1. GAS TAX FUND EXPEI{DITURE
A conununication from the City Manager. dated April 12, 1962, advisedthat a budget of Gas Tax expenditures tras been approv€d by the
State Division of Eighways for the following projects: Ivlrj or and
Secondary Street Maintenance, $28,840.0O; widening of californiaDrive, $97,000.00 and the Resurfacing of the Major Streets of
Floribunda Avenue and Almer Road, $3,00O.00.
It was the recommendation of the City Engineer and his Office that
a Resolution be adopted authorizing the aforementioned gas tax
expendituEes .
Council concurred and RESOIJUrION NO. 17-62 "Ad opting Budget For
Expenditure of Funds Allocated from the State Highway Fund to
Cities: was j-ntroduced for passage on motion of Councilman Morgan,
second.ed by Councilman Martin and unanimously carried on ro11 cal].
2. STREET RE STIRFAC ING BIDS AUTHOR IZED
A comnunication from the City l4anager, dated April 12, L962, request-ing authorization to advertise for bids for the resurfacing of
730,949 square feet of secondary streets and one major street in
the city of Burlingame, as designated on an accompanying map, was
concurred j.n on motion of Councilman Johnson, seconded by Councilman
Morgan and unanimously carried. Bids to be received for opening
and declaration on l'4ay 7, ]-962.
3. REPORT ON NEGOTIATIONS TO PT'RCIIASE ABBOTT LOTS
A cornmunication was acknowledged from the City Manager, dated April 13,
1962, reportj-ng on the current negotiations in connection with
the purchase of lots on Broadvray, ovrned by R. L. Abott and suggesting
methods of financingr the acguisition of said lots. llhe subject was
held pending further study.
3. SAI,VAGE BELLEVI'E AVE\IUE DWELLING AND CONTE}(TS
A memo to council from the city Manager, dated April 13, 1962, report-
ing on the possible sal-vage value of the city-owned dwelling on
Bellevue Avenue and its contents, was acknowledged and held for
further study and disposition at the next regular meeting of council.

5. PARK-RECREATION FACILITY II4PROVEIiIENTS
A communication from the city Manager, dated April 13, L962, advised
that two unbudgeted items have been brought to attention for
Council action: (1) Ihe resurfacing of the tennis courts at
washington Park, their rapid deterioration not foreseen at the
time of the last budget preparation and (2) Ttre use of the Franklj-n
School for an additj-onal baseball diamond, entailing an investmentof $2,3OO.00 for the installation of an adequate baseball trap-
backstop and the maintenance of the additional diamond.
Ivlayor Byrd suggested that the subjects be considered during the
forthcoming fiscal year budget preparation.
Councilman Morgan recommended that immediate attention be give:r
to the tennis courts improvement in view of their use during the
National Championship Tennis Tournaments this Spring.
Ihe City Ivlanager lras authorized to obtain further facts as
recommend.ed by his offj.ce and to submit a report for councj.lconsideration at the next regular meeting.
6. PUBLIC SITES PROPOSED FOR MILLS ESTATE NO. 19
A conmunication from the City Manager, dated April L3, 1962, advised
of a recent conference, in company with the Chief of the Fire
Department and E. C. Adams, Dj.vision Er,gineer, Pacific Fire Rating
Bureau, relative to the views of the Fire Rating Bureau on firestation locations in the northr^rest sector of the City.
Council- action on the tvro courses recommended. for approval by theCity llanager concerning the future construction of a branch FireStation in the I"1i l- ls Estate was withheld pending consideration
during the preparation of the 1962-1962 Budget.
ENGINEER.ING STUDY STORM DRAIIIAGE PROBLEMS
A communication from the City l4anager, dated April 13, L962,
recommending that the proposed engineering serv.i.ces of Paul Ad.amson,
consultant, be enlarged to include the bay-front area northv,resterlyto the northerly City limit and llills Cxeek and bay-front drainage

8. REPORT ON ADDITIONAL PARKING I{ETERS
A memo from the city Manager. dated April 13, 1962, reporting on
an j-nvestigation made on the usage of the parking lot adjacent to
the Broadway Post Office and the parking 1ot on Paloma Avenue
r^ras acknowledged, \,ri th instructions that they be kept under sur-veillance for possible "a11 day parking" hbuse.
9. FI]ND APPROPRIATION CTIANGE NEW POLICE STATION
A memo from the City lt{anager, dated April 13, 1962, recommending
that the $1,400.OO excess remai.ning in the Capital Expenditure
account for the L96l-L962 Police Department Budget be allocated
to purchase and to install Sun-Vertika1 panel drapes in nine
rooms of the new Police Station, was concurred in on motion of
Councilman l{organ, seconded by Council-man torenz and carried.
Councilman Martin noted that the expendj-tures for the new Po1icestation now exceeds the Bond fssue in the sum of $49,070.39.
10. REPORT ON ''PROHIBITING NOISE DURING SPECTFTC HOURS "
A memo from the City Manager, dated April 13, 1962, concerning thequestion of "mowing lavrns before 10:00 A.M. on Sunday morning:s "raised an issue on what general or specific regulations wouldeffectuate "noise control. "
A copy of a "model" ordinance in effect in the city of Dayton,Ohio. accompanied the Council memo and the subject was thereafterreferred to the members of the Eealth, Safety and Traffic Commi-ssion.

ORD INANCES - Introduction thereof:
ORDINAAICE NO. 753 "An Ordinance Repealing Ordinance No-484 and
EstablishingAdding Section 1222.27 to the Burlingame Ordinance Code
Parking Regulations Governing Munj-cipal Parking Lots" was intro-
duced by Councilman l{organ and given its first reading.
ORD INANCE NO. 754 "An Ordinance Amendi.n g section L226 of the ordinance
Code ctr the City of Burlingame; Declaring it to be Unlawful to Park
Any vehicle on Any Street Betrreen the Hours of 2:OO a.m. and 6:00 a.m.
Without a Permitr and Providing for the Issuance of, Fee For and
Revocation of Such Permit" vras introduced for first reading by
Councilman Morgan.
Irr reply to Council inquiry, the City Attorney advised that changes
may occur at the first reading and j-ntroduction by a simple motionto amend Section "on its face. "
Councilman Johnson expressed her objection to the inclusion of the
proposed section Permit shall be granted for commercj,alvehicles as defined i.n Section 260 of the california vehicle code"stating that the section would impose hardship in some instances
and the courtesy of applying for a permit should be therefor extended
in such instances.
councilman ,fohnson also recommended that the proposed fee of "$f.OOfor six months" be increased to help defray the cost of the trans-action.

Councilman l{artin, concurring r^rith the suggestion that Section 'rC,be deleted. stated that there is a possibility that the proposed
section r,rpuld create a hardship, particularly in apartment house
areas where no parking spaces are provided. Council-man Martinstated that he would vote affirmatively on the proposed ordinance,
provided Section "C" were del"eted.
The city Attorney, in reply to councilman uartj,rrs inquiry, advisedthat his investigation indicated that the posting of notices,publicizing the proposed change is not required.
Questioned by Councilman Morgan, the Chief of Police stated that he
had no objection to the deletion of Section placing commercialvehicles in the same category as other vehicles; that the same tests
would be applj,ed; and, although it would still leave some cars parked
on the street, the proposed ordinance would effectuate a major changein the abuse of overnight parking.
A motion was thereafter introduced by Councilman I'lorgan, seconded by
Councilman ,fohnson and unanimously carried, that ORD INANCE NO. 754
be amended on its face to delete "Section c."
Some d.iscussion arose thereafter on increasj-ng the proposed $1.00 feefor a period of six months for on-street overnight parking.
Itlr. wilbur, Smith, speaking from the audience, questioned the adminis-
tration and enforcement of the issue, stating that j.t may be thatthe Poliee Department will require additionaL officers to "tag"violators, in addi-tion to pursuing their regular tour of duty. Mr.
Smith recorNnended that ways and means be explored further to adequatelyadminister and to enforce a 1a!, to "draw the cars off the street. "
Couocilman Martin, concurring with the statements of Mr. Smith, statedthat in his opinion, the proposed ordinance is not enforceable; that
he would prefer to see the permit issued free of charge, in that
cars are being parked upon the streets of the City mainly becauseof the lack of parking space.
Counci.Iman. lilorgan referred to the favorable response to the proposed
ordinance. as evidenced by statements of the Chief of Police andthe members of the Bealth, Safety and Traffic Commission and statedthat i,n his opinion, the lewying of a $2.O0 fee instead of a $1.0Ofee for a period of six npnths was not excessive j,n an endeavor toretain the City of Burlingame as a fine and dignified community.
Follo\,ring a brief discussion, Counci.lman .Tohnson moved that the
proposed ord.inance be amended on its face, to increase the permit
fee from $1.00 for a period of six months to a fee of $2.00 for a
period of six months, seconded by councilman .Morgan and carried.with Councilman fiartin's vote recorded as a "no" vote.

At the suggestion of Councilman Johnson, the City of HaIf lrloon Bay

Secretary of the North County Council of Cities.

Mayor Byrd, on the subject of Commission appointments, announced thatin view of hj.s vacating his Council post, the objections raj-sed on
the manner of naming appointees and the failure of Council to
unanimously concur on appointments suggested, action would be \,eith-
held on this occasion.

TWELVE YEARS COUNCIL SERVTCE
!{ayor Byrd, in a statement prepared for the occasion, expreased his
appreciation to the electorate for hj,s eLecti.on as city Councilmanfor the past three-four year terms, to the members of the Citycouncil for their confidence in naming him as chairman of the Board
and llayor of the city of Burl-ingame, to city officials, commission
Irledbers. Department Heads and members of the various departments ofthe city.
Citing prior accomplishments, Mayor Byrd referred to his activities
in connection with the efimj-nation of the burning method and the
current "fill and coverY method now employed at the city Dump, the
new Police Department headquarters, the new Off-Street Parking Dj.strictp1an, and, in general, expressed a feeling of accomplishment in that
he had contributed something to the overall benefit of the City of
Burl j,ngame.
In concluding his statements, Mayor Byrd expressed the hope that he
may continue to serve the community as a medber of the Assembly from
the local district and pledged his continued assistance to the Council
and to the City.
ACK}{OWLEDGE]I,IENT S
A telegram and a communication from Louis Francis, Asseruiclyman and
if. Arthur Younger, Congressman, were read, each commending !4ayor
Byrd on his splendid record as a medber of the Burl ingame City
Council during the past twelve years.
Ivleribers of the council added their comments of appreciation for
the service rendered by ltayor Byrd during his tenure as I{ayor and as
City Councilman.
