A comreunLcation from the Ctty Manager, dated Aug.us t 31, 1962, advlsodthat the City Planner has neponted that the action by the City of
Burllngame par.allels that teken by the Town of liillsbonough ln appr.ovingthe cros s - annexat lon of the Anmsby pr.operty and the tentative map of the
proposed subdivlslon of the propenty. The Town Council of Hl1lsbonough,
however, has Lndlcated through lts Ctty Manager, that lt ls flnmly
opposed to the uso of the proper.ty for park purposes and that ln the
event the land ls not subdlvlded for homes as projected, the annexation
actlon w111 be ternlnated.

A memo from the City Manager, dated Augus t 31, 1962, reported onthe tnial basis offer submltted by the Duncan Parking Meter Companyto convert twelve of lts parking meters presently ln use on Burllngame
Avenue into ten-houn meters fon placement on the nor.thwest secto:lof Chapin Avenue, subsequont to which a declslon may be made to
pr:rchase the meter.s either on a cagh or a time payment basis on to
abandon the propos a1.
Councllman i,iorgan expressed his obJection to the purchase of addltlonal
metens, statlng that ther.e is a questlon of whether the placement of
pa::klng meters on Chapin Avenue ls 1ega1; ln additlon to which,parklng meters in other sections of the City are avallable for
relocat1on.
In reply to Councilman Cnosbyts inqul::y concernlng the lega1-lty ofplaclng panking meters on Chapin Avenue, the Ci.ty Attorney advlsedthat there may have been a stipulatlon prohibltlng parklng meters
on Chapln Avenue at the tirne the street was wldened.
Followlng a brief discusslon, the Clty Attonney was requested bythe Chalr to lnvestlgate the point ln questLon, fon report to
CouncLl.

subnLtted the lowest bid, allowlng a tr.ade-ln of S11377.40 for the
current Ro11en and the purchase of the Gallon Tandem was recommended
by both hls Offlce and the Office of the City Enginoe".
councllman Mantln lnitlated a bnlef dlscusslon on the subrnlsslon
of the low bid, the sum total quoted -ln figures ldentlcal to that
allocated in the 1962-7963 budget. ($5,200.00).

Manager advised that lt ls the concern of the school dlstricts
although the Pollce Department has been alerted to safeguard theareas ln ques t i on.

Questloned by Councllman Morgan, the Clty Manager. advised thatparklng metens placed on an experimental basls on Burllngaine
Avenue are being used to some extent; however, they w111 be
:removed by the Pa:rklng Mete:: Company egency.

Councllman Morganrs request to be nemoved as a member of the Nonth
County San Mateo Youth Advlsory Conralttee, due to the pnessure ofother comml,tments, was approved. Mayor Lorenz advised that a
replacement would be made at a later date.
2. MODEL RESOLUTTON RE: SMOG REGULATTONS
Councllman Morgan refer.red to a model resolutlon offered by the
County of Contr.a Costa, and in effect 1n the Clty of Concord,with respect to enforcement of negulations to eliminate alrpo11utlon cneatlng smog condltions.
Councllman Mongan suggested that copies be made available to
members of the Council for study and similar legislatlon be
adopted at the next regul-ar meeting.
).APARTI{ENT HOUSE LICENSING
Mayor Lor.enz suggested that a study be made on the advisabilltyof requiring apantment house owners to apply for a buslness llcense
and advlsed that one East Bay clty requires a fee ot..loy' per room
on those apantments havlng an excess of flve rooms.
The subJect was referred to the Clty Attonney for consultatl-onwtth the League of Callfornla Citles.

Councllman Morgan advised of a complaint received concennlng a
si.dewalk darnage in the L00 block of E1m Avenue and the subiect was
referr.ed to the 0ffic6 of the Ci.ty Engineer, through the City Manager.

Due to the absence of Councllman Johnson, Council ernployee llalson
member, no actlon was taken on the appeal of seve?aI of department
head personnel for addltlonal lncneases ln their l-962-1963 salary
ad Justments.
