Francisco) anal it was the recomendation of hls offlce that the ar+ard be

Councllman Rooth moved that the Council concur in the recorurpndatlon and.that the contract be awa:rded on the basLs of 2,)lO feet at $10.00 per3
foot and that the Clty Atto::ney be dlrected to prepare the approprlate
ilocuments for Councll approval at the next regular meetlng, August 1,1950. The motlon was second.ed by Councllman Johns on and unanlrnously

Mayor Pro Tempore Byrd initiated dlscussion on the 1ssue, stating that

The Chaj-r observed that the subJect has been before the Councll for
several years and the comnunieation received. from the Chief of the De-
partment has been proposed. l-n order to rrtighten up his admLnistrative
authority.tr The Chair stated. t hat a plan to provide compensation for

ment; however, tro dld object to the distribution of the $2,OOO.OO.
Councilman Rooth noted tl:at tJle comnunicaticn did not outline an ad.-
mLnistrative procedure as suggested at a previous meeting and that in
his opinlon, the subject was not ready for actj-on. Counc llman Rooth
recommended that the Chief of the -r-Lre Depa]:tment be directed to sub-
mLt a sample roster together with details on tlre plan proposed in order
that the Council nay ts}e appropriate action.
Councl J-man Lor enz suggested concurrence with the recommend.ation outlLned
in the last paragraph of the Ctty l'lanagert s letter, that a "system of
reduced caI1s is recommendeC and one of the above enumerated compen-
sation methods suggested (elther the distribution of $2,oo0.0o or $2.00

The Chalr stated that if there were no obJectlons on the oar.t of the
Council, tha Clty Manager would be authorlzed to instruct the Flne Chlefto anrange a schedule as suggested by the C:uncil.
The Clty Planager expressed his obJectlon to ttr e proposal, statlng that
per:sonnel will be requLred to respond to calJ. if needed.
The Chalr advLsed that lt ls the prerogatlve of Council to establLsh apolicy to be fo1lowed.
Mayor. Pro ?empore Byrd also stated that of the three groups within theFlre Depantment, one group, tron-dutyrr and t$ro, rtoff-dutyrr, it ls sug-gested that one sectl-on of the latter: gr:oup be pemltted to remain 1nor out of town wlthout bei.ng subject to call end the remainder, on
stand-by tlme.
Councllnan Johnson concluded further dlscussion with a suggestion that
the Flre Chlef be permltted to place a plan lnto effect on a trlal baslsfor a llmlted tlme, lnconponatLng Councll suggestions. Ihe::e appearlngto be no obJectlon from Councll, the City Manager was dlrected to sonotify the Ghief of the Ftre Depantment.

advlslng that a Memorandum of Agreement for tho Lrpendlture of Gas TaxAllocatlon for. MaJor Clty St::eets for the Fiscal Year, 1960-1961, has
been recelved from the State for executlon by the Clty of Burl lngame.

has urged the partlclpatlon of the City of Burllngame in the newly
orgalized Associatlon of Bay Anea Gove::nments. The Ctral:: requested.
a period cf time in which to study the proposal arid there being no
obJectlon, the City Clerk was requested to place the subject cn the

9. FIRE AND POIICE STATICN BOND 1S31'ES
A comrnunlcation from the City l{anager, dated July l-5, L960, advised
that i.n reply to a Council request, a meeting had been held with the
Ci-tyr s Bond Counsel relative to the sale of a portion of the fi-re
bonds for the purpose of purchasing fire pumpers and equipment.
It was the reconmendation of the City l{anager that the Bond Counsel
be directed to prepare the necessary leglslation to proceed on both
the sale of Fire Bonds in the amount of $611500. for the purchase of
two pumpers, hose and oguip:nent and on the sale of Pollce Bonds to
reserve $5o,000.00 for a site acquisltion.
Councl lman Rooth moved that the Councll eoncur wlth the recommendation,
seconded by Councl lmaJ} Johnson and unanlmousl-y carried.
10. ARCHI TECT CONTRACT FOR NEW POLICE STATION
