The minutes of the adj ourned meeting of Uarch 2 Council previously, were unanimously adopted. 1966, submitted to COMMT'N I CAT ION S 1 . PARKING LIITTITATION LOT NEAR LIBRAFT' A conununication frqn the City llanager, dated Uarch 3, L966, advised that the Parking Coramission has reconunended that a portion of Parking District Lot "A," contiguous to the Burlingame Public Library (50' on Bellevue Avenue x 225' ) be llmited to "tr"ro-hour" parking. Inquiries by Councilman Johnson, through the Chair, to the City Librarian, in attendance, indicated that the parcel is currently in use by all-day, and on occasion, by overnight parkersr that a parking regulation, of either a four-hour or a two-hour duration, in addition to servj.ng library patrons and employees, would also service a beauty salon cli.entele. thereby reducing their usage of on-street parking facilities in the neighborhood of the Library. Mr. Charles cfroerer, Parking Commission member, in attendance, in replyto Council inguiries, advised that the subject of the parking limitation \ras presented by the Librarian at a meeting of the Conunission, with both the four-hour and the two-hour regulation considered; that the reconuflenda- tion of the Parking Conmission was based on the stated preference of the Librarian that a tko-hour parking regulation would best serve the interests of the Library and its patrons, with no reference to extending parking privileges to Library employees. In reply to Mayor Crosby's suggestion to the City Uanager that his Office request Library employees to utilize parking spaces available on the Southern Pacifi.c right-of-way on California Drive, the City M.rnager recorunended that the City Librarian assume that responsibility. RESoLUIION NO. L9-66 "Re gulating the Hours of Parking on a Portion of Burlingame Avenue Area Off-street Parking Lot A" was introduced for passage on motion of Councilman Johnson, seconded by Councilman llartin and unanimously adopted upon RolI Call. MINT]:PES A direct question to the Librarian from the Chair concerning the use of the subject parcel for Library employees or for Library patrons parking, the Librarian expressed his preference that the facility be reserved for the use of the latter group. 352 2. BROADWAY OVERPASS !,,IODEL DISPLAY A corununication from the Burlingame Chaniber of Commerce, dated February 18, 1966, recommended that the model of the Broadt'ray Over- pass be displayed in suitable stores and show windows in the business districts of the City. Councilman Johnson explained that it was the intention of the Chambe r of Conunerce that the model be displayed in some of the stores trithin the three business districts, with a placard describing the purpose of the "model" and a notation announcing the date the model shall be on display and explained at the City HalI . " Councilman Martin acknowledged council's receipt of a resolution and an accompanying agreement to be executed and transmitted to the san llateo County Board of Supervisors, in behalf of the application of the City for an allocation of Federal and county funds tovrard the purchase of "Open Space and Recreational Land. " Councilman uartin referred to sections within the proposed agreement, and more particularly to a section stating that "in the event that the City should devote sudr property to any other use, City shall reiniburse county for all funds paid by the county....." on the latter, Councilman llartin expressed his approval to the st.ipuLation wherein future council members are not obligated to comply with the currently proposed property usage. specifies that the allocation approval of the City' s RESOLUTION NO. 20-65 "Resolution approving Agreement for Purdrase of open space and Recreational Land and Authoriz ing the ltayor and city Clerk to Sign said Agreement" was introduced for paasage on motion of Councilman llartin, seconded by Councilmarn afohnson and unanimously adopted upon Roll CaIl . I,OCATION PARKING IOT S IGN I.layor crosby ac]<nodedged a coramunication received by Council, under date of Uarch 4, 1966, from the Downtowrr Burlingame Uerchantsr Association, referring to a private parking lot on the corner of Prirqrose Road and Donnelly Avenue, bearing a large sign reading "Parking 5OC" and apparently discouraging customers from traveling Donnelly Avenue and utilizing the City's free parking lot facility. It was recomEnded that a large sign, appropriately worded, be placed at the northhre st corner of the city parking lot to attract customer parking. concurred and authorized the erection of the the l{erchants' Association. A recommendation received from ur. John E. Lynch, Attorney, representing the law firm of Wilson, Jones, I.{orton & Lynch. in a communication dated uarch 3, L966, that legislation be adopted endorsing one of tl.e City's "Attorneys of Record " to process documents affecting the acquisition of property, was concurred in by council. RESOLUTIONS 353 RESOLUTION NO. 21-66 "A Resolution Authorizin g One of the Attorneys of Record to Accept Grant Deeds" was introduced for passage on motion of Councilman Martin, seconded by Councilman Johnson and unanimously adopted . DI'II4P COIIPLAINT TO BE AIISWERED councilman Uartin referred to a communication read from !lr. Salvadore S. Vernali, a resident of lt{illbrae, at the last regular meeting of Council, protesting a dump fee and the attitude of the dump operator, the publication of the letter in a local newspaper and his occasion to speak reeently with Uillbrae City officials on the subject. It lvas the recomendation of Councilman llartin that the conmunication from lrlr. Vernali be answered with a copy transmitted to the City Administrator of the City of lr{illbrae, clarifying the position of the City of Burlingame and explaining provisions within the dump contract, its limitations and reasons therefor and the concern of the City on the space available to the City for dumping purposes. council concurred and appropriate reply. the city Ir{anager was authorized to compose an A reference to a paragraph in the recent minutes of the Health, Safety & Traffic commission, recommending the adoption of an ordinance to control the height of antennas, was called to the attention of Council by Councilman l.tartin and thereafter referred to the Planning Commission for consideration and recommendation. HEIGHT OT AIiMENNA INSTA],LATIONS APP ROVAI .,SKYtINE" SETBACKS OUESTIONED Councilman llartin referred to a motion adopted at the last regular meeting of the PJ-anning Commission approving "front setback" variances to five properties in Mil1s Estate No. 25 (Skyline Boulevard). commentinq on the apparent construction errors that have occurred, and that a more positive action with respect to variance conditions may be advisable. Councilman Martin introduced a motion that the decision of the Planning cormnission be appealed by council initiative. Following a period of discussion wherein Council concurred to conduct a full and complete hearing, the motion was seconded by Councilman George and unanimously carried. Monday, March 2I, 1966, was scheduled for a public hearing before Council . A conumunication from Mr. Donald w. Nahrwold, 3034 Hillside Drive and owner of property located at 1OO9 Paloma Avenue, appealing the decision of the Planning Commission in approving a variance to permit a boarding home for four ambulatory aged persons in a private dwelling (R-2 Districtl at 922 Capuchino Avenue, was acl<nowledged and the subject set for public hearing before Council, on llarch 21. CAROLAN AVENUE NURSERY SCHOOL RELOCATION The City Planner advised of the difficulties experienced by Mrs.Harriett Giacomini in obtaining a new location to continue her operation of a nursery school currently being conducted at 1024 Oak Grove Avenue; the -play yard area, city-owned. is included in the Carolan Avenue improvement plans . The City Planner stated that subsequent to the action of the Planning Cornrnission in denying her application for a variance to conduct a nursery school on property located at 74O Fairfield Road, Urs. Giacomini, in a personal visit to his office, has advised of her intention to re-apply for a variance at a new location, the processing of which shall require a period of time. It was the recommendation of the City Planner that in the interim, every courtesy be extended to Urs. Giacomini by aJ.lowing her to remain on the Oak crove Avenue property until actual improvement to that portion of the street is imminent. lfhe City Engineer, in reply to Council, advised that bid invitations have been advertised and scheduled for opening on lr{arch 30, with the possibility that a contract will be awarded on April 4. Following a discussiotr on ways and means to safeguard the interests of the Nursery School, Council concurred with the recommendation of Councilman ttartin and directed the City Engineer to submit an addendum' to prospective bidders informing them that there may be a thirty day delay in starting the contract on the southerLy end of the project.
