On September 16, 2021, Governor Newsom signed into law AB 361 which allows a
local agency to meet remotely when:
1. The local agency holds a meeting during a declared state of emergency
2. State or local health officials have imposed or recommended measures to
promote social distancing
3. Legislative bodies declare the need to meet remotely due to present imminent
risks to the health or safety of attendees
On September 19, the City Council adopted Resolution Number 114-2022 stating that
the City Council and Commissions will continue to meet remotely for at least thirty
days for the following reasons:
1. There is still a declared state of emergency
2. The State recommends that individuals in public spaces maintain social
distancing and wear masks
3. The City can't maintain social distancing requirements for the public, staff,
Councilmembers, and Commissioners in their meeting spaces
Members of the public may view the meeting by logging into the Zoom meeting listed
below.
Members of the public may provide written comments by email to
publiccomment@burlingame.org.
The length of the emailed comment should be commensurate with the three minutes
customarily allowed for verbal comments, which is approximately 250-300 words. To
ensure that your comment is received and read to the Library Board of Trustees for
the appropriate agenda item, please submit your email no later than 5:00 p.m. on
October 18, 2022. The City will make every effort to read emails received after that
time but cannot guarantee such emails will be read into the record. Any emails
received after the 5:00 p.m. deadline which are not read into the record, will be
provided to the Library Board of Trustees after the meeting.

Board of Trustees' Minutes
September 20, 2022
I. Roll Call
Trustees Present: Mark Lucchesi, Mike Nagler,
Elisabeth Ostrow
Staff Present: Brad McCulley, City Librarian
Jenny Miner, Equity Representative
Sidney Poland, Recorder
Guest: Eva Chen, Youth Poet in Residence
II. Opening of Meeting
Eva Chen opened the meeting by reading her original poem
"in baker's beach (love at the end of everything)". Eva is a senior at
Burlingame High School. Eva has been inducted into the San Mateo
County Woman's Hall of Fame as a "Young Woman of Excellence".
Eva will teach a workshop in poetry at the Library. The
Trustees requested copies of her poem.
III. Library Board of Trustees Minutes.
The Trustees unanimously approved the minutes of the August 16,
2022 Trustee meeting. M/S/C (Nagler/Ostrow)
IV. Correspondence and Information
The Trustees reviewed Adult, Children's & Teens statistics.
The most popular children's program in August was Summer Slime
with an attendance of 114.
V. Public Comment — No one from the public attended.
VI. Reports
A. City Librarian's Report —_Highlights
• Ray Delara will replace Jason Yap as Acting Tech. Service
Mgr. until December 31, 2022.
• Easton recruiting for Library Assistant.
• Peninsula Library System and Pacific Library Partnership
announced that the State Library will fund online tutors for
all libraries in the state.

B. Library Foundation
• The Foundation event "Hello Louie" was enjoyed by all who
attended.
• The Foundation is overseeing the remediation of the Benny
Bufano Owl. Hopefully, the procedure will be completed by
November
C. Monthly Topic — Equity and Diversity
• Changing Portrayals Collection in the Children's Room
Collection — Book plates and a spine label will be placed
on materials that are considered to be outdated stereotypes
of the following groups: racial, ethnic, gender identities and
roles, disabilities, religious and political. This designation
will inform and provide patrons with information regarding
these outdated works.
• United Against Hate Week November 14-19 — The
Equity Committee has presented the idea of "Community
Corners". Specific trees around the City will be designated
as Wish Trees". Residents can write a wish for how to
stand up for United Against Hate in our city and hang it on
the tree.
• Murals — The Committee is still trying to update the fairy
tale mural in the Children's Room and find a solution to
the mural in the Reading Room which has the sentence
"Living in Burlingame is a Special Privilege". This
sentence is offensive, as well as being an outdated
concept to some residents. One idea being considered is
to have a plaque that acknowledges the history of the
early years of Burlingame noting that there were
restrictive racial covenants for home ownership. Another
idea is to have an community art response where
residents can express their feelings on living in
Burlingame today.
VII. Old Business
A. _Priorities for Potential Funding
The City Librarian, Brad, requested that the Trustees review
the goals for the Strategic Plan and indicate which goals they
feel are still valid, goals that no longer serve a purpose, and
add new goals that perhaps would be more effective in today's
society. The Strategic Plan will be discussed at the October
meeting.
• COVID delayed the update of the Strategic Plan which was
scheduled for 2019.

• Staff will participate in the same exercise on October loth
during Staff Development Day.
• Brad, the City Librarian, noted that emergency
preparedness should be emphasized more.
• Final Strategic Plan should become a normal part of staff's
work day.
• The goal is to have a written plan by January 1 st.
B. Library Tuition Assistance Program Application
The Trustees reviewed a draft for an application that the
Trustees could use for tuition assistance to select library
staff members who are working towards their MLIS or
Bachelors degree.
• Trustees discussed giving a higher amount than $3,500.00,
as well as taking under consideration that it might be
better to start at $3,500.00 and watch how the program is
progressing.
• Full Time and Hourly staff who have been employed by the
Library for a year would be able to apply for assistance but
they must have a grade average of C or higher for each
course.
• Applications must be approved by the City Librarian and
Board of Trustees. The City Librarian must approve all
courses before enrollment.
• Trustees agreed that full time employees receiving financial
assistance do not have to give one year of service to the
Burlingame Library after receiving their degree. They
should be permitted to accept positions elsewhere.
• Hourly staff would not be subject to any restrictions in
regard to accepting a position elsewhere.
• The Trustees noted that an employee could apply for their
financial assistance even though they are receiving
financial aid from the City of Burlingame, have a
scholarship or a grant.
• This item will be on the agenda for next month.
VIII. Action Item
There were not any Action Items to be approved.

IX. Agenda Building
The Strategic Plan and the Library Assistance Program Application
will be on the October agenda.
X. Announcements
The Trustees did not have any announcements.
XI. Adjournment
The meeting was adjourned at 7:OOpm. The next meeting of the
Library Board of Trustees will be held on October 18th at 5:30pm.

City Librarian Report to Board of Trustees

Personnel Updates:
o Main Staff: Ray DeLara has taken over as current acting -Tech Svcs Mgr on Oct 1
through Dec 31.
o Easton Staff: N/A
o Part-time Budget: N/A
General Updates:
o Art Update: The City is discussing our current art acceptance policy for possible
updates. And the City Librarian with help of hired help moved the Owl to San
Francisco for professional remediation.
o Covid Update: The Library was recently designated an Outbreak after four staff tested
positive but was removed from that designation Oct 4th
o Committees: The Staff Development Day event took place Oct loth (Columbus Day)
with a trainer/speaker first half of day followed by lunch and team building
discussion. Managers and staff will be discussing a new date in the future (2024) for
this event as this date has become more connected to Indigenous Peoples Day than
Columbus Day as a holiday.
o Policy -N/A
o Facilities update -
1. HVAC Upgrade project will most likely not be completed until November.
2. The gutters are schedule to be cleaned on 10/14/22 to avert leaks and water
damage should another storm similar to Fall of 2021 occur again.
3. The City is working with PG&E to provide EV chargers in the parking area
behind the Library. However, it may mean the Library will lose 25% of the
storage area located with the "Cage" area.
