In response to a request from the Anson BurLingame Chapter,

A communication was acknowledged from the united Fund of San ltateo
county, dated August L9, 1964, soliciting Council assistance in
urging the conununity to participate in this year's united Crusade
drive and requesting the endorsenent of the $14,817,8O0 fund goal
set by the United Crusade staff.
Council indicated its endorsement of the aims of the agency.

fhe Chair announced the receipt of a special notice flom the Associa-
tion of Bay Area Governments, inviting official representatives of
the city to attend the 1964 Autumn lleeting of the ceneral Asseribly,
Friday. October 2, L964, at the Palace Hotel in San Francisco.

COMMI]NICATIONS
A communication from the City lr,tanager, dated September 4, 1964, advised
that three projects are proposed for bid advertisement: (1) Resurfacing
of secondary streetsi (2) Correcting Dufferin Avenue drainagre problems
and the (3) Construction of seven off-street parking l-ots for receipt
and Council consideration at the regular meeting of Septetribe t 2l , 1964.

2. EASE}IENTS GRANTED FIRST PRXSBYTERIAN CHURCH
A communication from the City Manager, dated September 4, 1964,
referred to a communication from !,1r. C1yde S. West, representing
the First Presbyterj.an church, requesting that the latter be permitted
to acquire a ten-foot access easement over Lot 12 of its property.
The conununication advised that Council, on April 6, L964, approved
the release of another ten-foot easement over Lot 11 in the amount
of $240.00 and it was reconrmended by the City Manager, upon condition
that the grantee agrees to certain utiJity changes as reguired by the
City Engineer, that the relinquishment of the subject be approved.
Council concurred and the city Attorney was requested to prepare the
appropriate legislation.
A communication from the City lt{anager, dated Septedber 4, 1964, advised
that Burlingame High School officials have requested tfrat parking
regulations on Carolan Avenue be reversed to permit vehicle parking
on the easterly side of Carolan Avenue between the hours of 3 p.m.,
and 6 p.m., and that parking on the westerly side of Carolan Avenue
be permitted only between the hours of 9 a.m., and 6 p.m.
The City Manager explained that due to the increase in student parking
and the insufficiency of off-street parking provided students in an
area adjacent to the High School . it was recommended by his office and
concurred in by the Police Department that the new parking regulations
be authorized.

4. DEUOLITION WORK ACCEP?ED
A communication from the City l4anager, dated Septeniber 4, L964, advised
that Knapp Excavators, Inc., has completed the demolition work on
L,ots B, c, E, F, c and K (earking District) in compliance with plans
and specifications and it was recommended that the v/ork be accepted as
complete.

A cornmunication from s. K. and llorton Whipple, dated Septetber 2. L964,
requested approval to the granting of an easement across Parking District
Lot, Parcel I-C from Donnelly Avenue to provide a gas service line to

existing meters at the rear of six stores on Burlingame Avenue.
Mayor l.{art in recalled that the parcel lras purchased from the applicant
by the city for an off-street parking facility, stating that an ease-
ment upon the subject property at the time of purchase may have had an
effect on the appraised valuation.
The City !4anager concurred that an easement is a detractment upon the
value of property.
Replying to Council inquiries concerning a connection to the Burlingame
Avenue service main rather than by the method requested, l,Ir. Whipple
advised that this procedure would be costly and it would necessitate
installing exposed piping on the exterior wal1s of six stores,
detracting from their appearance and creating a noise and confusion
nuisance to the proprietor as well as to the general public.
The City Attorney suggested that the City approve the granting of an
easement on the basis of a "revocable permit" with the City reserving
the privilege of terminating the permit upon proper noticication.
Following further discussion, wherein Mayor Martin expressed the opinion
that a monetary adjustment to the City is warranted. the subject was
referred to the City Manager for investigation and report to Council
at the next regular meeting.
Mr. whipple was invited to confer with the City Manager in the interim.
7. IIYATT MUSIC HOUSE DAI\ICE PERMIT APPROVED
A conrnunication from clrrus aI. Mcl*lillan, Attorney, dated Augrust 3L, 1964,
advised that his client, the Hyatt Corporation of tunerica is requesting
the granting of a dance permit for its new premises, the "Hyatt ltlusic
Iheatre" 1300 Bayshore Boulevard, that his client intends to conduct a
cocktail lounge on the premises with a smaII dance floor in connection
there\,rith and that it is proposed that dancing wilL be held only
following the conclusion of the theatre's main show.

A conununication was acl<nohrledged from the underground Power Conference,
1080 O'Brien Drive, llenlo Park, announcing a one-day conference to be
held at the Cabana, Palo Alto, on October 9, L964, conunencing at 8:3O a.m.,
and stipulating that the Conference is intended to stimulate wj-der
interest in solving the problems of underground po\{er instal-lations to
create more attractive comrnunities.
CounciLman Diederichsen was delegated to represent the City of
Burlingame at the forthcoming Conference.
A cormnunication was acknowledged from Mrs. w. A. weber, 1157

1. SISTER CITY IVIEETINGS
Councilwoman Johnson announced that the regular meeting of the Sister
City Comnittee woul-d be held Wednesday, September 9 and a special
meeting had been scheduled on Wednesday, Septeriber 23, at vtrich time
