CATL TO ORDER
A Special ileeting of the Burlingame City Council was held on the
above given date, all members having been notified and consentj-ng
thereto. Ihe meeting was called to order at 4:00 p.m. , - l.,tayor
alohnson in the Chair .

fhe Chair announced that
the following matters :
the meeting had been calIed to consider
City-County Civil Defense and Disaster Control Agreement;
1963-1964 Fiscal Year Budget; and
fl:re Construction of a berm enclosing the city Disposal property.
C IlY- COI,'NTY CIVIL DETENSE-DISASTER AGREEMENT
Councilman George explained the draft of a proposed city-County Civil
Defense and Disaster Agreement and stated that he was seeking the
direction of the Council on an appropri.ate course of action that
should be taken at a scheduled meeting, June 27, 1963, at which
time the cities will be requested to vote on said joint agreement.
Councilman Mart j:r stated that in the plan as proposed, the Area
coordinator can draw the City's essential Civil Defense forces from
the City to serve other areas and the city will- be powerless to
intercede. councilman llartin stated that in his opinion, it should
be the prerogative of the City to determine whether its forces
should or should not be released.
Following further discussion, it was regnrlarly moved by Councilman
Martin, seconded by Councilman Crosby and unanimously carried, that
the city on this occasion, abstain from entering into a joint agree-
ment with the County in view of the adequate Civil Defense and Disaster
organi.zatj.on currently in effect in the City of Burlingame.
2. 1963-1964 BTTDGET
Councilman Martin raised the question of the Park Department's proposed
new garage and tree trimming equipment and the fact that an additional
tree man was recently added to the Park Department personnel. It lras
expressed that it was understood that when the new tree trfuruning
equipment is acquired and in operation that one employee thereafter
will be elj.minated from the Park Department forces.

A compromise was readred thereafter and a policy set for incorporation
into the budget, vrtrere in personnel in the thro depart$ents shall be
compensated for holidays in lieu of compensatory time off and overtime
other than holidays be granted on a compensatory time off basis by
the head of the department.
ADJOURNMENT Itre meeting was regularly adjourned at 6:00 p.m., to meet
