A regular meeting of the Burl ingane City Coulrcil was held on the above
given date. lleeting called to order at 8:1O P.m., - ltayor Crosby in
the Chair.

Itayor Crosby announced that this was the ti.me and place sctreduled to
continue the fomal hearing on a proposal to close a portion of Oxford
Road and an infornral hearing on the proposed extension of Adeline Drive.
The City Clerk advised that no further communication, either i.n oppositionor in favor thereof, had been received.
lhe City Engineer, in reply to the Chair, stated that his Office had no
further evidence other than the original propoeal to vacate a portion
of Oxford Road and subaequent proposals received by the state Eighway
DepartDent to inprove the signal systeE on E1 Camino ReaI.
lrhe City Engineer explained the most recent proposal fron the Eighway
Department, including a "timephasei that would create a one hundred
twenty-three gecond delay to traffic approaching El Camino Real froE
Adeline Drive and fr@ Canbridge-oxford Roads t the mount ing of sj.gnals
on mast arms over the roadway; the removal of flaBhing yel1ow sigmals
on El Camino Real, at an estiraated co8t of $4,7O0.0O, of wtrich the City,in accordance with State Policyz, rrould be required to finance one-half
of the co6t of the project.

Ittr. Fred U. Baldra, 1145 Canbridge Road, PreEident of the Burlingane Gate
Inprovement Asaociation, stated that his group is in favor; however. a
que8tion had been raised concerning the feasibLlity of placing a "trafficactuated sigmal " system r,itrereby the time cycle proposed for the tributary
streets may be reduced. !lr. Baldra further questioned the conparative
costE betrreen the propoaala (1) to recoDstruct Adeline Drive; (2) to
re-arralrge the current s ignal system and (3) to create an actuated signal
system.

fhe City Brgineer, through the Chair, advieed that (1) the proposal toprovide a "straight-through" intersection at Adeline Drive, would
appro:<imate $7,000.00, of which approximately 96,000.0O would be borneby the City and the remainder, approxinately $BOO.OO by the Eighway
Department, (2) a sum in the .rmount of 94,700.0O, with ttre City
aesuming one-half of the expenditure, is esti.nated as the cost of arevised signal aystem and (3) ttre cost to install traffic actuatdsignals would result in a coneiderably higher expeaditure.
1[he City Engineer, replying to further inquiries, stated that thelatter type signal system is not installed elser*tere in the City.
lltrere being no further coments frdl those in favor and there appearingto be no one present to speal< in opposition thereto, the Chair declaredthe hearings closed and requested the pleasure of the Council.
Councilman l{artin stated that in his opinion, the extension of Adeline
Drive was the more appropriate solutioni that the mounting of sigrnals
over the roadrray would not resolve the problem and if funds are
allocated for the project as currently propoeed by the State, he would
not look upon with favor, an expenditure of additional funds in the
near future to J.mprove conditions at the subject intersection.
CouncilDan ltartin continued by stating that in view of the lack of
reapoDge from the residents westerly of Adeline Drive and the opposition
of residentE of Burlingame Village to tlre proposed extension of Adeline
Drive, it was his recmendation that action on the issue be currently
deferred.
Councilman George expressed his preference also to the plan to extead
Adeline Drive, stating that he wae taking into coginizance, heever,
the opposition to the proposal .
Concurring with the recomendation of councilman ltartin, Councilmaa
ceorge noved that ttre present traffic eigmal Eyatem within the aubject
area be retained, seconded by Councilman l{artin and unanilously carried.
RESOLUTION NO. 49-65 "Orderin g the vacation of a Portion of Eighway
Road, A Public street within tlre City of Burlingane" was lntroduced for
passage on motion of councilman llartin, seconded by councilman George.

A comunication from the City lilanager, dated Uay 13, 1955, preaentiag
a prelininary annual budget for the period 1965-1966, accopanied by
a report explaining budgeted items nas aclcnorrrledged.
Uayor Crosby announced that hearings on the proposed budget will be
sctreduled at regtular intervals by Budget Chairman, Councilman George.

for permission to bloclt off Burlingane Avenue from Park Road to Lorton

commenoration of the creation of the new downtown parking lots and to
erdribit an art collection.

In a brief discussion, the City Attorney suggested that a 'two-line"petition be circulated among the nerdrantg to poll their reaction to
the request.

3. ACCEPTANCE I4T A BETLEVUE AVENI'E
A comunication fro the City llanager, dated Uay 13, 1965, advieed that
the Kunz Paving CoEpany has satisfactorily completed the requirements
stipulated in the Plars and Specifications for the construction of the
extension on Bellevue Avenue and it v,as the rec@nendation of
his office and that of the City Engineer that the project be accepted.
4. BAYSIDE IUPROVEITENT DISTRICT CEANGES
A comunication fron tlre City l,tanager, dated Uay 13, 1955, advised that
the attorneys for the Bayside Improvement District have requested the
paaaage of a resolution to change and mod ify work Schedules I and II of
the Bayside Improvement District and to set forth a tiEe and place for
a public hearing.

A memo frqa the city ltanager, dated ltay 13, 1965, advised that Council
is required to authorize the archltect to proceed with detailed plans,
specifieationa and cost estimates preparatory to advertising for bids
for the conclusion of the gecond stage rdork at the Corporation Yard.
To confirm infornal action taLen at the study meeting, I.tay 5, 1965, the
City Engineer, in reply to an inquiry frm Councilman l{artin, expressed
hLe approval to the Arclritect's estimateE, strhitted under date of
April 28, 1965, stating that this step finalizes the second phase of
the Corporation Yard project inprovement.
llrhe City Engineer advised that one additional item, not listed and not
within the scope of an ardritect, is the proposed j-uprovenent to a lot
acros8 the street fro the Corporation Yard to be used for storage purposes.
}1r. E. L. Norberg, Arctritect, also in reply to Councilman ltartin, expreseed
confideuce that the revised cost estiDates shall renain firo.
A uotion was introduced thereafter by Councilman ltartin, eecoaded by
councilman George and unanimously carried, that the Arditect be authorized
to proceed according to detailed plans suhitted and approved.

was introduced for passage ou notion of Councilman ltartin, seconded by

Ur. Earold N. B1ake, repreeenting the Attorneys for the District, in
attendance, advised that the proposed change petmits surplue funds
remainiJrg in the Bayside Inprovement District Ylork Sdredules I and II
construction Pund to be applied toward the installation of underground
utilities.

A memo from the City Itlanage r, dated Uay 13, 1955, advised that the
Building Inspectors and the Fire Inspector are currently reviewing
chapters of the tFst recent Uniforn Building Code, with partreular
emphasis given to chapters that have been conpletely revised.
fhe City EDgineer advised that a thorough review has been in progress
several hours in the evening during ttre week.

A memo froE the City l,tanager, dated ltay 13, 1955, advised that the
executi-on of a lease is required to authorize the R. C. irohnson Cmpanyto construct a concrete box cuLvert over tlrat portion of llills Creek
aJrutting the ilohnson property with frontage on Burlway Road.
llhe City Itlanager advised that the ilohnson Company will construct and
maintain the culvert at its own expense and that upon indication by
!lr. Frank Rochex, Jr., appraiEer, that the lease value is nominal,
it was the recouunendation of his office that a sum of $LO0.OO per
year would be an appropriate fee.
A comnunication was read frour ur. Rochex, under date of Irtay 11, 1965,
and made a part of the record. llhe comunication stated that it was
his opinion "that any lease value for that portion of the creek is
nominal, keeping in mind that the cost of culverting far exceeds
ground value and that at the end of the leased period the City will
have a marketable parcel,l'
Councilman George, upon his oh/n request, was granted pennission to
read the contents of the proposed lease and action was deferred
thereafter untiL the adjourned meeting, wednesday, Hay 19.
A memo f rom the city l,tanager, dated lttay 13, L965, advised that as
previously stated, profesaional traffic engineering services are
available through the Office of the County Brgineer; the coat is tle
hourly rate of the engineer or his assistant, plus t\renty-seven
percent for overhead, wi.th an additional fifteen percent for all
outside projects.
With respect to the installation of traffic sigmals at the Burlingaue
Avenue-Lorton Avenue intersection in relation to the rec@endation of
the Health, Safety and Traffic Conni ssion that the project be delayed
pending the exploration of a one-yray street system, the City llanager
recmended that bids be advertised for the installation imediate1y.
In reply to Councilman llartin's inguiry, the City }lanage r stated that
it was his opinion that the signals are warranted to insure a higher
measure of safety in tlre area.
fhe City Engineer, replying to Council iaquiries, advised tlrat Plans
and specifications have been prepared and are available for bid
advertisement; the cost has been estinated at appron5.nately $6,000.00;
the sigmals wiLl be synchronized with those on California Drive and
the excavation required to install the signal lights will not adverseJ.y
affect the resurfacing of Burlingame Avenue planned for this sumer.
Councilnan George initiated a discussion on the over-all inprovement
since the installation of four-way stop signs, stating that he pref,erred
utilizing the services of the City's staff rather than euploying a
practice of engaging outside engineers to c-onduct surveys and, in his
opinion, the stop signs currently io effect are proper.

ltayor Crosby stated that until the proposed traffic survey within the
City shall be completed, it was his euggestion that further action be
deferred temporarily.
Speakiag on the difficulty experienced by notoriEts traveling in a
\resterly direction on Burlingame Avenue, particularly durilg the
evening traffic rush and facing into the aun, Councilran ttart in suggested
the placement of a flashing red light to alert motorists to Etop at the
arterial .
fhe Citry llanager waa requested to confer with the Park Superintendent
on the relocation of a boxed tree partially obscuring one of the inter-
section stop sigms.
Pollorving further discussion, CouncilDan llartin noved that the City
Engineer be authorized to place a "flashing red J.ight" on the stop
s igrr that affects west-bound traffic on Burlingane Avenue. The motion
was seconded by Councilman George and unanimously carried.
A memo from the City l{anager, dated uay 13, 1965, recomending that a
public hearing be scheduled on the proposal to adopt a food ordinance
similar to a courty-wide ordinance, tas concurred in \r Council and
June 7, 1965, Council Chanbers, city 8a11, was selected thereafter as
the time and place to conduct said hearing.

C@pany and recomending that an evening date be scheduled to consider

an adjourned neeting to be sdreduled wednesday, ttay 19, 1965, 7:3O p.m.,
for conplete review.
1lhe city }lanager sas requested to also notify I{r. Iouis .f. Devincenzi,
Secretary, San ltateo Disposal Co., who has indicated an interest in
the operation of the City'a Drup.

A comunication was read from !tr. A. Robert Fisher, A.I.A., dated
Iitay 13, 1965, sulmitting a proposal that in his "professional j udgnent "
would create the Burl iDgane Avenue area into a more desirable and attractic
street than by the street lighting program proposed (Burlingane Avenue
Street Lighting Aa6ea Er[ent District).
trtayor Crosblr ad<norvledged the presence of Ur . Fisher, r"rtro elaborated on
his propoaal to develop the shopp ing and governmental area in a manner
contributing to the general "character of the City."
Ittr. Fisher stated that in his opinion " it r*ould be tragic if high-
intensified lights were placed on BurI ingame Avenue" and suggested that
a " sympathetic effort on the part of the city, the Chanber of Comerce
and the merchants" would result in an "attractive cotnpLex " deveLopment.
councilman George pointed out that the street lighting prograD proposed
was initiated by the Chamber of Comrerce and preaented to Council for
preliminary procedure toward the establishment of a downto{,rn street
l ighting assessrent di8trict.
l{ayor Croaby comended }tr. Fisher for his civic interest and his proposal
to beautify the downtori{n area of Burlingame, suggesting that perhaps it
may be a "job of selling (the idea) to the merchantE.'

protesting the increase proposed by the County in asgessed valuations
and urging Council to consider the lowering of tlre City's 1965-1966
property tax rate, was acknowledged and placed on file.

concerning the purchase of Burlingame Shore Land properties.
A cormunication from the City Planner, dated ltay 14, 1965, in connec-
tion therewith, advised of his conference with !tr. Robert Friday of
the County Engineer's office, in drarge of details in tlre disbursenent
of County "open-epace funde. "
Itle City Planner recomended that the City cmply with a request fro
I'tr. Friday that council (1) supply current title reports on both the
State and Burlingame Shore LaDd properties and (2) obtain a new
appraisal on the eecondly-referred to property.
tlhe City Planner further recomended that Council thereafter initiate
action to acquire the property tlrrough condemnation proceedings.
During the ensuing brief diecussion, j.t was pointed out that contrary
to allegations appearing in recent nerrapaper articles, City fuuds are
availa,ble for the acquisition of Bhoreland properties.
lhe City Itlanager was requested to Dake every effort to obtain inforn-
ation fro ttre Division of Eighways Right-of-t{ay Agent with respect
to the City's offer to purdrase state land along the Bayshore Preeway,
for report at the adjourned neeting of council, wednesday, tlay 19.
A motion rraa thereafter introduced by Councilman Iartin that the city
llanager be directed to obtain :n appraiaal of the Burlingame Shore
Land company's parcels fron Hr. Frank Rocjhex, ;tr., and current title
reports on both the State and Burlilgane Shore Land C@pany properties.
Ihe motion was seconded by Councilnan George and unanimously carried.

Councilman George reported on his receipt of a telephone call froru a
spokesl.rn representing Ray Park residents, concerning hazards to their
property with the construction of the Ray Park CuLvert adjaceDt thereto,
and the suggestion tlrat a feace of sufficient height be erected to
protect the respective properties.
Council concurred and authorized an allocatioo for the expenditure to
be included within the 1965-1966 budget.
ftle City Engineer advised that an estimate of cost thereof may be
available for presentation to Council at the adjourned meeting, wednesday,
Itlay 19.

was authorized from the contingent fund to be allocated for the employment
of vacation period personnel.

questioned the procedure applied in ttre adoption of the fiscal budget.
lrayor crosby explained in sme detail the cuatomaly procedure of meeting
with department heads, the city uanager and the scheduling of public
hearings prior to the final adoption of the budget.
In a brief discussion it was noted that the tax rate is adopted follovring
receipt of the City'e asseaEed valuations fu the County.
Warrants, Ionth of !fay, 1965, Nos. 4055 - 4230, in the total amount of
$75,508.82, duly audited, were approved for palment on motion of councilman
l{artin and seconded b1r Councilman George.
