A regular meeting of the Burlingane city council was held on the above
given date. lteeting called to order at 8:10 p.m., - llayor ceorge in
the Ctrair.
At word frcm the Chair, all in the Council Chamber arose and gave the
Pledge of Allegiance to the Flag.

The ltinutes of the regular meeting of August 1, 1966, submitted to
Council previously, anended to include the "Health, safety & Traffic
Commiasion and a representative from the Burlingame l.lerchants' Association"
in a proposed Counci.l-Traffic Engineer consultant "traffic pattern"
conference and corrected to record that councilman l{artin attended the
" eecond meeting" only erhen the City'6 requeat to acquire bayfront prop-
erties wae before the aay con8ervation and Development comisaion, rrere
approved and adopted.
Ihe Minutes of the adj ourned meeting of August 3, 1966, relating to
"City Eall site Proposals" amended to record that tt!. David Keyston,
in explaining the proposal of the Anza Pacific corporation, stated that
" through acceaa fron the north waa not a condition to the offer, " were
approved and adopted.

lrlayor George, in announcing the continuation of the public hearing on
the selection of a City HaU site, advised that neu proposals submitted
to council at the adjourned neeting of August 3rd, were referred to the
City Improvement Comittee for review and report to Council .
A letter dated August 10, 1965, was read frola Mr. Duncan Beard8ley,
Chairman. City Improvement Comrittee, advising Council that following
a lengthy discussion by the Cotrutrittee at a meeting on Augtust 9, uherein
Irlr. George Keyaton, Jr., presented the Anza Pacific Corporation's anended
proposal and replied to inquiries, and a complete evaluation thereafter,
it was recorurended that Council not accept the prolro8al.
The comunication set forth four specific points to substantiate the
comittee's original position that the "property should not presently
be considered for the City llall site. "
A comunication rras ad(norrledged from NeiI and Harriet Benneeen, 110
Lorton Avenue, favoring the location of a "civic centre in the neighbor-
hood of Primrose and Bellevue. "
Council further acknodedged a comunication from the Anza Pacific
Corporation, dated Au9u6t L2, L966, referring to a copy of the City
Improvement Comnittee's report to Council, dated Auguat lO, and clarify-
ing points of objection enuoerated by the City Improvement Committee.

Councilman Diederichsen, referring to a paragraph in the cormlunication
frql the Anza Pacific Corporation, conmenting that the Comittee gave
"no congideration to the future expansion plans in the 'Future Program
Report ' of the san Francisco International Airport by Quinton Bngineer'6,
Ltd. " stated that durj.ng a Public Utilities Comnission Eeeting he had
attended at the San Francisco Airport recently on the "Future Program
Report" it was hig observation that the "ultinate development of the
Airport is a good fifteen to twenty years array.
There being no further proponenta or opponents to speal< on the eelec-
tion of a city Eall site, l,layor ceorge declared the public hearing
closed .
Council members were invited by the Chair to express their individual
reaction to the proposals thus far on the selection of a City Hall site.
Councilman Uartin sumarized the three sites under conaideration:(1) the Anza Pacific Corporation's bayfront property; (2) the Palo
corporation property on Bellevue Avenue i and (3) the present city
EaI1.
Councilnan ltartin first clarified a reference in the Anza Pacific
Corporation's proposal "to pay for the improveruent of an acceaa road"
to provide a "free location" to the City, pointing out that said
improvement would occur, in fact, on City property.
Continuing his coments on the latter's proposal, Councilman ltartin
expresaed his concuEence with the city Improvement codrittee in that
the site offered is "isolated" from the main portion of the City,
accessible only by way of the Overpasaea at Broadway and at Peninaula
Avenue and ry the [illbrae Overpaa8r that he rraa uncertain ag to t]re
wisdon in relocating a City Hall apart from the central area of the
City and that it may prove to be a nistar(e.
with reference to the present site, Councilnan ltartin stated that
there had been "no meeting of the minds" on whether to reDodel or to
rebuild; a rernodel l ing program, reconmerded by CoI. Norberg, would
be a commitment to construct a trro-story atructure, IiDiting the
Iocation of the various city offices, wtich shoul.d be within eaay
access to the public, and the City Council Chalbers; e8timates of
co6t are " reasonably in line" but any remodelling work requlres a
fairly high contingensy i to erect a new atructure urould be the nore
intelligent plan but again, the size and contour of the property
precludes any construction other than a two-etoried building.
Councilman uartin cormented on the relationship between the preaent
City EalI site and the Parking District; that frm a "noral Etand-
point" the city should supply its owat parking: (1) spaceg ahould not
be taken from the Berchanta and (2) parking should be made available
for the convenience of the citizens; and referring to the report of
the Engineers for the Parking District, recmmending. in addition to
a number of lots, the construction of a storied parking atructure,
stated that fr@ a parking standpoint, the present site Bhould be
included within the Parking District.

a City Hall., a park and parking areas and suhitted that an "expend-
iture of 94O0,000.OO for the site, used over a period of fifty yeara"
would anount to "a coat of only 98,OOO.OO a year.'

Councilman Johnaon spoke on the merits of each site proposed, stating
that the prime factor against the site offered by the Anza Pacific
Corporation is the current inacceggible location of the property;
that her original preference to build on the preaent site lessened
when hearing evidence on the advantagea of relocating to a more apacious
areai that if the building were remodelled with only the outer walls
to remain, the "historical aspect would crunble"; and while cognizant
that the economic saving would be substantial by retaining the present
site, the Bellevue Avenue property, if developed for the "general good
of the City" would justify the relocation of the City HalI .
Councilman crosby referred to the cmplete study of proposed city IIaII
sites by the city Improvement comrittee and more particularly to the
recent meeting wherein the nodified proposal of the Anza Pacific
corporation tlras evaluated.

Councilman Diedericlrsen referred to a city HaIl survey conducted by a
highly reputable architect at the requeat of Council sone time prior
and included within a report prepared by the city Planner in November
of 1955, Btating that renodelling costs would be excessive.

to relocate the City ltall. in the area of Bellevue Avenue, Councilman
Diederichsen suggeated that the Anza Pacific Corporation revise its
proposal by dedicating one or two acres for a recreational center.

his personal concern with the unsafe condition and the inadequacies
of the preaent City Hall.
Refcrring to the 1956-1967 revenue anticipated fron the General and
Personal Property Tax levie8, in the anount of $L,254,40O.OO and from
Sa1es Tax in tlre amount of $1,075,OO0.O0, Irlayor ceorge stated that
the City is in a financial position to support the expenditure of a
ner'r City BalI and that funds have been allocated for the acquisition
of land.
Observing that Burlinqatne Avenue has always been considered "dfi/n-
town, " uayor ceorge stated that it tras his recqlroendation that the
Bellevue Avenue property be acquired to retain the City Hall in a
centralized location.
Councilman llartin. cmenting on the unaninity of Council favoring
the Palo Corporation's property on Bellevue Avenue and the various
methods to finance a City EalI, expressed a preference that the
iggue be resolved by a vote of the electorate.
A procedure thereafter was proposed b!' CounciLaan ]lartin, with a
requeat that Council indicate its approval or rejection:
Ihat a fomal action be taken approving the acquisition of the
property on Bellevue Avenue and that an action be initiated to
acquire said property through condemnation proceedinge (to freeze
the current price of the property), and

Novenber, a referendum meaEure seeking either a "yes" or a ,,no,,
vote on the construction of a new City Hall .
Following discussion, Council approved the procedure outlined blr
Councilman ltartin.

compliance with election code requirements and that the proposed
referendum insertion be sutrnitted for Council approval at a meetingto b€ scheduled prior to August 31. llhe motion was seconded by
Councilman Crosby and unanimously carried.

on motion of Councilman uartin, seconded by councilman Diederichsen
and unanjmously adopted upon Roll CaU.
2. TRUCK TRAFFIC ROUTES (oRDTNANCE NO. 843)
The Chair announced that this hras the tine and place scheduled according
to code requirements and published notice, to conduct a public hearing
on proposed legislation regulating truck traffic within the City limits.

amendment be considered to the proposed legislation to provide that
Bayshore Highway, east of the Freeway and Airport Boulevard, be
included in the category "Designated Truck Routes. "

legislation will reduce trud( movement on Trousdale Drive conaiderably.

briefly outlined the general structure of the ordinance and the three
categories desigmating (1) Truclt traffic routest (2) Prohibited Streetsi
and (3) Restricted Streets.

calling the attention of council to a state Highr ay bid proposal
opening on September lst, for the removal of 675,000 cubic yards of
earth from the Junipero Serra Freeway project in Burlingane, Irtr. Caplan
urged that Council i.mnediately adopt the proposed ordinance in its
preaent fortu to prevent possible heavy trucking operations and that
amendment s proposed heretofore be considered at a later date.
l,tr. Irving Amatrup, 2708 Trousdale Drive, ur. C. P. Smith, 2733 Trousdale
Drive, and !lr. R. R. Stewart, 2920 Dolores way. each spoke in favor of
the inmediate pasaage of ordinance No. 843.

Mr. w. L. ltitchell, 211 Dlvight Road, stated his interest in the classifi-
cation pertaining to the "Designation of Prohibited Streets" and
questioned the status of Drright Road, now included in this category.
Councilman llartin replied to the inguiry, stating that by including
Dt ight Road in the proposed ordinance, heavy trucking will be lessened
and the City will maintain a better control by prohibiting the movement
of vehicles in excegs of eight tons.
Polloring further discusaion, the Chair declared the Eearing cloged.

A cormunication from the City lrlanager, dated August lI, 1966, advised
that a problem involving the safety of children crossing Eotrard Avenue
to attend Washington School has b€en investigated and it hras recounended
by the Police Department that "flashing yellow lights" be installed to
remind motoriats of the school zone and speed lirnit.
ftre City l.lanager, advising that the Eealth, Safety & Traffic Commj.ssion,at its regular meeting on August 11, concurred with the recormendation,

A cormlun i cat ion from the City l!{anager, dated August 1I, 1966, advised that
Hr. Kingsford Jones, Architect, has subnitted copiea of his proposed
additions and alterations to the Recreation Center building.
In reply to Councilman DiederictrEen, the City [anager stated that the
proposals shall be presented to the Recreation Comrission for review at
the regular meeting, Tuesday, August 16.
A comnunication fro the City llanager, dated Augtust 1I, 1966, advised Urat
the State Di.vision of Highways, replying to a request frqn the City, has
indicated that a survey of traffic conditions at the intersection of
E1 Camino Real and lturchiaon prive shall be initiated; that the City, in
the interin, designate its willingness to participate in the financing
of sigmals if go warranted.
llhe City Engineer adviaed that the Ilighway Department upon determination
that the signals are rrarranted, thereafter shall prepare cost estimates
and an agreement bet\,reen the City and the State r.rhere in the City sha1l

RESOLUTION NO. 55-65 "Acce pting Cuernavaca Park Improvement - Job No.
65-41" was introduced for passage on motion of CounciLman Crosby,
seconded by Councilnan ilohnson and adopted unanimously upon RolI Call.
Councilman Martinr s inquiries concerning the absence of graaa plantings
and the condition of the grading in the upper 1ot areas of Cueraravaca
Park were refered to the Park superintendent and to the Engineering
Department respectively, through the Office of the City Uanager.

A coununi cat ion from the City Engineer, dated August 1I, 1966, advised
that the Kunz Paving Company has completed improvementa of the trro
parking district lots B and II, in conpliance with plans and specifica-
tions and recorunended that the improvements be formally accepted.
A memo from the City Uanager, footnoted in the cmunication, concurred
with the recormendation.
RESOLUTION NO. 56-65 "Acce pting Burlingane Avenue Area Off-Street
Parking District Lots B and H - alob No. 55-30" rras introduced by
Councilman Cros\2, who moved its passage and eeconded by Councilman
Diederichsen.
On the guestion, the City Engineer recomended that Council conaider
sigrrs most appropriate to regulate hours of parking.
llhe City Manager advised that "all-day" parking on fringe area lots
has been the current policy, with Councilnan l.tartin confirming that
"two-hour" parking regulations are restricted onLy on the Donnelly
Avenue and the core area parking lots.
The City Engineer was authorized thereafter to place an order for signs
pernitting parking for a eixteen-hour period. A Roll call vote uas
recorded as unaninoue.
8. RESURrACING PROGRAITi ACCEPTED
A comunication from the City Engineer, dated August 10, 1965, advj.sed
that the L. c. Snith conpany has satiefactorily completed the,
Resurfacing of Ir{iscellaneous City Streets project in full compliance
with plans and specifications and recomnended that the job be fomally
accepted as complete.
A memo from the city titanager, footnoted in the coununication concurred
with the recomrendation.

that the Planning comission, at a continued regular meeting on Augru8t 8,
1966, recomended the classification of certain Iands, now unclassified
to Light Indu6trial District and claseifying the water areaa of the

Cournission, dated August 10, 1966, announced a meeting to be held on
Thursday, septenber 15, 1966, 2:0O p.m., in the Board of Supervisors'
Chambers, and inviting City Planning Directors altd members of city
Councils to participate in infornal diecussions on ultfutrate boundaries
of the various cities within the County.
llhe City Planner signified his intention to attend.
11 . "HOTEL OCCUPA}ICY" TA)( }IEETING
A communication was acknorledged from T. louie Chess, Chairman, Board
of Supervisor8, county of san llateo, dated August 5, L966, inviting
councilmen from each city within the county to attend a meeting relative
to the "hotel occupanc:f" tax, on fhursday, August 18, 1956, at 4:OO p.m.,
in the Uarquee Room of the Hyatt House in Burlingame.
ltayor ceorge, councilman Diederichsen and Councilman ltartin announeed
that they would attend the significant meeting.
Uayor George referred to an application for a dance permit filed by
Joseph J. and Danie1 Franko, proprietors, Pub So-Ho on Broadsay on
August 1, 1965, and to reports received by Council from the Fire, the
Police and the Health Departments subsequent to inspections made in
conpl iance with code requirements.
The reports, favorable to the applicants, were aclcnorrledged and in replyto Council inquiries, Ur. I.laurice Harding, a new partner in the corpor-ation, advised that a liquor license under whidr they are now operating,
vraa transferred from hig fomer place of business in Redwood City andthat live music is proposed fron 8:O0 p.m., to 2:00 a.m., on Fridays,
Saturdays and possibly on Sundaya.
Councilman l.{artin questioned whether the applicants rrculd consent to

dance permit, i.e., "houra of dancing" and "minors to be refused
admittance. " ll[r. Ilarding, speaking i.n behalf of the applicants, stated
there lrould be no objection.
A rootion was introduced thereafter by Councilman John8on that council
approve the application for a dance permit, subject to the following
conditions: that (1) dancing be pemitted on Sunday, uonday, Tuesday
and Wednesday from 8:00 p.n., to 123OO midnight, and on Thursday,
Friday and Saturday fron 8:0O p.m., to 2:O0 a.m., and (2) that minors
be refused admittance.
The notion was seconded by Councifunan I{artin and unanimously carried.
Councilman artin, Council Budget Chairnran, introduced and moved the
passage of tie following ).egislations establishing new wage scales for
City enployeea, effective september I, 1966.
