A regular meeting of the Burlingame city council was held on the above
date. I.{eeting caIled to order at 8:O0 p.m.
MAYOR JOHNSON COMII'IENTS
Mayor ilohnson spoke of the recent tragedy which the nation suffered
in the death of President Kennedy and expressed appreciation to all
members of the community r+ho joined in observing the national day of
mourning. Uayor Johnson announced that the meeting would adjourn in
tribute to the late President.

I,{INUTES PREVIOUS I4EETING
The minutes of the regular meeting, Noventber I8, 1963, submitted to
council, were unanimousJ.y approved and adopted on motion of Councilman
Diederichsen and seconded by Councilman George.
HEARINGS
1. Euqene c. Signarowitz Variance Hearing Continued.
fhe Chair announced that this was the time and place scheduled to con-
tinue a public hearing on the application of Eugene C. Signarowitz
for a variance to permit construction and operation of a gasoline
service station at the northwest corner of Peninsula Avenue and
Dwight Road.
Ttle City Planner, in reply to the Chair's invitatj.on to review circumstances
pertinent to the subject, explained that the request for a variance to
permit the use on property zoned R-3 was denied by the Planning
Conunission following a public hearingr several months ago and the applicant
subsequently appealed to the City Council . Following a hearing by the
Council early in the year. the matter was laid over for a lengthy period
and when it came before the Council recently it was the opinion of the
City Attorney that a new hearing date be set since there were members
of the Council who were not eligible to vote. The new hearing was
scheduled for the meeting of Novedber 4 and the present hearing is a
continuation from that date.
Irlr. Signarowitz, in repLy to the Chair's inquiry concerning plot plan
and elevations, advised that a representative of the oil company which
will operate the facility was in attendance prepared to discuss the
proj ect .
!tr. Charles Kircher, representing Hancock Oil Company, placed a site
pJ.an on display and advised that his princi.pals will cooperate with
the City in any architectural control imposed. Bethreen the service
station structure and the triplex dwelling on Dv/ight Road, a twelve
foot buffer will be maintained. Landscaping and fences will be placed
to the City's specifications. Ingress and egress driveways will be
located on both Peninsula Avenue and Dwight Road and the sign will be
desigmed to conform to the city's sign ordinance. The ProPerty has
lOO feet of frontage on Dwight Road and 1O4 feet on Peninsula Avenue.

it was determined that the p].ot plan was not representative of the
proposed development.
l,[r. Kircher stated that during the past several months a nurnber of
plans were drawn and it was apparent that the present set was obsolete.

because of the need to upgrade the communications system. ouotati.ons
include equipment for the Polj-ce. Public Works and Park Departments
and will permit the Fire Department to operate on a separate fire
frequency. Ihe low bid is $I,852.53 below the amount appropriated.
Fire Chief Moorby, in reply to Counci.lman Diederichsen. advised that
the f ire Department is on a local government freguency with other cities,
including park and public works departments. Ihe proposal will provide
the Fire Department its own frequency qrith the cities of San tttateo and
Hillsborough.
Chief Irloorby described benefits resulting to the Department and
mentioned that the Fire and Rescue Division of the California Disaster
Office advocates an exclusive frequency for fire districts.

2. REPORT ON SOCIAL SECURITY INTEGRATION WITII PERS Public Emplovees(
Retirement System).
A courunication from the City llanager dated Novedbet 27, 1963, advised
that it is permissible under present law to integrate Social Security
with tbe Public Enployees' Retirement System at an approxjmate cost of
7\ to 2% on the part of the emp!.oyee and the City. Under integration,
PERS costs are deereased. ?he 1aw permits the governing body the
determination of whether the division shall be made.
Ihe corununication outlined procedures required to install the system
and advised that the individual employee lvould have the privilege of
electing to integrate but once the system was installed new employees
would be required to participate.
An architect's rendering vra s posted and Council was advised that the
building will be of redwood and brick construction.
In a period of discussion, Council agreed to extend the applicant an
opportunity to return with a proper plan and there being no protests
heard, the hearing was thereafter declared continued to the meeting
of January 20, 1964.

In a period of discussion, Councilmen Cro sby and Diederichsen corunented
favorably on employee benefits provisions of the Social Security progr.rm.
Councilman Martj-n raised the following questions: hlould benefits to
the employee be commensurate with the cost? Does the existing retire-
ment system offer a similar benefit to the individual and his survivors?

BURLINGAITIE-SAN MATEO INSURANCE AGENTS ASSOCIATION SATETY-CIIECK AWARD.
Ir{ayor alohnson acknowledged a Certificate of Achievement presented to
the city of Burlingame for noteworthy performance in National Vehicle
Safety-Check For Comnunities for 1963, conducted by the Burlingame-
San llateo Insurance Agents Association.
A communication from the City Manager dated November 29, 1963, reported
that following meetings with the R:creation Superintendent and the
Recreation Commission a plan has been formulated whe reby the Recreation
Superintendent wiII submit reports regularly of income and expenses for
the Special Activities prograJn to his office and the Recreation Corunission.
fhe first report will include the months of Septenber, October and
November, 1963.
Ihe communication advised that the Commission will then be in position
to review and evaluate existing fee schedules for the various activities
and assist the Superintendent in determining a suitable criteria for
establishing fees.

4. EII,IPIOYTIIENT OF QUAI.,IFIED RECREATIONAL DES IGNER AI,ITHORTZED .
A conununication from the city Manager dated November 29, 1963, advised
that as a result of a request for suggestions of possible land uses
for the sraterfront area oLmed by the City, the Recreation Corunission
has requested that an engineer be hired to Prepare a general plan for
the area including acreage to be purchased by the city for Park and
recreation uses. The Commission has suggested that although the plan
witl be of a general nature the engineer should consult with the
Park, Recreation and PJ.anning Commissions.
Ihe City Manager requested authorization for an expenditure not to
exceed $500.00, which would include cost of an enlargement of present
aerial views of the area and assistance for a gerteral design plan by
a qualified recreation-landscape designer. The City Manager noted
also that such a plan would be of assistance in the City's application
for Federal open space. grants.
A motion was introduced by Councilman George authorizing an exPenditure
to $5OO.OO to permit the City Manager to Proceed as requested. Motion

5. AGREEMEMT FOR OPEPATION OF C TTY DUI{P.
A memo to Council from the City Manager dated Deceniber 2, L963, advised
that skilak Oil Company ruill execute an agreement for operation of the
City Dump subject to: (1) ffr. Romeo Joly's voluntary terrrination of the
existing contractr (2) Skilak's pa]'ment to the City of $800.00 repre-
senting the pro-rated balance due under Ur. aloly's contracti (3) the
City's agreement to provide 1,500 yards of clean fill to cover trash
existing as of the date Skilak assumed the contract; (4) Adoption by
the City of the resolution setting new fees.
The City Ir{anager recommended passage of the necessary resolution.s.
RXSOLUTIONS
1. Dump Fees. Councilman llartin ob jected to station wagons bei-ng
assessed at a rate higher than passenger cars and suggested that
the rate should vary according to the anount of rubbish carried.
Members of the Council agreed and requested the City Manager to
discuss the matter with Skilak.

The City Engineer, in reply to Council inquiry, advised that complaints
received by the City Council on weed abatement charges appearing on
tax biIls, were investigated and found valid. Refunds have been
authorized, plus some others r.rrhere errors were found.
The city Engineer advised that following a study of the problem of
abating weeds in alleys and easements throughout the City, it was his
reconunendation that the city subsidize the program from general funds.
The city Engineer expressed the opinion that the cost should not exceed
$5,000.00. On private properties, theowners shoul-d continue to pay
the cost of the service.
In reply to an inguiry from Councilman Itlartin concerni-ng a certain form
letter pertaining to weed abatement from the City Engineering Department,
the City Engineer advised that complainants are answered by sudr a letter.
fn reply to an inquiry from Councilrnan Cro sby concerning irnprovernents
to the Corporation Yard, the city Engineer advised that preliminary
studies are in progress.
4. APPOINTI{ENTS TO CIVIL SERVICE COMMISSION.
In reply to an inquiry from llayor ilohnson, the City Manager advised
that between the present date and the date of the next Council meeting
names of possible appointees for tlro expirations on the Civil Service
corunission should be submitted to this office.
