Andrew and Andrea Hutchison. propertv owners, APN. 026-094-030; WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on September 28. 2020, at which time it reviewed and considered the statf report and all other written materials and testimony presented at said hearing; NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the lnitial Study and the documents submitted and reviewed, and comments received and addressed by this Commission, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and categorical exemption, per CEQA Section 15303 (a), which states that construction of a limited number of new, small facilities or structures including one single family residence or a second dwelling unit in a residential zone is exempt from environmental review. !n urbanized areas, up to three single-family residences may be constructed or converted under this exception, is hereby approved. 2. Findings for such Design Review are set forth in the staff report, minutes, and recording of said meeting. 3. lt is further directed that a certified copy of this resolution be recorded in the official records of the County of San Mateo J.St ttM lb Secretary of the Planning Commission of the City of Burlingame, do hereby certify that the foregoing resolution was introduced and adopted at a regular meeting of the Planning Commission held on the 28th dav of September. 2020 by the following vote: 1249 LAGUNAAVE - RESO 2O20{19.2&7a AYES: GAUI- LOffiS SARGENT, SCHUID, TERROTiIES, TSE NOES: NONE ABSENT: NONE REGUSED: COUAROTO EXHIBIT "A" Cohditions of Approval for Categorical Exemption & Design Review 1249 Laguna Avenue Effective October 8, 2020 Page 1 1 that the project shall be built as shown on the plans submitted to the Planning Division date stamped September 8, 2020, sheets Al . 1 through A5.1 , G1 , SF, Ll , and site survey; Z that any changes to building materials, exterior finishes, windows, architectural features, roof height or pitch, and amount or type of hardscape materials shall be subject to Planning Division or Planning Commission review (FYl or amendment to be determined by Planning stafO; that any changes to the size or envelope of the first or second floors, or garage which would include adding or enlarging a dormer (s), shall require an amendment to this permit; that any recycling containers, debris boxes or dumpsters for the construction project shall be placed upon the private property, if feasible, as determined by the Community Development Director; that demolition or removal of the existing structures and any grading or earth moving on the site shall not occur until a building permit has been issued and such site work shall be required to comply with all the regulations of the Bay Area Air Quality Management District; that prior to issuance of a building permit for construction of the project, the project construction plans shall be modified to include a cover sheet listing all conditions of approval adopted by the Planning Commission, or City Council on appeal; which shall remain a part of all sets of approved plans throughout the construction process. Compliance with all conditions of approval is required; the conditions of approval shall not be modified or changed without the approval of the Planning Commission, or City Council on appeal; that all air ducts, plumbing vents, and flies shall be combined, where possible, to a single termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction plans before a Building permit is issued; that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall require a demolition permit; that demolition for removal of the existing structures and any grading or earth moving on the site shall not occur until a building permit has been issued and such site work shall be required to comply with all the regulations of the Bay Area Air Quality Management District; that the p@ect shall meet all the requirements of the California Building and Uniform Fire Codes, in effect at time of building permit submittal, as amended by the City of Burlingame; THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROGESS PRIOR TO THE INSPEGTIONS NOTED IN EACH CONDITION: that prior to scheduling the framing inspection the applicant shall provide a certification by the project architect or residential designer, or another architect or residential design J 4 5 b 7 a 9 12 EXHIBIT "A" Conditions of Approval for Categorical Exemption & Design Review 1249 Laguna Avenue Effective October 8, 2020 Page 2 13. 14 15. 16 professional, that demonstrates that the project falls at or below the maximum approved floor area ratio for the property; that prior to scheduling the foundation inspection, a licensed surveyor shall locate the property corners, set the building footprint and certify the first floor elevation of the new structure(s) based on the elevation at the top of the form boards per the approved plans; this survey shall be accepted by the City Engineer; prior to scheduling the framing inspection the project architect or residential designer, or another architect or residential design professional, shall provide an architectural certification that the architectural cerlification that the architectural details shown in the approved design which should be evident at framing, such as window locations and bays, are built as shown on the approved plans; architectural certification documenting framing compliance with approved design shall be submitted to the Building Division before the final framing inspection shall be scheduled; that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge and provide certification of that height to the Building Division; and that prior to final inspection, Planning Division staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been build according to the approved Planning and Building plans. LANDSCAPING / PLANTING NOTES: 1. Landscape Contractor shall verify plant and sod quantities prior to submitting bid for work. 2. This plan is not a survey or construction document. It is provided for conceptual purposes and should be used for planning purposes. 3. Work within the right of way (R.O. W.) is subject to inspection and approval by the City. If required obtain Encroachment Permit from Public Works Department prior to work within the right of way. The work includes landscaping in the right of way, new curb drains, parking strips and driveway eurbeut. 4. Rough grading and final grading shall be performed bt the Landscape Contractor. Finish grades shall be provided a positive drainage away from structures and shall be properly installed to prevent any standing water. concrete and hardsepe shall have a minimum grade of 2% unless noted otherwise. 5. All planting areas shall be covered with a layer of bark mulch to a minimum depth of 2" with a chip size on not less than 1 ". A 2" layer of greenwaste mulch under the bark mulch is reeommnended. 6. Soil ammendments shall be used as necessary. Soil ammendment shall be free of debris, rocks larger than 1" diameter will not be permitted. Soil ammendments are not permitted in typical native plant native areas. 7. Planting holes shall be generally be 2x-3x the size of the root ball. The walls and bases of plant holes shall be scarified. Holes shall be baekfilled with organic compost and 95% existing soil. Planting holes of native plant material should be inoculated with myeorrhizal fungi per manufacturer's specs. 8. Trees shall be stake with two pressure treated 2" diameter poles. Tree trunk shall be secured with two rubber ties or straps forming a figure eight between trunk and stake. 9. Lawn shall not be installed on slopes greater than 25%.
