CALL TO ORDER
A regularly adjourned meeting of the Burlingame city council was heldon the above given date, aE per adjournment of Auguat ]5, 1966. ilhemeeting was called to order by lr{ayor ceorge at 5:15 p.m.
PLEDGE OF ATLEGIAIICE
At t ord frm the Chair, all in the Council Chamber arose and gave the
Pledge of Allegiance to the Flag.

Councilman Crosby, abaent f ronr the City, wa6 excused on motion of
Councilman Johnson and eeconded by councilman Diederidrsen.
llayor George announced that the purpose of the meeting rras to consider
an appropriately worded measure to be sub,rnitted to the voters of theCity of Burlingame at a conaolidated speci.al Eunicipal ard a stateeideelection on Novenber 8, 1966, relative to the construction of a n*city llall.
Ihe Chair stated that a draft of the measure prepared by the City
Attorney had been referred to llr. Hugh Connolly. President, Burlingame
Chamber of Connerce, and to Mr. Duncan Beardsley, Chairnan City
Improvement Comnittee, for revierr and comment, as requested by Council,
together with alternate suggestions from the City llanager.
Councilman Johnson, in a series of inquiries, questioned the "eminent
domain" proceedings initiated to acquire the Bellevue Avenue property
in relation to seeking public reaction by a ballot measure.
The City Attorney explained that a condemnation proceeding deterrnines
the value of property, with Couneil reservi.ng the right to "accept"
or to "reject" the property, subject to the reimbursement by the Citycf court costs, appraisal and legal fees.
Councilman l,lart in expreaaed a preference that Alternate No. 3, "Shall
the City of Burlingame, in the exercise of the porrers conferred upon
it by larr, construct a new City Ha11?" suggested by the City l{anager,
be placed before the electorate, with Councilman Diederichsen indicating
his approval.
1[tre City Attorney, in reply to Councilman Johnsonr s inquiry concerning
the possibility that the ballot measure may be defeated, advised that
the proposal is merely an "advisory measure" and Counci"l may authorize
an alternate program to acquire a City Hal1.

PURPOSE OF MEEIING
The Chair acknowledged the presence of U!. Connolly and stated that
l,lr. Beardsley had requeated that he be excused.
The city Attorney, in reply to inquiries frm Councilman ltartin, and
to clarify the position of Council, confirmed that: (1) the liti.gation
date will extend beyond a sixty-day period; (2) the suit may be abandoned;
(3) that if abandoned, the City is required to assune costs thereoft(4) the initiative action may be disnissed at any tirne; and (5) the City
is under no obligation to purchase if the price is not acceptable to
Council .
Follorring further discussion, it uae the consensus of Council that
the inadequacies of the pre8ent City llall justified its relocation
to a more desirable site; that upon hearing opinions fron the City
Attorney, it hae been determined that the Bellevue Avenue property.
currently in the process of litigation, may be rejected, that the
proposed ballot referendum, a "non-reatrictive" Eeasure. does not
preclude council frcm authorizing an action to provide a City HalIfacility, and that the City l.tanager's suggested "Alternate No. 3"
is more appropriately worded to appear as an advigory meaaure on the
Novetnber 8 election ballot.
llayor George spoke briefly on the importance of constructing a new
City Hall facility and urged support of the measure to assure a
successful conclusion.

1966. Fixing Polling Places, Designating Officers and providing For
Notice of Such Special l,tunicipal Election" traa introduced for paasage
on motion of Councilman Diederichsen, seconded by Councilman ,fohnson
and adopted unanimously upon Roll Call.
The meeting was regularly adjourned at 5:45 p.m.
