HomeMy WebLinkAboutReso - CC - 070-2022DocuSign Envelope ID: 7CA140E5-A882-42F2-86AA-9AB10EAFB97B RESOLUTION NO. 070-2022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING SUBMISSION OF AN APPLICATION TO THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY FOR MEASURE A ALTERNATIVE CONGESTION RELIEF AND MEASURE W TRANSPORTATION DEMAND MANAGEMENT PROGRAM FUNDING FOR A MULTIJURISDICTIONAL BICYCLE SHARING PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE A FUNDING AGREEMENT WITH THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY IF FUNDS ARE AWARDED; AND AUTHORIZING THE CONTRIBUTION OF MATCHING FUNDS WHEREAS, the City of Burlingame is developing a Multijurisdictional Bicycle Sharing Program (the Project) in partnership with the City of Millbrae; and WHEREAS, a bicycle sharing program would provide an alternative clean transportation option to connect residents, visitors, and employers with destinations across Burlingame and Millbrae; and WHEREAS, implementation of a Bicycle Sharing Program was included as a greenhouse gas reduction strategy in the City of Burlingame's General Plan and Climate Action Plan update; and WHEREAS, the Project is estimated to reduce about 2,000 MTCO2e a year; and WHEREAS, the Project would support the City's bicycle and pedestrian network and provide an alternative to vehicle trips; and WHEREAS, the City will select a contractor (Operator) to install, operate, and maintain an e-bike network connecting Millbrae and Burlingame, through an RFP process; and WHEREAS, the City seeks $200,000 in funding to be used for start-up costs to implement the Bicycle Sharing Program; and WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for Projects for the Measure A Alternative Congestion Relief & Measure W Transportation Demand Management (ACR/TDM) Program on April 7, 2022; and WHEREAS, the TA requires a resolution from the City Council to support the Project and application for $200,000 in funding needed for implementation. DocuSign Envelope ID: 7CA140E5-A882-42F2-86AA-9AB10EAFB97B NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME RESOLVES AS FOLLOWS: 1. The City Council approves the submission of the application for TA ACR/TDM Program funds for $200,000 for the Multijurisdictional Bicycle Sharing Program; and 2. The City Manager is authorized to negotiate and execute a funding agreement with the San Mateo County Transportation Authority to encumber any ACR/TDM Program funds awarded; and 3. The City Council authorizes contribution of $20,000 of matching funds needed for implementation, and the City shall work towards implementation of the Project, if awarded the requested TA funds; and 4. Any funds awarded by the TA will be used to supplement existing funds for the Project and will not replace existing funds or resources; and 5. The City shall commence work on the Project, if awarded, within one year of the TA Board of Directors allocating the 2022 ACR/TDM Program funds; and 6. The City Manager is authorized to take any other actions necessary to give effect to this resolution.
