A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING THE CITY OF BURLINGAME’S RESPONSE LETTER TO THE SAN
MATEO COUNTY GRAND JURY REPORT “A DELICATE BALANCE BETWEEN
KNOWLEDGE AND POWER: GOVERNMENT TRANSPARENCY AND THE
PUBLIC’S RIGHT TO KNOW”
WHEREAS, the San Mateo County Civil Grand Jury released a report entitled: “A Delicate
Balance between Knowledge and Power: Government Transparency and the Public’s Right to
Know” on August 9, 2022; and
WHEREAS, the report examined the California Public Records Act and the ability of cities
in the San Mateo County to meet the requirements of the Act; and
WHEREAS, the report included five findings and five recommendations; and
WHEREAS, the County has requested that each agency respond to the applicable
findings and recommendations, and submit responses to the San Mateo County Grand Jury by
November 9, 2022; and
WHEREAS, the City Council has received the proposed response letter for review
(attached).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES
RESOLVE AS FOLLOWS:
That the letter in response to the San Mateo County Grand Jury Report, “A Delicate
Balance between Knowledge and Power: Government Transparency and the Public’s Right to
Know”, attached hereto, is hereby approved, and the Mayor is authorized to sign and convey the
letter on behalf of the City.

that the foregoing Resolution was introduced at a regular meeting of the City Council held on the
3rd day of October, 2022, and was adopted thereafter by the following vote:
