A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH WILSEY HAM IN
THE AMOUNT OF $318,745 FOR THE NORTH BURLINGAME TERRACE WATER
MAIN REPLACEMENT PROJECT AND AUTHORIZING THE CITY MANAGER TO
EXECUTE THE AGREEMENT
CITY PROJECT NO. 86440
WHEREAS, the Water System Capital Improvement Program (CIP) has identified
existing water mains in the northern parts of the Burlingame Terrace Subdivision as the next
high-priority area for replacement due to aging potable water mains; and
WHEREAS, this project includes replacement of approximately 5,900 linear feet of a
combination of four-inch, six-inch, and eight-inch diameter cast iron pipes with new ductile iron
and polyvinyl chloride (PVC) pipes; and
WHEREAS, the North Burlingame Terrace Water Main Replacement Project will focus
on water infrastructure improvements on Edgehill Drive, Crossway Road, Farringdon Lane,
Acacia Drive, and Palm Drive as shown in the attached Project Location Map; and
WHEREAS, the new water mains will improve flow capacity and water quality in the
project area; and
WHEREAS, the project will also include the design and replacement of up to 20 aging
water service lines outside the water main replacement area; and
WHEREAS, on April 22, 2022, staff issued a Request for Proposals to a list of qualified
engineering firms for water main replacements in four project phases: North Burlingame Terrace
Subdivision, Broadway and Neighborhoods, West Easton Addition Subdivision, and East Easton
Addition Subdivision and selected the consulting firm of Wilsey Ham as the top ranking firm for
the first phase of the project because of their high understanding of the overall project, project
approach, and quality of the proposal; and
WHEREAS, staff negotiated the scope of professional services with Wilsey Ham in the
amount of $318,745.
NOW, THEREFORE BE IT RESOLVED, by the CITY COUNCIL of the City of
Burlingame, California which FINDS, ORDERS and DETERMINES AS FOLLOWS:
1. The public interest and convenience require execution of the agreement cited in
the title above and in the form attached hereto.
2. The City Manager is authorized to sign said Agreement on behalf of the City of
Burlingame.
3. The City Clerk is instructed to attest such signature.
