Council, August 1, 1966. was held on the above given date. lteeting
called to order by l,tayor ceorge at 8:15 p.n.
At rrort from the Chair, all in the Council Chanber arose and gave the
Pledge of Allegiance to the Flag.

tlayor ceorge announced that the adj ourned gesgion had been sctreduled
to continue a public hearing on the selection of a City HaII Eite.
lltre hearing r*as declared open and recalling the regular meeting of
August 1, wtrerein Council was advised by Col. E. L. t{orberg of plane
he had prepared in the interest of ptrbLic service to remodel the
present city Hall, the chair invited coI. Norberg to present his draw-
ings and statementa of coat.
Copies were submitted to Council and a set displayed on the Council
blad<boanl.
Col. Norberg first guestioned whether the Civic Improvement Cormittee
had been presented rrith "a11 the facta" pertaining to the present sitefor corparison with the proposed Bellevue Avenue site.
Cormenting that both sites rculd be acceptable, Col. Norberg stated
that the igsue is a question of whether the building be improved,
rejuvenated and preserved as a historical structure or a question
of economics r that the re-conditj.oning of the building with improvements
added would be considerably more econonical than conatructing a building
on a new site.

In reply to councilman Diederichsen, Col. Norberg Btated that the
eecond story would temporarily accomnodate all the City HaII offices
until the nain building t,aa rehabil itated.
counciLuan crosby and Councilman l{artin, inguiring further into the
placenent of the various City ltall offices, were advised by Co1.
Norberg that the entire upstaira area would be utilized by all the
offices during the renovation period and a detemination made later

and which offices shall remain on the first floor of the reconatructed
building.
Ir{ayor George questioned the nunber of square feet and the cost prolrosd
for each structure and was advised by col. Norberg that his entire plan
enconpaasea an area of 18,000 aquare feetl 11,562 square feet for the
new addition and the remainder in the reclnstructed buildingr a total
project cost of $375,OO0.00, rith an estiDated $208,000.00 for the fj,rst
stage and S167,OOO.OO for the remode lled and rejuvenated structure.
Cost esti$ates rubmitted were reviewed by Councilman llartin and in taking
an average of the per square footage co8ts both on the new conatrrjrction
and on the renodelled, Council waa advised that the total alproxinated
a coat of 923.0O per square foot.
llayor George pointing out that a[ple space is a requiaite to accrhlnodato
a growing city, questioned the advisabllity of ranovating a building
th.t \ras conatructed over one-half a century prior.
Col . Norberg repeated his previous cont€ntion that the building can be
reatored and nodernized to adeguately serve the cmnunity for another
thirty yearsi adding further, that the Bellevue Avenue property is an
expenslve parcel, it " should not be taken off the tax rolle" and that
the preaent city HalI should be preaerved aa a 'rmonrDent. n
Councilnan Diedericheen advised that he had obtained factual data
compiled some years prior for the infonration of the Planning Cormission
and referred to in a report to the Civic Improvenent comrdttae ln
Novenber of 1965, under tlre title of "Ei8torical Notes - City 8a11."

Counci lman Diederidrsen stated that in his opinion, the quotation fr€m
the conaulting architect waa sufficient to juetify his objection to
the renodeling of the pre8ent City Hall.

, just prior to the opening of the Council meeting on August lat
. David Keyston, official, Anza Pacific Corp., was invited to
on the proposal.
t{r. l(oy8ton atated that the City of Burlingane ia confronted with a
nurnber of major problerns, tt o of which are, in his opinion, of prine
irnportance: (1) fhe expaneion of the Searer Pl.rnt, and (2) Highway acceaai
eadr costly projects. with hi8 company nor offering a site, installingutility facilities and roadways, the City'a development of bayfront
propertLes into a park and recreational area will be considerably
reduced; and, with the future expane ion of the Airport, thia sectionof the City shall becoe the 'geographic center. "

ANZA PACIFIC PROPOSAL
!lr. Key8ton reviewed the copany's original offer and the most recent
nodifications, atating that the proposal will expedite the developnent
of the area and encourage building within the area fr@ Peninsula Avenueto Broadway.

It was suggested by Ur. Xeyaton that the droice of a site be voted
upon by the citizens, in whidr event hie coepany would be willing to
continue the offer for a period of one year.
Irlayor George, comenting on the reference to major city projects,
stated that $1OO,O00.00 has been allocated }l]r Council in the current
budget for the sewer expansion, Cuernavaca Park has been developed
and plans are in progress to develop the City'8 bayfront park and
recreation area.

aration of the Bubject property should the City accept the offer of
two acrea, Etated that rrater and Eerrer facilities would be installed,
that as quid<Iy as fill is available, the roadbed shall be extended
across the unfilled portion of the property and a bridge will be
constructed acroas the drainage ditch.
Ur. Keyston stated t}rat there is no intention to place the property
on the market; as advertised, they wiII "build to suit" and acknoryledged
thereafter that if a City Hall rrere erected, his conpany would receivea "higher u8e" from the property and would attract desirable tenanta.
Councilnan llartin's inquiry on whether the offer of the Anza Pacific
Corp., would remain in effect for a period of one year ahould Council,within that period, determine that a proper site had not been selected,
rras ana\rered in the affinntive by Mr. Keyston.
Col. Norberg, replying to Councilman l,tartin's request for his opinion
c@paring the Key8ton site rrith the Bellevue Avenue site, stat€d that
the iaolated location of the fomer site forestalled a reasonable
cmpariaon.
Uayor George reported that li{r. irohn Cockroft had advised that the
Burl ingame Bowling Alley property will be available for poaeible
consideration as a city ltall site.
Further diecussion concluded with Council concurring in the recomendation
of Councilman rrohn son that the civic lnprovement Co@ittee review the
new proposals and that a report be suboitted to Council by tlre next
regular meeting of Council on Augfust 15th.
EMPI'YEE SALARY AD'TUS${ENT CIUPLAINTS
Councilman iIohnEon, Council euployee liaison, reported that a second
conference has been requested by ernployees who have appealed the recent
salary adjustmentE and that a representative has been Eelected by the(l
to speal< to Council in their behalf.

written requeEt, accoapanied by documented evidence to support their
plea, for council consideration.
