CALL TO ORDER
A regular Beeting of the Burlingane City Council was held on the above
given date. ueeting called to order at 8:IO p.m., - llayor crosbyin the Chair.
PLEDGE OF ALLEG IANCE
At \dord from the Chair, all in the Council Chamber arose and gave the
Pledge of Allegiance to the FIag.

Councilnan Diederichsen, absent while on vacation, was excused on
motion of Councilman lt{artin and seconded by Councilman ilohnson.
MINUTES

1. CHANGES-II{ODIFTCATIONS BAYSTDE TMPROVEMENT DISTRICT

conduct a public hearing on the intention to change and to modify
"BayEide Improvement District Work Schedules I and II. "

Mr. David H. Xeyston, Anza Pacific Corporation, one of the property
olrners within the Bayside fmprovement District, advised that a changein the plans and specifications in vrork Scheilules I and II proposedto include the ingtallation of underground trrcwer and telephone
systems within the District from surplus contingency funds remainingin the construction fund.
With no further proponentE desiring to be heard, no objections enteredeither verbally or in written form and the City Attorney confirmingthat it is a routine proposal to p}ace two utilities underground, theChair thereafter declared the hearinq closed.

2. T'NIFORM FOOD ORDINANCE
Ittayor Crosty announced that this was the time and place previously
scheduled b1t Council to conduct a public hearing on the proposed
adoption of a food ordinance similar to a county-wide ordinance.

A cotmunication from the City llanager, dated June 3, 1965 advisedthat the San llateo Restaurant AsEociation has echeduled its annualdinner rueeting on the evening of the public hearing and recommerdedthat the public hearing be continued to June 21, to grant the rmbersof the Association an opportunity to be heard.
Council thereafter concurred with the recomrndation of the City

I COI{PRE}IENS TVE RECREATION STUDY
A memo from the City l{anager, dated June 3, 1965, referred to a
suggestion made at the last study neeting that the authorizatlon ofa comprehensive recreation study be considered by Council at itsregular meeting.
The City [anager, at the request of Council, briefly outlined areport submitted under date of April 15, 1955, wherej.n his office
advised that a limited type survey, including only recreation areas
and facilitj.ee, wou Id cost under $2,50O.0O and. a more comprehensive
survey, including aII phases of eonununity planning, operationE,
prograrnning and personnel organization would coet under $4,O00.0O.
It was the recouuEndation of the City ltanager that a comprehensivesurvey. not previouEly conducted in the City within his knowledge,
wou ld be beneficial in obtaining a complete analysis of the recreational
requirement s of the City.
Councj.lman ceorge, chairman. Council Budget Comr0ittee, questioned bythe Chiir concerning funds available for the survey service, statedthat in his opinion, the City's hraterfront acreage properties, valuedat $2,000.000.00, urarrants an expenditure to conduct a survey and
spoke particularly of his interest in that phage of the surveypertaining to " personnel organization. "
Councilman ltlartin moved that the City Managter be authorized to conferwith representatives of the National Recreation Association and to
negotiate a written contract for the comprehens ive recreation sur veyservice, at a reasonable expenditure. Ihe motion waE seconded by
Councilman Johnson and unanimously carried.
2. SI'PPLEMENTAL TNFORIIATION
WATER POLLUTION CONTROL BOARD
A comrmrnication from the City llanager, dated June 3, 1965, reconmendedthat a seriea of sti.pulations to supplement information containedin the City's Resolution No. 47-55 (Bstablishing Water Pollutton Control
Board requirements ) be submitted to the water Pollution control
Board, by lune 15, 1965, in response to the request of the latter,
under date of Irlay 17, 1965 .
The City Manager further recomrerriled that the Water Pollution Control
Board be reguested to schedule a public hearing on its change in policy
affecting the Eeatrnent of storm drains and "its applicability on an
area-wide bas is - "
fhe City Manager stated that "a general poliqf for the whole are. must
be established to avoid discrimination and that a public hearing isthe only fair method of approaching it. "
During the ensuing discussion, it Es noted that the water PollutionControl Board's issue with the city of Burlingame does not appearon the June ITth Agenda of the Control Board but will be placed,
in all probability, on the iIu ly meeting agenda.

Council theresfter concurred lrith the reconrmendation of Counci Iman
lrlartin that in the interim, issues presented by the water Pollution
Control Board, the nature of which is conunon throughout the area,
be diEcussed at forthcoming neetings of the North County Council of
Cities, the San l{ateo County council of llryors and possiblt the
AEEOCiation of Bay Area Governnrents.
3. CARoI,AN AVENUE E(TENSIoN
A cormrnication from the city tlanager, dated June 3, 1965, advisedthat, as revietred at the study r€eting, the construction of Carolan
Avenue, from Toyon Drive to Larkspur Drive, is reconunended by hisOffice and the City Engineer, with bids advertised to be awarded atthe meeting of ilune 2L, L965.
Trhe City llanager advised that the project shall be financed from the
new "Collier-Unruh" GaE Tax monies (Sec. 186.I) - Select System
StreetE ) .
tlhe City Engineer advised, in reply to Council, that a prior commit-
ment obligates the City to improve this partieular portion of Carolan
Avenue and appro:rimateE a gas tax expenditure of $17,0OO.O0.
councilman uartin queried the City Engineer on the cost to improve
Carolan Avenue from Tolron Drive to Oak Grove Avenue, who in reply,
roughly estimated a total expenditure of $75,000.0O.
AlEo in reply to Councilman ltartin's inquiries, the City Engineerexplained the trro Gas Tax monies that may be applied toward
conatruetion - (1) Section 2lO7 (prior 5/8C gas tax) and (2) Section186.1 (Co1lier-Irnruh r ) that the gas tax avaj.lable on the latter
section must be used within a tvro year period, or if a project is indi-cated, or in progress, an extension of three years may be permitted;
if not expended within this five year perid, the funds are forfeited.
Ttle City Engineer further e<plained that, as recommended by the State,
Section 2107 Gas Tax funds can be accumulated and applied to thefuture Broadlray overpaEs improvement and Section 186.1 Gas Tax fundsapplied to street improvements; that if the Broadway OverpaEs
improvenent corunences within a period of five years, monies should
be accumulated in both Section 1t5.I and Section 21O7 cas Tax funds.

source of gas tax revenue is part of the "Collier-Unruh" gas taxfunds, distributed to cities having projects with priority ratings

Further discussion concluded with Councilman concurring with a
reconrnendation from Councilman Uartin that action on the currently
proposed Carolan Avenue improvement (Toyon to Larkspur) be withheldtemporarily and that the City Engineer be requested to prepare an
estimate of cost to improve carolan Avenue from Tolron Drive to Oak
Grove Avenue, for presentation to Council at an adjourned Councilmeeting, wedneEday, June 8, 1965.
PARKI}iG DISTRICT LOT "U" U{PROVEMENT
council indicated no objection to the propoaal of the city Engineerto advertise for bids for the improvement of Parking Dl.strict Lot "U"and the resurfacing of Hatch Lane, to be scheduled for opening on
June 21, 1965.
The City llanager was directed to conrnrunicate r,rith the foregoing
agencies to request that the subj ect be placed on the respective
agendas .
T'he city !{anager was authorized to subuit supplernental inforatrnion
"on or before June 15, 1955" as requeEted hV the water Pollution
Control Board.

Ihe City lt{anager, in reply to an inquiry from Counci Ima;: Martin,
advised of the difficulty beingr experienced in acquiring the cornerIot within Parking District Lot "H" and that ilune 28, 1965, has
been scheduled as the date of trial on the issue of acquisition.

A commrnication from the City I{anager, dated alune 3, 1965, advisedthat to be eLigible for participation in the city-County Highway
Program, a resolution is necessary to apply for "Collier-Unruh"
Gas Tex monies applicable to cities within the county of San Mateo.
RESOLUTION NO. 54-55 "R equesting Parttcipation in the City{ounty

A communication was received from Mrs. JanEs Boswell, 835 Black
Mountain Road, Hillsborough, California, dated It{ay 26, L965,
expressing strong disapproval to the manner in which the shoreline
areaE of the City are being developed.

Industrial) Districts' was acknowledged and a public hearing
scheduled, June 21, 1965, 8:OO p.m-
Tthe city Planner and members of the Planning commission were
corumended for their preparation of the recommendation.
7. 1965-1966 CHAUBER OF COUMERCE COITTRACT
A proposed contract between the city of Burlingame and the Burlingame
chamber of commerce, preEented by the l#.er, was acknowledged.

A communication from Burlingame Post No. 163, American Legion,dated June 7, L965, requesting permission to erect a stand and
conduct a firer*orks dale from June 30, 1965 through July 5,
1965. in front of the American Legion clubhouse, 99O Burlingame
Avenue, the proceeds from which are reserved for "child welfare"
was acknowledged and the request approved on motion of Councilman
,rohnson, seconded try Councilman l{artin and unanimously carried.

by shoppers patronizing stores other than the narket. The subjectof the advisability of revising the current "five-hour" parking meter
regulation, was referred to the Parking Commission, through ur. A. F.
Kaufman, member of the Corunission, in attendance.
