Upon nequest of Mayor: Byrd, Clty Manager Schwalm reported thet
from the flnanclal statements necelved fnom Mr. Jolyrs auditons,
he has not been eble to determine whethen the openatlon lres rnaklng
sufftclent eannings. Fnom an accountlng standpolnt there sr6
cer:taln facts nequfued, such es claniflcatlon of depreclatlon of
cqulpment, oxact amount of necelpts pald at the gate, etc.
Councllman Morgap stated the facts to be consldered ane the nequest
fon neductlon ln the annual peynent nade to the Clty, as well as
relmbursement fon use of hls equlpn€nt and ser:vlce othen than
specifled ln the contnact. Also to detenmlne what constltutes
othen than aetual openatlon of the dunp.
Mr. Joly sald h1s entl-re lncome fnom all sour.ces was reflected ln
the flnanclal gtatenents submLtted, that the recelpts from the
gate had decr:eased and lt had become nocossary fon hlm to bornow
money thls past year.. He has done conslderable wonk fon the Cltywlthout re lmbur:g ement and can no longer do so.
Mayon Bynd asked Clty Attorney Karmel lf there rra!, any way lre
could pay !!n. Joly lega11y for past ror:k ard lt was stated 1f
he does not have a contract wlth the Clty for the work done,
he has no clalm and we cannot pay h1m eny mon€y.

At the last North County CouncLl Meeting the questlon was pnesented
regardlng Half Moon Bay becomLng a memben. ft was a contnovenslal
subJect and lt wris decided the matter should be bnought befone
each Clty Council for: a vote. Mrs. Johnson suggested that Bunllngane
go on !:ecorid as favonlng that Half Moon Bay be invlted to become a
memben of the North County Councll. All Counctl member:s approved.
