Mayor Byrd announced that the meeting had been scheduled to conslderthe followlng subJects: (1) Acqulsltlon of propenty adJotnlng
Municlpal F111; (2) San Franclsco Bay Area Rapld Translt Dlstr.lct;(3) Par.king Meton Ondlnance and (l+) Purchase of bulldlng andpropenty adJecent to hrbllc library on Bellevue Avenue end such
ltems under rrNew Business" that may be presented to Councll.
The Clty Manager refered to h1s pnevLous reconurendatlon concer.nlngthe acqulsltlon of two parcels (A and B on clty-deslgnated nap)
appnoxlmately 6+ acres, for the extension of munlcLpal ft11 opera-tlons.
The Clty Manager advlsed of prevlous appralsals made of the prope::ty,
whereln the land uas appralsed at a moderate flgure; howevon, the
owners of the pnopenty sought by the Clty have lndlcated that theland value has increased conslderably. Boarlng thls fact out ras
the lnfornation neceLved that the Clty of San Franclsco, to furtherLts al:rpont expanslon prograrn, recently had purchased tldelandproperty at an alleged cost of $51000.00 per acre, wh5.ch may, or
may not have lnfluenced the tUqr-:rocket5.ngr of tldeland property

Mayor Byrd stated that wlthin a porlod of less than two years theClty sha1l be :requlred to acqulra more property for fl111ng purposEs;
once acqulned, an approprlate portlon can be screened to allevlate
the unslghtly appearance and when fl11ed ln and no longer needed
by the Clty, th6 property may be sold to reallze a substantlalproflt. l,[ayo:r Byrd stated that 1n hls oplnlon, rran e]i'ror cannot
be made when acqulnlng real estate on the Peninsula'r.
In reply to an lnqulry fr.om Councllman Lorenz, the Chalr advlsed
that there ls sn area east of tho pres€nt uunlcLpal dump that nay
be used fon' dumplng purposes; however, lngress and egress La ln-
conv6n1oat.
Councllman f,orenzt s motlon to authorize the Clty Manager to proceed
wlth the lnltlal step to acqulre the pnoperty, falled for the lack
of a second.
Councllman Morgan advlsetl that hls posltlonr opposlng the acqulsl-
tLon of the property, elther for recroatlonal or dumplng purpos€s
nemaLned unchanged. Calltng attentlon to a communlcatlon received
frorn the Burllngarne Shore Land Companyr undor date of February 21,
1961, and part5.cularly to the allegatlons that the clty dumplng
and f1L11ng operatl-ons have caused debrls to collect and water to
draln lnto i,ts propel?ty, Councllman Morgan stated that an approprl-
ate drainage system should be 1nsta1led to allevlete a drafulege
pnoblem ln the a:rea.

Councllnan Lorenz stated that the purchase rould be an lnvestment,
rondsrlng the land more va1uable. ContlnuLng, Councilman Lorenzstated that ln hls opln1on, two Ltonrs wer.o ertremely lryontant tothe Clty; th6 constructLon of a basement 1n the Police Stetlon
and th6 purchase of the subJect propenty for dtanplng purposes.
Councllman Morgan re-stated hls obJectlon, eddlng that lt ls un-
nocessary to expend funds for: the acqulsltlon of land for thepurpose of dumplng debrls and lf the property ls to be acqul:.edfor necreatlon pu:rposes, the lssue should ba submitted to the
elec torate .
Councllman MertLn polntod out that fou:r maJor lt6ms had beenpresonted to Councll for conslderatLon: (I) the acqulsltlon ofthe subJoct property; (2) the purchase of property CdJoinlng theLibrary on Bellevue Avenue; (3) the addltlon of a basement ln theplans of the new Pollce Statlon antl (l+) the establlshment of a
new Panking Dtstrlct and urged that a prlorlty l.lst be deter.mlnedprlon to fu:rther dLscusslon.

Councllman Lor:enz recotnnended that th6 lfayor be authorlzed to advlsethe Board of Supervlsors of the lntentlon of the Clty of Burl!.ngameto lrlthdraw fnom the proposed plan, addlng that some cltles necently
have taken a sLmllar posltlon.
C ounc llnan ldarttn stated that the cltlzens of the Ctty of Burl lagamo
have not lndicated as yet, thalr posltlon on the lssue and necommsndedthat the Clty wlthhold actlon at thls ttm6.
Councllnan Morgan concurred, statlng that to take a stancl at thLstlne would be pnematuro, pertlculanly when a statorent has not
been lssued by tho Supervlsons.

spoke at some length on the allocatlon of parklng meter and salestax r.evenue to assLst the downtosn pa:rklng dlatnlct.
l4r. McQueen stated thet adequate par.klng facLlltLes would lncreasethe volume of buslness ln the Clty of Burllngane, lncrease the net
revenue derLved from the tro sources, subsequently asslstLng lnthe further reductlon of property taxes and pr.ovldLng addltlonalfi:nds for much-needed capltal Lmpr.overnents.
!tr. McQuoen requested-that the CLty consLder. contrlbutlng to theD!,strict, the sum of $30r000.00 per year frorn parklng meter funds
and lots acqulred by the Clty for off-street parklng pur?oses.
In concluslon, I{r. McQueen stated that ln hls oplnlon, the pr:oJect
would be a valuablo lnvestment ln rhlch property owners, bothresldentlal and busLness, would be beneflted.
Consld6r'ab1e dlscusslon arose thereafter on theClty to pnovlde an off-stneet parklng dlstrlct.obllgatLon of the
Councll-nan Martln stated that ln hls oplnlon, the forrnatlon of a
Parklng Dlstrlct was the most lmpontant Lssue on the Capltal
Inqrrovement Llst and lf necessary, the allocatlon of the $126r000
reser.ved fon eap5.ta1 expenditures, should be applled to establlsh
the i[strlct f ormation.
Councllman Morgan stated that la vleu of the value of the two lotsrecently acqulredi by the City for off-street panklng facllltles,lt was his reconmendatlon that the Clty contrlbute to the extentof flfty percont of tho cost of the proJect.
In a sumrratlon and to pnognam the proposed proJects ln order ofpnlorlty, Counc Llman Morgan r:ec ommended that $30r000.00 ($2O,000
to coven bond money deflclency al1d $10r000 lnclud1ng basement)
be reserved to properly complete the new Pollce Statlon. Councll
concurred.
Councllman litongan f\rther recommended that $20,000.00 addltlonal
fi-rnds be allocated to assls t 1n the flnanclnS of the Centnal.

A recommeadation by Councllman organ that the sum of $111500.00
as a down payu€nt on the purchase of addltlonal Llbrary proponty
be placed thlrd on the prlorlty 1lst, ralsed an obJectlon from
Councllman Ionenz, rrtro necommended Lnstead, that the shoreland
pnopenty be purchased for dumplng purposes.
