLllns Road propenty, or any clty-owned pnoperty; thatItno matter what pr.openty 1s sold today, lt w111 cost more to
purchase at a later datart.
Ihe Plannl.ng Advisor stated that he would like to s€e the Carolan
Avenue pr.operty punchased. and rlto develop the values l-n the area
w111 be r.epald over the amount of the ex;lendLtures of the Clty'r.
The Chalr questloned the Chlef of PolLce rel-atLve to hLs opin!.on
on the proposal that the Police Statlon be erectcd. on a portlon of
the Carolan Avenue p?operty, who, in rep1y, stated that he had. no
obJect5.on to saLtt erectlon or to the suggestlon that funds
allocated for the slte acqulsitlon be expended for that portlon
of the property to be used by the Poll-ce Departnent.

Conslderable dlscusslon araose among the mamber.s of the Councll
on the subJect of negotlating for the purchase of the Carolan
Avenue property for the purpose of locatlng a poJ.lce statlon
and whatever other purpose the Clty may d.eem approprlate and the
deslgnati.on of the Bolllns Road property f or the construction ofa neu fine statl on.
Counc Llnan Lorenz stated that he would consent only to the con-structlon of both the fLre statlon and the pollce statlon onthe Carolan Avenue propelrty, lf the property lrore eva11ab1e forpurchase.
The dlscusslon was concluded wlth no action taken by the Councll
and the Clty Manager Lnstnrcted to negotlate wlth the nepresenta-tlve of the Kalser Corporatlon fon the acqulsltlon of lts property
on Carolan Avenuo and to submlt a report to CouncLl thereafter.
