HomeMy WebLinkAboutReso - CC - 072-2022DocuSign Envelope ID: 7CA140E5-A882-42F2-86AA-9AB10EAFB97B RESOLUTION NO. 072-2022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING SUBMISSION OF AN APPLICATION TO THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY FOR MEASURE A ALTERNATIVE CONGESTION RELIEF AND MEASURE W TRANSPORTATION DEMAND MANAGEMENT PROGRAM FUNDING FOR THE CALIFORNIA DRIVE CONGESTION MANAGEMENT VIDEO DETECTION PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE A FUNDING AGREEMENT WITH THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY IF FUNDS ARE AWARDED; AND AUTHORIZING CONTRIBUTION OF MATCHING FUNDS WHEREAS, the City of Burlingame (Sponsor) has identified a need to complete a planned bicycle facility on California Drive with real-time detection for bicyclists; and WHEREAS, the Sponsor has developed the California Drive Congestion Management Video Detection Project (Project) to install video detection systems at three consecutive intersections on California Drive; and WHEREAS, it will cost $173,000 to implement the Project scope; and WHEREAS, the Sponsor seeks $144,200 for the Project; and WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for Projects for the Measure A Alternative Congestion Relief & Measure W Transportation Demand Management (ACR/TDM) Program on April 7, 2022; and WHEREAS, A TDM Plan would allow developers flexibility to select measures that reduce vehicles miles traveled such as transit subsidies, shuttle services, and bicycle programs; and WHEREAS, the TA requires a resolution from the Sponsor's governing body: 1. Supporting the Project and application for $144,200 in TA ACR/TDM Program funds for the Project; and 2. Committing the Sponsor to the completion of the Project, including the commitment of matching funds in the amount of $28,800 needed for implementation; and 3. Certifying that any funds awarded by the San Mateo County Transportation Authority will be used to supplement existing funds for program activities and will not replace existing funds or resources; and 4. Authorizing the chief executive of the Sponsor, or his/her designee, to sign a funding agreement with the TA, if funds are awarded, for TA ACR/TDM Program funding for the Project and to take any other actions necessary to give effect to this resolution; and 5. Committing to commence work on the Project, if awarded, within one year of the TA Board of Directors allocating 2022 ACR/TDM Program funding. The City Council approves submission of the application for TA ACR/TDM Program funds for $173,00 for the California Drive Congestion Management Video Detection Project; and 2. The City Manager is authorized to negotiate and execute a funding agreement with the San Mateo County Transportation Authority to encumber any ACR/TDM Program funds awarded; and 3. The City commits to the completion of the Project, including the commitment of $28,800 of matching funds needed for implementation, if awarded the requested TA funds; and 4. Any funds awarded by the TA will be used to supplement existing funds for the Project, and will not replace existing funds or resources; and 5. The City shall commence work on the Project, if awarded, within one year of the TA Board of Directors allocating the 2022 ACR/TDM Program funds; and 6. The City Manager is authorized to take any other actions necessary to give effect to this resolution.
