MINUTES
The minutes of the regular meeting of May LA, !964, were unanimously
approved and adopted on motion of Councilman George and seconded by
Councilman Crosby. A typographical error on page 4, paragraph 3, on
the copy of minutes submitted to Council was noted and corrected.

HEARING - APPLICATION CERTIFICATE OF PUBLIC CONVENIENCE
AND NECESSITY TO OPERATE TAXfCABS
l,tr. F. Herschel Campbell, Attorney-at-Lar'r, identified himself as
representing the Bel-Itlateo Enterprises, Inc., the applicants requesting
a certificate of public convenience and necessity to undertake the
operation of a taxicab service in the City of Burlingame.
l,tr. Campbell stated that the Yellow Cab Company under the ownership
of Fred V. Azevedo and Evelyn iI. Lorton, desires to surrender all
the right, title and interest in the cab company to the Bel-Mateo
Enterprises, Inc.; that the applicant is sol-iciting a certificate
for six vehicles, presently under permit to the Yellow Cab Company
of Burlingame to continue the taxicab service.
Itlr. Campbell advised that the cab service shall continue as currently,
with additional improvements to include a replacement of older taxicab
models with new models and the installation of two-way radios in all
taxicabs to provide an efficient and p rompt service.
In reply to Council inquiries, !1r. Campbell stated that the neh, company
(1) shal1 operate six taxicabs (currentLy five in use and one reserved
as a standby, ) (2) all vehicl-es shall be located within the City of
Burlingame; (3) the dispatching center shall remain at the company's
headquarters in San Mateo and (4) the present waiting room shall remain
open on a twenty-four hour basis, with a direct line availabLe to the
dispatcher when an attendant is off duty.
Council acknowledged a communication from the current owners of the
Yellow Cab company, Fred V. Azevedo and Evelyn J. Lorton, dated
May 7, 1964, stating that upon approval of Council to permit the
Bel-Mateo Enterprises, Inc., to conduct a taxicab business within
the City of Burlingame, they will immediately surrender to the City
the six permits under which the Yellow cab Company is currently
operating .
Following a brief discussion and acting upon the advice of the City
Attorney with respect to proper procedure, Councilman Crosby moved
that the six permits issued to the present Yellow cab Company be
cancelled, seconded by Councilman George and unanimously carried.

Councilman Crosby further moved that six new permits be issued to
the Be1-l1ateo Enterprises, Inc., and that the transfer become
effective on May 20, 1964. :!he motion was seconded by Councilman
George and unanimously carried.
COMMIJNICATIONS
1. CONSERVATORXT OF MUSIC PETITION
A conununication from the city Manager, dated May 15, 1964, advised
that the Peninsula conservatory of t4usic has requested an additional
period of time in which to occupy j.ts present quarters on Donnelly
Avenue - A petition signed by merchants and owners rzithin the area
in support of the request was acknowledged.

report from the latter sutmitted to Council- thereafter.
2. PROPOSED RE},TOVAL POLES ADID OVERHEAD WIRES
A communication from the City lr{anager, dated tlay L5, L964, advised
that pursuing the next step under regulations of the City's "Under-
ground" Ordinance, it is necessary that a Resolution of Intention to
order the removal of poles and overhead wires on California Drive
from Burlingame Avenue to Peninsula Avenue and from Howard Avenue
betlreen Californi.a Drive and Lorton Avenue be enacted and that the
subject be set for hearing-
The City Attorney advised that the ordinance establishing the subject
"Underground Utility District" becomes effective a few days hence.
Action ordering said removal and setting the matter for public hearing
was held in abeyance until the next regular meeting of Council on
June l, 1964.
3. WASTE DISPOSAI SITE ACQUISITIONS
A communication from the city lrlanager, dated May 15, 1964, referred
Council to a communication from the County Engineer requesting the
views and opinions of the City Council concerning the undertak ing of
a "county-wide program of 'Waste Disposal Site' (dump) acquisitions."
Reference was further made to an accompanying "Waste Disposal Site
Survey" applicable to the City of Burlingame.

A communication from the City Manager, dated May L5, L964, advised
that the request of the Robe rt Ryan Company for the abandonment
of a public utility easement within the northeasterLy ten feet of
Lot 6, Block 6, East !,lilIsdale Tndustrial Park No. 2, has been
investigated by the Engineering Department i the latter indicates
no objection, provided the developer installs a new six indr sewer
cleanout inside the curb of the main on llahIer Road.

5. PETITION E\CR NIGHT DUIY PATROLMAN
A communication from the City Manager, dated Ir{ay 75. L964, referred
to a petition, initiated by the owner of the Basso Camera Shop
and bearing the signatures of over one hundred Burlingame Avenue
area merchants, requesting the assignment of a patrolman for night
duty on Burlingame Avenue, due to the repeated burglaries at the
Basso Camera Supp1y Shop particularly.
llhe solicitation initiated considerable discussion, vrith Chief of
Police LoIIin, in attendance, describing the type of burglaries
corunitted and offering several suggestions whereby reoccurrences
may be possibly eliminated.
Chief Lollin advised that the current trend is to "place the
responsibility on the merchants" and referred to a recent ordinance
adopted by the City of Oakland wherein specific precautionary
measures place the responsibility on the merchants and the enforcement
of the ordinance the responsibility of the Police Department.
Mayor tltartin requested that a copy of the City of Oakland ordinance
be sutrnitted to him and the subject of ass j.gning a patrolman for
night duty was referred to the Chief of Police and to the City
llanager for study and recommendation to Council.
6. I\4ILIS ESTATE PARK DEVELOPUE}IT REPORT
A communication from the City lr{anager, dated May 15, L964, advised
that his office has conferred with the Eichler Homes, Inc.,
representative in an effort to expedite the completion of the
grading of the company's property within the Mil1s Estate and in
order that the City may proceed with its park development plans;
however, to date no action has materialized.
The City Manager was requested to continue to pursue the matter.
7. POLICE OFFICERS COM}IENDED
A memo to Council from the City I{anager, dated l4ay 18, 1964,
reconunended that an outstanding service performed by Police
Officers James Case and Larry Nofziger at the scene of a recent
serious acci-dent, be acknowledged by formal action of Council-
Council concurred and Councilman Johnson introduced for passage,

A cornmunication from Mr. Charles Jessup, Tour Chairman, "Action for
Responsible Driving" dated Uay LL, L964, advised that Mr. Robert Irial-kin
is assisting in a campaign to promote greater traffic safety by
conducting a state-$ride tour to display the results of "irresponsibl-e
driving" (his son's death car) and a request made that a "stoppingplace" be made available in Burlingame on llay 19, L964.

4. REOUEST FOR BUDGET COPIES
A memo from the City Manager. dated uay l-5, 1964, referred Councilto a request received from the Peninsula l{anufacturers, Association
under date of May L2, for copies of the City's prelJ.minary departmental
budgets.
Council was advised that a special committee has been selected bythe Association for the purpose of objectiveLy examining and conparing
1oca1 industrial city and county budgets for the 1964-1965 fiscal year
period and the findings thereafter will be presented at public hearings.
Council indicated no objection to the request and the City Ivlanager
was authorized to send a copy or copies at his discretion, with a
request that any cornments the Association may have be subnitted to
Council prior to publj-c trearingrs.
5 BURLINGAME INTERMED IATE SCHOOL COMMENDAT ION
Mr. willian C. carr. 1408 colunbus Avenue, directed the attention of
Council to the outstanding award-winning track team, including both
the boys and girls of the seventh and eighth grade of the Burlingame
Intermediate School and suggested that Council issue some form of
commendation to the students at a forthcoming Assedbly.
Mr. Carr was requested to notify the City lilanager as to the exact
date of the Assembl-y at v/h ich time an appropriate resolution would
be presented to the students in behalf of the City Council of tlre
City of BurI ingame.
6. CIVIT DEFENSE DISASTER ORGANIZATION I\,IEETING
Mayor Marti-n suqgested that Councilman George continue to represent
the city Council at the forthcoming Civil Defense Disaster Organ-
ization meeting, ylay 28, 1964, pending his announcement with resPect
to Council coinmittee appointments for the ensuing year.

The chair acknowledged receipt of a monthly report from the Police
Department and minutes from the Health, Safety & Traffic Commission.
