CALL TO ORDER
A regular meeting of the Burlingame City council was held on the
above given date. Ieeting called to order at 8:1O P.m., - Irlayor
Crosby in the Chair.

UINTITES
The minutes of the regular meeting of October 18, 1965, subrnitted to
Council previously, were approved and adopted following a correction
that "Sr." replace "Jr." after the name of " Edbrard R. Burton."
John Linderman, representing the student Council of Burlirgame lligh
School , addressed Council to express appreciation for courtesies
extended to the students. Bob Cookson, Student Body President,
Burlingame Eigh School, was introduced and presented Council t ith
honorary Student Body cards and compl irtentary passes to Burl ingame
Eigh Sdrool athletic eventa.
Appropriate words were exchanged folloring the preEentation by student
representatives and the acceptance by Council .

Mayor Crosby announced that this was the tine and place scheduled to
open bids for the sale of real property located at 1035 Morrell Avenue
(Lot 10, Block l, Villa Park Subdivision) in conpliance with published
"Notice of sa1e. "
One bid received in writing in the Office of the City Clerk,prior to the November 1, 1965 desigmated t ime of 4:OO p.m.,

Councilman ltartin noting that the lrid is within ninety percent of
the appraised value, recommended and thereafter moved that the bid
be accepted, seconded \r councilman Diederictrsen and unanimously
carried .
Acknowledging a reference by the City Engineer that the proposed
remodeling of the dwelling affects variances with respect to (1) lot
size regulati.ons and (2) side set backs, Council concurred to with-
hold the adoption of final and appropriate legislation pending the
result of variance hearings before the Planning CoEmis sion.
At word from the Chair, all in the Council chamber arose and gave
the Pledge of Allegiance to the F1ag.

1. CAROLA}I AVENI'E I}TPROVEUENT ACCEPTED
A comunication from the City trtanager, dated October 28, 1955, advised
that the F. F. & !t. CoBpany, Inc., has completed the construction of
Carolan Avenue from fEyon Drive to Lark6pur Drive, satisfactorily and
in full compliance with the plans and specifications and that it was
the reconmendation of his Office and that of the City Engineer that
the project be accepted aa complete.
Councilman George introduced and moved the passag e of RESOLUTION
tilo. 112-65 "Acce pting Carolan Avenue Improvements - Toyon Drive to
Larkspur Drive - SS IO5 - Job No. 65-17" seconded by Councilman
Diedericheen and unanimously adopted upon Roll CalI vote.
Councilnan lrartir raised an iaeue concerning the above communication
bearing a stamped facsimile of the signature of the City ltanager,
under date of October 2A, L965 and submitted to Council witlrin a period
in uhich the City lrtanager hras on vacation and absent froE the City.
The City Attorney advised that it would be proper for Council to "act
on the reconmendation of the Director of Public works."
A motion was introduced by Councilman lrlartin that the action taken b€
reconsidered and seconded by Councilman irohnaon.

Councilnan ltartin requested that the record indicate his objection
and that his vote on the motion adopting Resolution No. 112-65 be
reversed from an "aye" to a "no.'
2. APPEAL DENIAL EARTE IIAT'L PERI{I?
A conmunication was read from Cyru8 at. ltcMillan, Attorney, repreaenting
the Anza Pacific corporation, dated October 21, 1965, appealing the
action of the City l{anager in denying the application for an earth
hauling pernit filed under date of october 11, 1965.
Irlr. lilcl'liIlan, recognized by the Chair, advised that an application
for a permit to haul 48,0OO yards of dirt frm an elementary sclrool
Bite Ln the City of ltillbrae, via Skyline B1vd., Trousdale Drive,
catifornia Drive, Broadway and the Bay8hore Eighway, filed by the
Anza Pacific Corporation, has been denied by the City Uanager, for
the reason that (I) Trousdale Drive is currently accomodating the
cuy F. Atkinson CoDpaDy's dirt hauling operation and that (2) ghe
City of ltillbrae should be re-approached to establish a route.
Continuing, ttr. Mcuillan stated that ?rousdale Drive haa

!lr. Keyston further advieed that to date, no reply has been received
to a requeat for petmiasion to croas state ProPerty, therefore rendering
it inpossible for the Kunz Paving CoBPany, the hauling contractor, to
dispoee of the naterial.
In reply to councilman l{artinr s inquiry concerning the extent of the
proposal of Anza Pacific corporation, ur. l.lclttillan, referring particularly
to Council minutea of septenber 28, 1955, rrtrerein a nunber of conditions
were imposed upon and concurred in by the Atkinson ConPany, advieed that
identical safety Eeaaurea and conditions shall be observed as in the
current hauling operation.
}lr. [cltiIlan further stated that the services of guards, ae well as
uee of the porer aweeper currently in effect, may be shared on a "pro-
rata' basis between the Anza Pacific Corporation and the Atkinson Company.
A po}l of Council thereafter, indicated the menberd hesitancy to increase
the truck movement on Trousdale Drive, further inconveniencing and
burdening the residents of the area and that the contractual parties
concerned continue its researclr to obtain a route in the City of Millbrae.
lir. ucl,Iillan pointed out that a negative vote by Council uould prohibit
the applicant from re-filLng a dirt hauling application for a period
of one year and suggested that Council delay its deci.eion for a period
of t$ro weeks, during the interLm of vhich. a reply may be received from
the State Division of Eighways.
l{r. Don Teixeira, representing the l.til1s Estate Improvement Association,
recogmized by the Chair, stated that in his opinion, insufficient
evidence has been presented to justify either the approval of thepernit or an action to delay a decieion and urged council to deny the
application.
FoI lowing further discussion, Councilman Diederichsen uroved that action
on the appeal be withheld { Council for a period of two weeks, seconded
by Councilman ilohnaon and carried by the following vote:
3. REGIONAL PLANNING COTITUITTEE REOI'EST
A comnunication from the San Uateo County negionaI Planning Comittee,
dated October 22, 1965, advised council of the current study underway
"of the neede of the citizens of our County for future parks, beaches
and open apacea" and referred to a gerieg of i,nquLrieg wherein it waa
requested that responses be sulnitted to assist the corutrittee in ascer-taining 'rwhat each of the cities is pJ.anning in the way of city parks.,,
llhe City PLanner advised that a "broad-sca1e" plan ie proposed and
suggeated that the Eubject be referred to the Park Comission and to
the Recreation Comnission and in turn referred to the appropriate City
departments from which info::aation nay be obtained.
Mr. Teixeira Btated that from his pereonal observation of tlre current
haul, there are occasions when trudcs travel dorrn Trousdale Driveat the rate of "one every minute and one-halfd and on the return. "three
every tr'ro blocks " and that if the application is denied, the Irtillbrae
School District !tray be more receptive to assist the contractor in
obtaining a haul route.

The reading of the foregoing Ordinance wae unanimously waived upon

1. DA}ICE PERMIT "CLUB SO-HO" WIIEDRAWN
The City Clerk advised that .foseph .r. Franko has requested the with-
drawal of a dance permit for the Pub so-Eo, 1316 Broadway, eff,ective
October 19, 1955.
lftrere being no objection from couneil, the application was withdrawn
as requested.
Irhe city Engineer reguested a directive from council concerning further
excavation at the new dump site, advisj.ng that a depth of fourteen
feet has been reached, with an average of six feet of mud removed.
In reply to inquiries from Council , the city Engineer advised that
an additional two feet has been added to the height of the berm,
it has not been "compacted" and each additional foot excavated shall
extend the dump area approximately 3,OO0 yarde.
lItre city Engineer, questioned bry Council for his opinion, suggested
that the excavation be eontiuued an additional four feet providing
approxi-mately IO,OOO to 12,OOO yarde more roaterial that shall be
avail&le for stock-piling.
Following a brief di.scussion, Council concurred with the sugrgestion
and the City Engineer was authorized to continue the excavation at
an esti.mated cost of $7 , 5OO .0O
Councilman Diederichsen suggested that a tree planting progran be
comenced around the periBeter of the dump, partj.cularly in view
of the area's proxiurity to the Bayshore Eighway.

directed to address comunications to each of the uenbers inviting
their attendance.
1 SWEEPING ON CIIY STREETS
A reference was made to a cquunication received from ur. Earry uayer,
tletcaLf -lrlayer l{ercury automobile dealer, concerning the unsightLy
appearance of the gutters in the area of Peninsula Avenue and
California Drive and suggesting additional street s,weepings.
lthe City Engineer advised that he would conduct an investigation.
Replying to council inquiries, the city Engineer stated that the
Burlingame Avenue and Broadr,ray comercial areas are swept six daye
a week during the early norning hours.
2. SHELL OIL CO}IPAIIY I'ESTIONNAIRE
In reply to counciluan Diederichsen's reference to a communication
received from the Shell Oil company, the City Planner advised that
his Office has completed a questionnaire prepared and submitted by
the company concerning " frank opinions on service stations" and
type of construction preferred.

possibJ.e revisions to Reaolution tilo. 29-62 " adopting Rules for the
Appointnent of l,lembers of City Boards and Comissione. " llhe City
clerk hras requested to place the subject on the study meeting agenda.

mernbers of the Burlingame Lioas club for their civic contribution
establishing "Alpine Park" and to the Park Superintendent and his
staff in beautifying the area. fhe City Clerk was requested to comply.

Avenue, proposed as possible one-wiry streets, be discussed at the
