Councilman Diederichsen requested that Council be furnished with individual copies of the tax rate. Uayor George, in behalf of Council, cormended Councilman l.{artin for his services in the preparation of the ner'r fiscal year budget. llayor George briefly outlined the activitieg of the Civic ImproveDent comtittee, appointed by Councilman Crosby at the time of his lrtayorahipin 1955, to consider City HalI sites; the nine to four vote of the conmittee members favoring the selection of a new site and subEeguentLy, the five to one vote (one mernber absent) of the Planning Cormission reconcnending the renodeling of the City Eall on its present site. ?he Chair acknowledged a comrunication from George N. Keyston, Jr., President, Anza Pacific cor1,., dated August 1, 1965, received by Council at 8:OO o'cloclk, p.m., on tlris date. llhe letter was read frorn the Anza Pacific corp., offering the following nodifications and inproverents to their previous propoaal to provide a City Hal1 site on its property adjacent to a proposed City golf course: 1 To provide (a) a prfunary site at the northwest corner of the property and (b) hrater and sewer services frdo this point to the se\rer Plant; 2. I{r. cuthrie stated that the final report given to Council by the comlittee represented many hours of deliberaticn, that in tlre final analysis, the issue is one of econsnics versus a facility "worthy" of the cmunity; funde have been allocsted by Council to provide a major Portion of the expenditure and that it eras his urgent recoutrendation that Council concur 4. It{r. Keyston stated that the original proposal suboitted in f,ovenber of 1965, having met with ame objection by the Civic Improvenent C@ittee, was nodified rdrerein the Anza Pacific Corp., nould agree to (1) provideyater and sehrer service on a site at the northrr€at corner of ita property r (2) assist the City in cmpleting the acc.ae road inproveuents; (3) malce available the exiating electric porrer anal telephone service; and (4) extend the road to Aiport Blvd., as previoualy agreed. Replying to councilman !{artin's inguiries, with reference to the modifications outlined in the comunication, Iilr. Keyston confirmed eachpointr that the Anza Pacific Corp.. would donate free land to the cityt the "Access" road referred to is the currently uaed "haul road'tr the city would contribute the property upon which the haul road ie located, with the company agreeable to negotiating with the city to develop the roadray and provide an accesa to both Broadway and Peninsula Avenue. llayor ceorge invited Col. Norberg spoke on the preservation of the city Hall as an "historical monunent " stating that in the interest of public service, he had at 6ome time prior, prepared a aet of plans, together with facts, figures and estimateE to substantiate hig opinion as an architect, that the city Hall can be renodelled; the development of the Bellevue Avenue as a site would be costly; and that the converaion of the present site as a parking facility would be a "miatake both econoically and historically. Norberg briefly outlined his proposal to remodel the current City Hall. In reply to Councilman Diederichsen's inquiry concerning a loss in the "historical value" by the renodel ing, Col. Norberg stated that the San l{ateo county Eistorical Society is nore interested in the preservation of the exterior of buildings, and to [ayor George'e inquirieg concerning sPace, conforts and facilities available in the renodelled atructure, advised that all ttre conveniences are included within his propoeed pIans. CAROLAN AVENT'E TRAFFIC REGUIATIONS A comunication fr@ the City Uanager, dated July 2A, L9O6, recomendingthe adoption of traffic regulations on Carolan Avenue, was acknowledged and the subject referred to the Health, Safety & Traffic Comiasionfor investigation and recomendation to Council. lhe City Engineer, in reply to Councilman lr{artint s inguiry concerning the omission of parking lanes on the weat eide (railroad) of Carolan Avenue, stated that the sixty-foot atreet, i.nproved fron Gaa Tax Fundg allocated to the City, fails to meet the sixty-four atreet width standards set by the State Division of llighways, thereby eliminating the west side lanes. Councilman Diedericheen's inquiriee concerning the abaence of streetlighting on the thoroughfare, his report on complaints received regarding a dirt nuisance in the area, and Councilman Crosby's inquiry concerning tvro power poles located in the sidewalk area, were referred to the City ltanager and to the City Engineer for appropriate diaposition. 5. AIII1CilOBILE BURGLAW REPORT A memo from the city ltanager, dated July 28, 1965, referred to a report from the Police Chief, dated JuIy 27, L966, concernlng an investigation requeated by Council on the increase of automobile burglaries. fhe recent publicity given to the subject by the local prese was acknorledged by the Chair, who stated that plain-clothesmen are patrolling areae where burglaries are prevelant. 6. CICI,II{I'NICATION TO BAY CONSERVATION COI,I}iISSION A memo frora the City Planner, dated JuIy 28, 1966, reguested Council approval to a comunication to be transnitted to the san Francisco Bay Conservation and Development cqmission with respect to the rejection by said Comission of pLans of the city of Burlingame to acquire bay front properties. councilman ltartin reported his attendance in company with the City Planner at thro meetinga of the conmiaaion wherein the city'a proposal was presented and the abrupt dis[issal of the ftttter by the comission at the second meeting.
