Atkinaon Cmpany, the applicant, apoke on the propoeal to haul dirt frou the Skyliue, dorn Trousdale Drive, north on the E1 C,'nlno Real to ltillbrae Avenue and eaaterly to tlre Bayslrore Eighuay, and advised that the City of Ittillbrae hag authorized haul ing oa the southerly portion of lrtillbrae Avenue between El CaDino Real and the Bayahore. Itr. ilohn Bernard, 482 San Bruno Avenue, San Bruno, spoke at length on his personal experiences sith dirt haul.iag ogerations, citing Eeveral instances regarding " run-avrayi trud.s and the 'uabelievablephysical danage' ilvolved during trudring operations. Councilnan llart in questioned the City Attorney concerniog the City's 'coatrol of dirt hauls, " rrtro advised that at th€ preaent ti.ne thereis no linitation, and, referriDg to the passage of a "dirt haulingu ordi-nance at the 1a8t regular neeting of Council, wtrerein hauling shall be pemitted under certain conditions, advised that a period of thi rty days is required b€fore the ordinance beeoes effective. Pr@ further questioning of tbe City Attorney. Council wag advised that a route Eust be provided to the State for this project and 'cannot be denied \z all the cities"; that it is generally the rule 'where there is a prohibition of a route' it is for the reason that aE "alternate route" ia available, accounting for signs in s@e cities desigmating "trudc router i the appl icant was not required toguboit an application to the City, the dirt hauling operations proposed are regulated and controlled through stipulatioos of the California state ltotor Vehicle Code aad that in his opinion, a denial of the perait would not prohibit the applicant'e dirt bauling OPeration. IJyneE, in replying to Council inquiries, gave a reEul[e of sdrool bus sdbedules and advised of the traffic congestion at the school locations. In hi.E c@ents, !tr. tlmes offered tbe follorping sugge8tions for Council consideration if dirt hauling ia permitted: (1) that Trousdale Drive be "striped" to provide trrc "definite" Ianea i(2) that no parking be permitted on Trousdale Driver and (3) the inEtallation of traffic lights in the congeated areas. Councilnan ilohnaon expressed the opinion that there are "nerits to both sides of tbe argunentr i ttrat prinarily, her concern was that of the " safety of lives" and that she favored the suggestion that "stop aigns" be installed and extra lanea created on Trousdale Drive. Atkinson adviged that this igsue would require inveatigation. Following further discussion on reducing the speed limit on Irousdale Drive to 25 I,IPH and ttre erection of stop signs on certaln streeta intersectilg with rrousdale Drive, Council concurred r*ith the recomendation of councilman Iartin that Council wittrhold decision until tlre regular neeting of Council, September 20, L965, or until such time as replies are received with respect to (a) haul ing restricted to daylight hours and (b) re-routing of enpty trudrs.
