Council concurred with a recommendation from the City llanager and
the City Engi-neer, that the bid be awarded to the l-owest responsible
bidder, the Kunz Paving Company and a RESOTUTIOI.I NO. 165-64
"Alrarding contract for City Sidewalk Repair Program 1964-1965, Job
No. 64-23" (Kunz Paving company, $13,325-00) was introduced for
passage on motion of Councilman Crosby, seconded by Mayor lvlartin
and unani:nously adopted upon Ro11 CaI1.
Mayor tUart in announced that this was the time and place scheduled
to conduct a publ-ic hearing on the annexation of a westerly portion
of Skyline Highway property to the City of Burlingame (sign to be
placed indicating "city limits of Burlingame").
The City Attorney advised that written consent has been recei-ved by
the ovrner of the property proposed for annexation and any person
owning real property in the City of Burlingame (excepting within
the uninhabited territory) on this occasion, may enter a protest to
the proposed annexation -
lfhe Chair declared the hearing open and ascertaining that no person
had appeared to object to the proposed annexation, said hearing
thereafter was declared closed.

greneral public forever" by the Panama Realty Co., the City I'tanager
advised that it was the recommendation of his Office and that of the
city Attorney that lilr. Johns ton be so informed; and if he is able to
obtain a release from the Panama Realty co., or its successors and
assigns, the City may consider the transfer.
Mr. ,fohnston, in attendance, was recognized by the Chair and invited to
confer with the City Attorney.

A conrnunication from the City llanager, dated Decemlcer 17, 1964, advised
of a meeting on Tuesday, Deceniber 8, in San Francisco with i*lr. u. E.
Eardin, Assistant District Engineer, Division of Highways, District IV,
in connection with obtaining an off ramp for northbound Freeway traffic
going to the Hyatt Music Theatre, in which Mr. Ear<iin suggested that the
City submit a resolution requesting a "cooperative agreement" for the
construction of an off ramp.

4. "SERS" AIVIENDITIEN'T (Premembership-Survivorship benef it)
A conununication from the City It{anager, dated December 18, 1964, advised
Council of the result of a canvass conducted among the City Employees
with respect to (a) Pre-membership Service and (b) Survivorship Benefit"
amendments to the City's State Etrnployees' Retirement System.

Replying to Council inquiries concerning the differences between the
"1957" and the "1959 Survivor's Benefits, " the City Manager advj.sed
that an amendment to the Contract may include either one or both
types of provisions for survivor benefits; trowever, the question of
whether one or both provisions sha11 benefit the city employee must
be determined on an individual basis.
Also in reply to Council j-nquiry, the City Manager advised that
firemen and policemen (safety members) are eligible for "survivorBenefits" under the State Employees' Retirement System and are not

5. REPORT ON GOIF COURSE STT'DY
A communication from the Ci-ty Manager, dated December L7, 1964,
referred Council to the submission of a report from the Sherman
Company on the economic aspects of developing a golf course in the
area of the !4unicipal Dump and indicating a high leve] of revenue
may be anticipated.
The report was acknowledged and the City Manager rvas requested to
furnish copies to the Planning Commission, the Recreation Comission
and the Park Colunis sion, for review, comment and recomrnendation at
their respective meetings .
6. (a) EXP I RATION COltlMI SS ION TERMS
A memo from the City Itlanager, dated December L7, L964, recmended
that Council propose nominees for appointment to the Civil Service
Commission by alanuary 4. 1964, and that a final date be selected
for submitting names for the Parking Cornrnission.
The City l4anager was requested to conununicate with members of the
Council concerning their recommendations to fill an existing vacancy
and that a final date be selected upon receipt of replies from said
members.

7. COTTAGE T'IRE IN WASHINGTON PARK
In a memo from the city Manager, dated December 2l-, L964, Council was
advised that fire damages to the cottage in washington Park, Sunday,
Decedber 20, 1964, totalled $1,500 to the structure and $500 to the
contents; the loss was reported to the city's insurance carrier.

Mayor Martin advised that the City of Lincoln, Nebraska, has embarked
upon a cadet recruiting program, giving high school graduates the
status of junior members of the police department with the anticipation
that upon reaching the age of 2L, contingent upon satisfactorily per-
forming duties and completing prescribed col1ege training, young men
may be eligible to regular, ful1-time patroLman assignments.

A letter was read from Mrs. Viola B. Robb, Burlingame Towers
Apartment. 1469 Bellevue Avenue, protesting the unsightly appear-
ance of a vacant l-ot to the south of the apartment.
Following a brief discussion, the City Manager was requested to
confer with owners of the property soliciting their cooperation
in clearing the area of the debris.
UNFINI SHED BUSINESS
1. "STACKING fANE'r Oak Grove and California Drive
A drawing to indicate a proposed "stacking lane" to permit left-
hand turns into Oak crove Avenue at the northerly intersection of
california Drive and oal< crove Avenue, submitted by the city
Engineer's Office. was reviewed by Council and referred thereafter
to the llealth, Safety and Traffic Comrnission for its recolunendation.
DAMAGE TO TREE (132 3 Benito Way)
The city llanager reported an incident concerning a valuable tree
damaged by a commercial vehicle, on an easement, and owned by the
City, but purchased and maintained, with consent of the Park
Department, by lv1r. Elmer L. Irliller, 1323 Benito Way, for a consid-
erable numbe r of years.
The City Manager advised that I'1r. I"1il1er is
sign a release in order that he may collect

Council thereafter authorized the city Manager to sign said release
with the understanding, if the occasion should arise necessitating
the removal of the tree, that l1r. !li11er will assume replacement
costs.
CITY-COI'NTT DISASTER PROGRA}4
Councilman ceorge, Council liaison to the City-County civil Defense
and Disaster Preparedness Council, gave a report on a recently
proposed plan to increase San l{ateo County cities' share in the
county-city communications network system, with the city of Burlingame's
share increased to $4.400.00 per year.
Councilman George expressed concern with the rising costs in the
countywide progiram, particularly with respect to administration,
and advised that as liaison, he wil-l be required to vote on a
proposed Civil Defense budget expenditure of $118,000-00 at the
forthcoming .ranuary 14th meeting of the Disaster Council .

of $123,689-47, were approved on motion of Councilman Crosby, seconded
by councilman George and unanimously carried.
