A memo from the City !,tanager footnotedin the communicatioD coEeurred with the reconrnendation to award the contract to the low bidder. fn reply to Councilman Diederichsen's inquiries, the City Engineer explained that his proposal is similar to that authorized try Councillast year, rrith the program o(panded to keep within the budgeted expenditure and at the unit priceE quoted; that in addition to theCity's program, the Contractor hrill include a number of privately-owned sidewalks wherein the property owners shall be billed by the city accordingly. The City Engineer, in reply to Councilman Johnson's inquiry on the rangeof bids received, advised that the low bid was submitted by a newcontractor, formerly employed by a reputable firm and that the City is adeguately protected by bonds required to be posted by the contractingfirm. To Councilman Crosby's inquiry on "who determi.nes priority" in the matterof sidewalk repairs, the City Engineer explained that a sidewalk fite, maintained b!, his Office, indexes sidewalts in order of their conditionof disrepair, those considered most hazardous, particularly topedestri.an traffic, receive first attention. Copies of a report from the Health, Department, received by the City Manager and distributed to Council prior to the meeting. indicated the establishment meets health reguirements. A motion was introduced tryr Councilman Crosby, seconded by Councilman Johnson and unanimously carried, that the Black HorEe Lounge be issueda permanent dance permit. REOI]EST FOR TAX I PERMTTS HELD FOR HEAR TNG A comrmrnication from the BurlinganE Cbb Company, bearing the signatureof ,fohn Ward, dated Septedber 2L, L966, requested the issuance of t$roadditional taxicab permits, one, a workable permit and the second, forstandby service. As required by provisj.ons of the Code, the subject was scheduled forpublic hearing before Council for action at its regular neeting, November 7, 1966. ) BROADWAY MERCHANTS REQI'EST RE: BUS$IESS AREA STUDY A commrnication was read from Donald W. Nahrwold. president, Broadway Merchants Association, dated September 22, L966, recommending that(1) council defer action on any project that is related to the Broadt ayarea until the Broadvray Overpass controversy is resolved, that (2) astudy be made of the Broadway bus5.ness area and commercial areasthat will be using the Broadway OverpaEs, including traffic patterns, shoppJ.ng patterns and economic potential of present commercial areasin Burlingame; and requesting that a study of Burlingame Avenue being made by the American Institute of Architects, also include the Broadwayand Plaza business areas. I'he chair referred to the city Planner who advised of Ur. Nahhrold I s appe.rrance at the Planning Commission, his interest in the applicationof the Burlingame Shore Land Company for a reclassification of itsproperties to permit the construction of retail stores, with a requestthat if approved, the City initiate at least one phase of the Overpass construct ion. T?re City Planner stated that the Planning CoBtrnission, at the publichearing, considered only the reclassification of the land and did not consider the overpass in relation thereto. Nahrt^,old reguested that a study be made also of the Broadway and Plaza areas by the "A.I.A.," ag planned for the Burlingame Avenue area, the City Planner advised that this functionis being sponsored by a chamber of commerce conunittee and suggestedthat the subjeet be referred to that body. !tr. Inrgh Connolly, President, Burlingame Chanber of Conunerce, was invi.tedby the Chair to comment on the Burlingame Avenue area study project. COMMUNICAT IONS 2. 3. 2s !4r. Connolly stated that the Burlingame Avenue study vras proposed last Spring in an effort to stimulate an overall Bur lingame Avenue improvement; that the A. f. A., as a public service, has appointed a CorEnittee of architects to prepare renderings to be submitted to the property ohrners as suggestions to beautify their buidlings. Councilman ltartin s tated that at the last study meeting, and at his request, Council directed the City lt{anager to solicit the assistanceof the Traffl.c Engineer in conducting a " shopping traffic flow" survey within the Broadway-california Drive area. Ihe city Planner recommended that the letter from !lr. Nahrwold be placed on file until a recommendation is received by Council from the Planning Commission with respect to the Burlingame Shore Land company's application for rec lass ifj.cati on. councilman crosb!' suggested to !lr. connolly that he acquaint the Broad\day Merchants Association \^,j.th the proposed Burlingare Avenue inrprovement program and that a copy of the conmunication from !lr. Nahwold in behalf of the Broadway uerchants AEsociation be submittedto Mr. connolly. Mr. connolly advised that he r"ou ld comply with the suggeations. 4. TURTIIER OVERPASS STUDY AUTHORTZED The City litanager requested a clarification on the intenti.on of Council concerning the status of the Overpass as discussed at theIast study meeting and advised that !fr. Iloward York, employed bythe City in the preparation of the original design, in attendance,is available to serve the City. tthe Chair referred the subject to CouncilnEn Martin, Council liaison. councilman Martin spoke on the objections raised by a particular group on phases of the current model of the Overpass, with one of thecriticisms entered that insufficient study was given to alteratesites, that at the study meeting it was recommended that alternatesites between the tuillbrae city limits and Oak Grove Avenue in the City of Bur lingame be considered; that the type study desired atthis point, should indicate that (1) it is feasible to relocate the overpass within the prescribed area and that (2) the land acquisitionto construct an overpass is witlin an ,approximate" amount ofdollars; that there may be locations other than Oak Grove Avenue wherein property acquisitions would be less costly. Continuing, Councilman Martin referred to two other "Overpass project plans, I' one, prepared by Col. E. L. Norberg and another by the engineering firm of wilsey, Ham & Blair, suggesting that these plans be reviewed to prdduce, basically, a preliminary study of alternatepites. RELOCATION OF TEI,EPHONE CONSOLE Councilman Johnson, stating that the "idea is good, " questioned, however, whether the relocation was not inappropriate at this time and suggested that instead, funds be allocated to engage extra personnel when needed by the freasurer. lhyor George referred to the subject of relocating the telephoae console from the Office of the City treasurer to the Police Department, discussed at the last study neeting and requested the pleasure of Council . ltlayor ceorge spoke on the inadequacy of space, the increase in office detail and his investigation of conditions prevelant in the office of the City Treasurer to justify the relocation. Mr. York, relating a telephone conversation with an official fromthe State Division of Highways, stated that the State hag "verydefinite ideas on how close Overpasses should be located" - a mini- rmrm of tr.ro miles, or in cases of "hardship" a minimum of one mile. councilman Martin stated that in giving consideration to oak crove Avenue as a poEsible alternate site, it uould be with the intentionof eliminating the Broadway Overpass. Fo1lsring further discussion, Mr. York consented to study the Norberg and the WiLsey, Ham & Blair proposals, to revise and modiff theoriginal plan (York ard Dady) to survey alternate sites for conpila-tion into a preliminary report and to submit his firdings to Councilat a study meeting on November 2, 1966. 3. SCENTC H IGTIWAY WORKSHOP Mayor George announced receipt of a communication from C.F. Greene, Deputy District Engineer, Division of Highways, dated septedber 30, 1965, advising that a workshop session on "scenic Highways " will be held on october 25, 1966, in Room 1194 of the state BuiLding at 455 colden Gate Avenue in San Francis co, commencing at 9 E.m. and extending an invitation to city officials and technical staffs to attend. ASSOCIATION BAY AREA GOVERNIIENTS (ABAG) Councilman Martin advised that an ABAG Committee report ProPosesthat the State LegiElature change the agecny from an "association"to a "regional government " body, with taxing poh,ers, thus changing the entire concept of ABAG. eouncilman Uartin requested that Council consider its positio respect to continuing membership and to announce a decision a Novemhr 2 study meeting, prior to the regularly scheduled meof ABAG on November 4. trhe Chair also re ferred to a recent Civil Defense lltayors' Council meeting wherein it was voted "to recomnend that the San llateo Area Disaster CounciL authorize the Community Shelter Program for acconplishment in San Irtateo County, preferably using the ABAG organization.
