The heaning wlth respect to the annexation of a portlon of the

A communlcation fr"om the Ctty Manager, dated October 10, 1952,
r.ecommended that the budget appnopr.iation of $827.00 be expended for
telephone lnsta11atlons to improve the communicatlon servlce in theCity of Burllngame. The Council was advLsed that the new dial
servlce, co:nblning inten- communlc a tl on, dlrect outsLde dlaling,
lnterceptlng and attendantrs asslstance, w111 lncreaso efficlency.
Coulcllman Johnson moved that Council concur, seconded by Councllnan
Cnosby and unanLmous 1y carr'led.
2. PROPOSED ONE-CENT GAS TAX ]NCREASE
A communlcatlon fnom the City Manager:, dated October ll, 1962,
advlsed that the League of Callfor"nla Cltles has requested an
opinion fr.om Councll on the proposal to seek a one-cent lncreaseln gas ta: allocatlon fon the pur"pose of ellmlnatI-ng 1oca1 stneetdefleiencles.
The City Engineen, ln neply to Council lnquiry advlsed that the
proposal would provlde addltlonal funds fon constnuctlon of maJo::clty str.eets and not for secondary city streets. The City of Bunlingame,
ln addltlon to other cltles, ls experienclng difflculty In lmpnovlngtheir secondary and mlnor clty stneets wtth the ltmited funds available.
Refer"nlng to a street deflclency report filed wlth the State Department
of Publlc Worksr containlng a complete compLlatlon of 1ocaI streetdeflclencles, the City Engineer stated that the proposal wl11 not
asslst the City of Bur"llngame ln alJ-evlatlng minon street deflcLencies.
In reply to Councll reference to a proposed San Mateo County Bond
Issue wlth respect .to county-wi.de street lmprovement proJects, the
Clty Engineer advlsed that plans will be available prlor to the sub-
mLssion of the lssue to the electorate and hls office, on a prl,on
occaslon, hes ?econmended revislons to lmprove Broadway.
The Ctty Managen stated that the County proiect Lndicates a right-
of-way overpass at the Bnoadway lntensectlon; however, the report
has not been flnallzed.
Followlng furrthen discussLon on the effect the lncreased allocatlon
would haie on the lmpr:ovement to both Br.oadway and Carolan Avenue,
and the r]leaIlzatlon tnat aaatttonal funds 3f,le neceEsar.y to improve
secondary street deficlencies, Couneilman Ma::tln suggested, with
Council Loncurr.ing, that the pr"oposal of the Loague of Californla
clties be modlfled to allocate one-half of the gas tax allocation
to lmprove major cLty streets and one-half of the gas -t_ax allocation
to alievlate'iecondai.y street deflcLencles. The City Managen was
nequested to so notlfy l,tr". ntcrrard carpenter, Executive Dlrecton and
Gener al Counsel.

The Ctty Managen recommended that the proJect be placed high on aprlorlty 1lst, stating that the rrneed f or" this basic plant facillty
can be so cleanly denonstr"ated and the savlngs, increased efflclency
and faclllties fon the worlqren shown, that there should be 1ltt1edifflculty ln secur.lng support fon such an undertaking.
It was the necommendatlon of the Clty l,lanager that prellmlnarry
steps be undertaken.
Mayor Lorenz suggested that no action be taken until the lssuewith nespect to the formation of the Off-street Panklng Dlstnlct
has been nes olved.

A communicatlon from the City Manage:r, deted Octoben 10, 1t52,
r"ecommended that the materlal stored at Beklnrs be removed, withthe sa1vabl6 portion placed in use by Clty Depantments and the un-
salvable por.tion disposed of.
Followlng some discusslon, the City Engineer suggested that the
mater"lal be removed to the old Po1lce Station with the possibllltythat some of the matenial may be used at the Corporation Yand onby the Department of Publle Wonks ln its renodellng program.
Councll concur.red, addlng that the materlal not used by the Cttybe offered to the Art Societles at a nominal fee.

Councllman Johnson advlsed that at the last meeting of the North
County Council , the Clty Mana6Sens were requested to obtaln comprrlsonsof posltions between pr.ivete lndustr.y and municlpal employees andthe members ar.e waitlng the outcome of the report.
Conslderable dlscussion arose on pnlor conrnitments made by the Clty
and the advlsabillty of appnop:riatlng funds fnom the contlngent andcapltal Lrnprovement allocations to provide addltlonal salany lncneaseswlth some membens of the Council expnessing reluctance to action
being taken until- the City commltment lssue ls resolved and a fu11

In nep]-y to the latten, the City iilanager advlsed that a survey
conducted on a pnlor. occaslon by the Pollce Department lrdlcatedthat a Police detal1 at the locatlon was not warranted.
Councilman Crosby suggested that the lssue of placing a Po1lce Officerat the Broadway intersection be re-evaluated.
Following a brlef discussion, the Ciby Manager was requested to
obtain a r"eport on the absence of a Po11ce Offlcer on the occasionof the recent f l-re and on the placement of an offlcer dru"ing peak
hours of traffic conges tion.
NEW BUSINESS
Councilman Johnson r.epor ted on recent functions she attended as the
Cltyts representatlve: (a) Junior Flre Patnol Posten Awards,(b) Bnoadway Development Assoclation DLnner Dance and (c) Auxtllary
Po1lce bar:beque, ard compllmented the nespective groups.
Councllman Johnson conmended the Offlce of CivlI Defense, the
Pol-lce and Fine Depar"tments, the Street, Park and Water" Departments
for their response du::lng recent storm emergencl,es.
