Approved Board of Trustees Minutes
October 20, 2020
I. Roll Call
Trustees Present: Kristin Capkin, Danielle Garcia, Mike Nagler,
Randi Murray, Elisabeth Ostrow
Staff Present: Brad McCulley, City Librarian
Sidney Poland, Recorder
II. Library Board of Trustees Minutes
The Trustees unanimously approved the minutes of the September 15,
2020 Board of Trustees Meeting with the spelling correction in Action B
second section ….. policies approved by previous Board of Trustees be
compiled …….. M/S/C Murray/Nagler
III. From the Floor
No one from the public attended the meeting.
IV. Correspondence and Information
The Trustees reviewed the September statistics. It was noted that usage
of Kanopy has become quite popular. Tommy is monitoring the usage as
it relates to possible cost increases for the library.
V. Reports
A. City Librarian's Report - Highlights
• CPU -There are 125-140 appointments per day with 1 to 2 days
for pickup. Staff is planning to offer CPU until 7:00pm two nights
a week. During the rainy season the CPU site will be moved to the
staff parking area in the garage.
• Outstanding Library Policies - Brad will be working with the
acting-City Attorney, Scott Spansail, to review the following
policies: Security Camera policy, Community Board Posting policy
and Law Enforcement/ICE Records Requests policy.
B. Foundation Report - The Foundation will be taking book donations
by appointment only at 240 Lorton Ave. as of October 15th.
VI. Old Business
A. Racial Equity Discussion - United Against Hate
• United Against Hate Week is from November 30th to December
6th 2020. The hope is that the people of our local communities
will continue actions to support the purpose and goals of United
Against Hate throughout the year.
• Mayor, Emily Beach, has asked library staff and other community
members to help organize virtual events and programs for United
Against Hate Week.

B. Current Policies
The Trustees tabled an in-depth discussion of current policies until a
future meeting but did make the following comments.
• Most of the policies need updating and certain policies should be
reviewed by the Racial Equity Team.
• Policies should be entered on a spread sheet.
C. Board of Trustees - "Who We Are"
Trustee Ostrow reviewed her draft spreadsheet and sample
narrative that she created for the purpose of providing insight to
the City Council of the current Trustees' qualification and specific
skills that they possess to be an effective board member and to
identify where diversity is lacking. Each Trustee was requested to
do the following: 1) write a short anonymous narrative about
themselves; 2) fill out the existing spreadsheet (adding or deleting
columns is an option) and 3) send to Brad for review by the
November 17th board meeting.
D. 7 Member Board of Trustees
The Trustees discussed the pros and cons of increasing the Board
of Trustees up to 7 members and ultimately concluded that this
topic should be tabled and revisited at a future board meeting.
VII. New Business
A. Pandemic Vision/Goals
Brad requested that each Trustee send him 5 priorities that the
library should focus on for the coming year taking the continuation
of the pandemic into consideration for the November 17th meeting.
B. Silicon Valley Update
Brad will contact a representative of the Silicon Valley Foundation to
arrange a meeting for the November 17th meeting.
C. Murals
1. Mural in Reading Room - Staff and members of the public have
expressed the feeling that the statement at the bottom of mural
"Living in Burlingame is a Special Privilege" does not reflect the
library's message that all people are welcome in the library.
The Trustees supported the staff's request to take down the
mural. Brad will obtain an estimate to remove the mural.
The Trustees will revisit this topic at the November meeting.
2. Mural in Children's Room
Staff and Foundation members have expressed the idea of
introducing a new art work in the Children's Room that would
mirror the cultural representation of our community.
Discussion of this possible project will be on-going.

VIII. Action Items
• Brad will arrange a meeting with a representative from the Silicon
Valley Foundation for the November 17,2020 Trustee meeting.
• Brad will obtain an estimate to take down the mural in the reading
room.
• Brad requested that each Trustee send him 5 priorities that the
library should focus on in 2021.
• Trustee Ostrow requested that each Trustee complete the draft
spreadsheet she provided at the October meeting ,write a short
narrative about themselves and send it to Brad by the November 17th
meeting.
IX. Adjournment
