A comunication froE the Director of Public Works, dated Decenber l, 1956,
advised that Sclredule I pertains to the construction of a etotm drain
from the corner of l{eit Lane and Horrard Avenue under the Southern Pacific
Railroad right-of-tray to an existing catclr basin at the corner of ltyrtle
Road and Eoward Avenue, to be financed partially by gaa ta)< fund I andpartially by surplus storm drain funde. Schedule II pertains to the
construction of a storim drain from the uesterly aide of Carolan Avenue,
north of Toyon Drive, through an existing drainage channel between
California Drive and the southern Pacific tracka and to the reconstruction
of a trrelve inch eanitary aerrer line from Carolan Avenue to a point
near California Drive, to be financed partially by funda budgeted under
"Carolan Avenue" capital Improvement Funds and partially by serrer
Sinking funds.

alternate.

Corporation Yard.
Ihe City Engineer, in reply to an inguiry from Councilman lrlartin, advised
that the "alternate" proposal was iJrcluded to permit several reEodel ing
revisions to the existing building.

with Corporation Yard inprovenente advised, in angwer to Councilman

to a joint inspection made I the Bealth Department Sanitarian and the
Building Inspector relative to the restroon requirenents neceaaary in
the operation of a billiard parlor at 1333 Eouard Avenue.
Ihe City Hanager adviged that all inspectiona have been nade and rePorts
have been fifed b!, the deparurents and Council may nou take an action on -the application.
A comunication from the Chief Building Inapector under date of November
29, L956, set forth the requirements affecting lavatory facilitiea arird
a stipulation that in tlre event the recoumended facilities are inadequate,
additional provisions shall be made subject to Building and IIeaIth
requirementa.

The Chair recogrnized f,tr. trtel Hayden, one of ttre applicanta, who referred
to a comunication addresaed to Council, dated Novenber 30, 1956, received
in the Office of tlre City Clerk on tlre day folloring the cloaing of the
Council agenda.
:Ihe comunication, bearing the signatures of Kent B. ltorgan and lttel Eayden,
the applicants, advised of their uillingmeas to " comply vith the require-
ments set forth in the reports iagued by the various departrnents of ttre
City of Burlingane" (Fire, Police, auilding, Health).
Councilman ilohnson and ltayor George atated that they uere not opt osed to
a license being iasued a8 requested.
In reply to council.nan Diederidrsen's inquiriea, ltr. Hayden stated that
with sixteen tablea and four players to a table. the naxinum attendance
may not exceed sixty-four and that with respect to "tournament matches"
pJ.anned eventa have not been considered to date.
Councilman l,tartin stated that he would have no objection, provided the
occupancy perrni.t and the building petmit were withheld until all require-
ments have been conplied with aad verifled.
Following a brief discussion, Councilman llartin noved that the liccnre to
conduct a billiard parlor, located at 1333 Eot ard Avenue, be approved;
that the isguance of the license be subj ect to full conpliance with the
requireDents stipulated, that upon determination by the Building and the
Health Departmenta that the recomended facilities are inadeguate and the
applicants are ao notified, that said applicants be pemltted the privilege
of appeal to council . ifhe motion was seconded by Councilnan Crosby and
unanimoualy carried.

A conmunication fron the City Uanager, dated December 1, 1966, recotmended
that council request frm the water Quality control Board, an exteneion of
serrage plant improvenent actredule requirements to ltarch 15, L96?, to perrnit
the City to thoroughly study a comparative coat analysis of a county-wide
sflage proposal recently made available.

In reply to Councilman Crosby, the City tlanager advised that the next
m€eting of the water Quality Control Board rras scheduled on Decenber 15.
Ihe City Engineer advised that other Peninsula cities wittrin the proposed
regional plan are suhitting einilar reguests.
4. RECREATION CENTER II{PROVBI{ENTS
A comrunication froo the city uanager, dated December I, 1966, reconrmended
that Council issue a directive authorizing a contract to proceed with
archltectural servicea in undertalting the proposed Recreation center
i-np roveaen t s in washington Park.
Follming a brief diecusaion, council concurred with the reconmendation
of Councilmnn !,tartin that he be permitted, prior to Council action, to
confer firgt with the City lr{anager and the City Attorney on tec}rnical
phaaes of the contract.
Ihe City ltanager advi8ed that a neeting as reconmended, would be scheduled
in the irmediate future.

Rhein a Dienstag, on behalf of hooeorrners living on Eunt Drive, uas
heard before the Planning Comiseion on Novenb€r 28, L965.
Ihe City Planner stated that the application was a reque8t that the
variance granted to !tr. Douglas Pringle to congtruct apartnentE in
the litills Estate be revoked or that certain alternativee be enforced;
that the Comrission heard the algumenta of the applicant, revi*ed
the approved building plans, viewed photographs of the existing
conetruction, heard evidence from the Building Irapector, and there-after adopted a mot ion determining "that the structure has been erected -in conformity with the variance in all reapects, with ttre exception
of the penthouse whidr is not in @nformance with the variance granted.

The City Uanager recomended. in the interegt of siuplifying reporting -to the Retirement System of those engaged as part-time employees. that
Council enact legislation authorizing the exclueion.

llr. Lawreace Augusta, Attorney, in attendance, in addressing Council,
advised that the hoeorrrerg hia Office repreaented were displeaeed
rrith the action taken at the meeting of the PlanDing Comieaion on
November 28th; that in addition to the "penthouse" iasue. there are
other violations; and that while it waa not his intention to 'attacjk
the fact that a valid variance sas pemitted, there i.a violation in
the conditions imposed. " Considerable discussi.on followed, with
Council i,n general, conceding that a full and complete hearing would
serve the beat intereata of aII concerned.

Itr. ttcuillan spoke on the aucceaafuJ. operation for the past sixty days,of a 'les shopplng center, the "Ilayfield uall, " located on a txrenty-
aere site off of San Antonio Road in the lrtountain Vienr area, and con-
pared tlre sirailarity of the area uith that of the proposed shopping
center.
Ur. I.tct{i11an thereafter referred to }{r. Edward dewolf, Arc]ritect f,or
the proposed project, wtto explained the buiJding and landscaping plans
in cons iderable detail.
ttr. dewolf stated that the proposed shopping center plans includes an
apartment building and an office buildi-ng within an enclosed maIl,
generoua setlacks to a}lry trees and landscaping and parking to be
contained on three levels; the first level to provide four hundredsix parking spaces, the second level, three hundred sixty-one parking
spaces and the third level, nine hundred eighty-seven parking Epaces ithe parking spaces will be maintai.ned in a manner similar to the Hillsdale
Center, the roof-deck containing major ramps leading direetly to thestreet level and connected uith a paasenger elevator, escalators arnd
service elevators.
Continuing, l{r. dewolf advised that a large landacaped area, sinilar
to that in the ltills park Area nearing cmrpletion in the City of San
ltateo is proposed; that a boxed culvert wiU carry the drainage waterto a lagoon and into the Bay and will not interfere with atr:uctural
construction; the sewerage problem rill be legs because of the
I inited domestic uaager the street improvements are complete and the
"problerns of putting together this project uill be far easier than
the nulti-family housing that was propoeed prior"; the height of the
nain buildlng area will approximate twenty-nine feet fronr the side-
rralk to the parapet or rail and that the two buildings on the top
clecjk will approximate one hundred t\renty-five feet in hei.ght to the
highest point of the rail.
Irlith respect to traffic, Ir{r. deWolf predicted that twenty percent of
the trade woril d travel the Bayshore emanating from the North and thatIittle congestion would be experienced with adequate and convenientpublic accessea, including service acceesea, provided.
Ur. dewolf advised that the culvert will be uaed as a street and has
been designed to accomnrodate heavy traffic, the total square footage
for land coverage approximates 3O2,O0O square feet and with the c-ode
requirement of I,17O parking spaces, plans include a total of L,754
parking spacea whidr may be increased.
Councilman Uartin referred to the height specified by Hr. dewolf, hrtro
conceded that the height will be reduced to conform to variance require-
ments.
counciLaan Johnson and councilman tlartin each comrented on the proposed
apartment unit and in reply to their inquiries, the City Planner adviged
that ao-called "mixed-uses " in zoning are 'discouraged. "
Councilman llartin further questioned whether the announced number of
parking spaces were eufficient, with Mr. det{olf stating that the usual
requirenrent is "one and one-half to two, " in relation to the area and
it was his opin.i.on ttrat the I,754 planned parking spacea were a
"comfortable" number.
Also in reply to counciltnan ltartin, c-oncerning tlre possibility of traffic
creating further confusion on Broadway, l.lr. dewolf stated that wj.de and
generous lanes have been provided; there will be no coDgeation "in" or
"out" and explained that suf,ficient acce6ges have been Provided on
Cadillac Way and on Frontage Rod.

In further coment on this point, !tr. Harry SoDera, one of tbe intere8ted
parties in the proposed developaent, atated that aurveya are currently
in progresa to detenrine if all deliverieg may be made at tlre rear of
the property.

interests are located in the vicinity of the aforementioned "Ilayfield
Iall" and questioned (l) wtether "it is physically possible to get trucks
on top of the roof" and (2) whether the project "is envisioned as a
regional shopping area. "
!l!. somera advised that the center ia a " coumunityo project and several
large departnent atores are currently being Bought to locate in this area.
On the queation relative to "trucks on roof areaa" !tr. dewol f stated
that it may b€ poseible to deaign a plan to accqmodate light trucks.
councilnan ltartin questiond the accessibility of fire trucks to the trro
buildings and folloring a brief diacussion, recormended that this point
be clarified by the Fire Chief.
ltayor ceorge initiated a brief discussion on the "revenue" phasea of
ahopping centera, sith t,lr. SoGers introducing }{r. David Rooa, l,lortgage
correspondent, arohn Eancod( CoEpany and ottrer reputable agenciea and
alleged to b€ experienced in the field of finance.
llr. Roas confitm€d ttrat hia cmpany is interested in financing the
aubject property and in reply to an inquiry from councilman l,tartin,
stated that apartrent conatruction ia not " impossible " to finance, but
a "conplex" aE the one proposed uould be "eagier" (to finance).
Itlayor ceorge referred to the current agreeDent on file betueen the city
of Burlingame and !{r. Oscar Person and expressed hie disappointnrent in
the latter's abandonEent of a propoeal to construct nine-unit, multi-
farnily dwell ingro on the subject property.
llayor George stated that at the tnoment he was unable to atate his position
on what "would be good for Burl ingame " and referred to the President of
the lrnited state'a plea urging "restraint in purchasing. "
Counciuaan l{artin referred to Et}ribit uB" - the "Feaeibility study" for
the Shopping Center and queationed the varying atatements ritlr reapect
to 'wtrere the traffic will coe " to trade at the proposed Bhopping center.
I.lr. Sor8era stated that in his opinion, txenty percent of the trade will
be drawn from San l,lateo Park and Hillsborough, and in reply to Councilman
I{artin, confi:amed al8o, the i-nclueion of ttre "Foster City" area.
I{r. Dan Franko, co-ouner of Pub sollo on Broadsay, reported on hia personal
survey of atoreE within the buaineaa area of Broadway, wherein a nurnber
of niscellaneous "aervices" rrere provided and stated that in his opinion,a " superuarket" would supply a greater purchasing demand.
!tr. Alfred l(aufmann, Broaduay merchant, pointed out that the merchants in
Burlingane have been requested to participate in a canpaign to improve ttre
appearance of their stores and expresaed his conc€rn that approval given
to a nfl shopping center nay be a discouraging factor to the local merchants

servicing the atorea withln the complex, ltr. dewolf stated that it ig
contemplated to " surface feed" the shops, atreet-aide and referred
Council to areas on the map desigmating "service courta, " explaining in
congiderable detail means provided to conceal all movemente of trucks.

fhe City Planner recalled that there is an existing contract on file
with the applieant and if Council "wiehes to exchange thi6 for another"
or "adopts legielation establishing the area within a C-l District"
the "door would be wide open and anything could be constructed" and in
his opinion, Council " should be in a position to contract. "
l!he city Planner spoke at aome lengttr on pointa outl ined in the
"prelini.nary feasibility study" j-n relation to the comnurity itself;
stating that there is "no guestion the shopping center nill have some
effect on the existing merdrantan i that "it is a necesaary thing to
say hor mudr area shall be dedicated for shopping. "
Continuing, the City Planrner stated that the comrnent in the communication
fron the Citadel Propertiea, Inc., that " none of the proposed overpas8
plans would conflict with the shopping center site" is erroneous i ttrat
"it is certain that the relocation of the Broadway O\rerpasa would not
alleviate ttre traffic situation"; that with respect to the apartment
house proposal, in comection with the ahopping colnplex, "nixed uaage"
was undesirable and in his opinion, it would be "an apartment house on
top of a roof surrounded by a parking lot."

ing on the subject of utilitieE, stated that the "utility situation doea
not inrpose a greater difficulty than the previoueJ.y proPosed apartment
house" wittr the exception of the fire flow, previously reported by the

property, and (2) A question of uhether this project would be "good for
the city of Burlinga.ne"; that she has viaited the oakland center ref,erred
t{and is not convinced that a similar project would be deairable in
Burlingame; that in her opinion, "competition is fine, but the area
has to be large enough to withstand the tlaffic"; that alre was "more
inclined to see the property reverted to its original !t-1 District
zoning" and with respect to the reference that additional saleE tax
revenue would be realized, "people have just so much noney to apend. "
councilman alohnson questioned whether there was justification in
" sacrificing the 1ocal merchants" I pointing out that ttre businessmen
are expending considerable effort in their plans to rebuild and
refurbish their establishments.
councilman irohnson coIrlrented on the creation of the Parking Distrlct
and a proposed traffic plan to be considered by Council early in 1967,
concluding her remarks with ttre statementa that "Burlingame has the
potential for a dra:ming shopping center" and ttrat she "would not like
the poasibility of our local shopping districts becoming 'ghost totns. "'
councilman Diederidrsen spoke on his envisionment of the property being
developed into " sonething of asthetic value to the City" stating that
the " apartment house propoaal would have provided this.'
Concluding his stataents, Councilnan Diederictreen stated that the " tlr[,e
complex proposed is not an attractive aaaet" to the approaches of tbe
city.
