HomeMy WebLinkAboutReso - CC - 071-2022DocuSign Envelope ID: 7CA140E5-A882-42F2-86AA-9AB10EAFB97B RESOLUTION NO. 071-2022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING SUBMISSION OF AN APPLICATION TO THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY FOR MEASURE A ALTERNATIVE CONGESTION RELIEF AND MEASURE W TRANSPORTATION DEMAND MANAGEMENT PROGRAM FUNDING FOR A TRANSPORTATION DEMAND MANAGEMENT PLAN; AUTHORIZING THE CITY MANAGER TO EXECUTE A FUNDING AGREEMENT WITH THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY IF FUNDS AWARDED; AND AUTHORIZING CONTRIBUTION OF MATCHING FUNDS WHEREAS, the City of Burlingame is developing a Transportation Demand Management Plan (TDM Plan); and WHEREAS, a TDM Plan would provide strategies and measures for new developments to reduce congestion, greenhouse gas emissions, and vehicle miles traveled; and WHEREAS, implementation of a TDM Plan is included as a measure in the City of Burlingame's General Plan and Climate Action Plan update; and WHEREAS, A TDM Plan is estimated to reduce about 7,000 MTCO2e a year; and WHEREAS, A TDM Plan would allow developers flexibility to select measures that reduce vehicles miles traveled such as transit subsidies, shuttle services, and bicycle programs; and WHEREAS, the City will select a consultant to develop the TDM Plan, through an RFP process; and WHEREAS, the City seeks $100,000 in funding to cover the cost of the consultant contract agreement for the TDM Plan; and WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for Projects for the Measure A Alternative Congestion Relief & Measure W Transportation Demand Management (ACR/TDM) Program on April 7, 2022; and WHEREAS, the TA requires a resolution from the City Council to support the TDM Plan and application for $100,000 in funding needed for implementation; and DocuSign Envelope ID: 7CA140E5-A882-42F2-86AA-9AB10EAFB97B NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME RESOLVES AS FOLLOWS: 1. The City Council approves submission of the application for TA ACR/TDM Program funds for $100,000 for the TDM Plan; and 2. The City Manager is authorized to negotiate and execute a funding agreement with the San Mateo County Transportation Authority to encumber any ACR/TDM Program funds awarded; and 3. The City Council authorizes the contribution of $10,000 of matching funds needed for implementation, and the City shall work towards implementation of the TDM Plan if awarded the requested TA funds; and 4. Any funds awarded by the TA will be used to supplement existing funds for the TDM Plan, and will not replace existing funds or resources; and 5. The City shall commence work on the TDM Plan, if awarded, within one year of the TA Board of Directors allocating the 2022 ACR/TDM Program funds; and 6. The City Manager is authorized to take any other actions necessary to give effect to this resolution.
