the Chair.

Etated that aI1 items referred to the architects for correction and
addition, as discussed by the Building Inspector and the Fire Department,
as well as items requested by Council at a recent Etudy session, have
been incorporated.
Mr. Kahl personally presented the final drawing plans for Council perusal.
A motion vras introduced by Councilman ceorge that the plans and specifi-
cations for the new City HaIl, as presented by the architects, be approved,
and that the City Uanager be authorized to execute the appropriate documerts
in behalf of the City. fhe motion was seconded by Councilman Crosby and
unanimous Iy carried.

to the regular meeting, December 16, 1968, as per Council motion at the
Novedber 18, 1968, hearing.

I. VIEWI.AND ESTATE SUBDIVISION
A communication from the City Engineer, dated Novetriber 26. 1968, advised
that the Viewland Estate in the vicinity of La llesa Drive, orrned and
developed by !tr. E&rard R. ilohnston and l{r. W. Florin Rhoads, is now
complete, the improvements thereon having fully complied with the
original plans.
A recomendation from the City Engineer that Council formally accept
the subdivision, was concurred with by the City l,lanage r in a memo foot-
noted on the conununication under date of Novenber 29.

T'he Fire Chief, replying to inquiries from councilman Diederichsen,
expressed satisfaction that the Fire Department would experience no
difficulty relative to access to the properties and advised that there
is a conveniently located fire hydrant.

Burlingame, California'" was introduced for passage on motion of
Councilman ceorge, seconded by councilman Diederichsen and unanimously
adopted upon Roll call.

RESOLUTION NO. 82-68 "Order ing the vacation and Abandonment of a
Portion of a Certain Sanitary Sewer Eaaement cranted to the City of
Burlingame by California Con8tructors, Inc., a California Corporation"
was introduced for passage on motion of Councilnarn Crosby, seconded
by Councilrnan ceorge and unanimously adopted upon Roll Call .
A cornrnunication from the city tl.rnage r, dated Novembet 29, 1968, referred
to an inquiry received from the County ll.rnager concerning the City of
Burlingame's participation in a County-wide helicopter patrol service,
the cost of whidr, if determined that the service is justified, would
be borne entirely by the county of san uateo.
A memo from the Chief of Police under date of Noveniber 1, 1968, advised
of his favoring the program and its potential in preventing crime by a
systematic patrol.
Police Captain, John c. Price, in attendance, and i.n reply to Council
inquiries, confirmed that the proposed program has been extremely
effective in other California counties and would provide both day
and night patrol service.
Follosring further discussion on the advantages of participating in a
program to deter crime by the means proposed, Councilman Diederichsen
moved that Council concur with the recomnendation of the City Uanager
that the City indicate its approval to the County Uanager on the
institution of the service as outlined. The motion was seconded by
Councilman Crosby and unanirnously carried.
A memo from the City Uanager, dated Noveniber 29, L968, advised of dates
available wherein Council may be briefed on the report of the west Bay
Rapid Transit Authority.
Council thereafter scheduled Monday, December 16, 1968, at 7:0O p.n.,
prior to the regular meeting. fhe City llanager was requested to
remind Council in advance.
4. STOP SIGN ON BEACH ROAD
A conununication from the City llanager, dated Noveniber 29, 1968, advised
that a recommendation from the Police Department to install a stop sign
at the northwest corner of Beach Road and Airport Boulevard to require
traffic southbound on Beactt Road to stop before entering Airport Boule-
vard, is concurred with trlz the Health, safety & Traffic Comnission and
by his office.
lltre City Attorney was directed by Council to prepare the legislation
necesaary.
5. REPORT ON BROADWAY OVERPASS
A memo from the city uanager, dated Novembe r 29, 1968, advised that
the Traffic Division of the state Department of Highways has designed
an interim improvement plan for the Broadway Overpass to improve the
traffic flow and to relieve traffic congestion at the Rollins Road
intersection. A Xerox copy of a portion of the plan accompanied the
conmunication.
Itre City Manager advised that the plan, together ltith the drawing will
be presented to Council at the December 16th meeting at vhich time
highway officials will be in attendance to fully explai.n the proposed
change.

The City Engineer, in connrenting upon his recent meeting with h ighway
engi.neers, advised that the new proposal would be helpful in relieving
the traffic congestion, particularly southbound travel .
A prelirninary map was displayed and the City U.mager briefly explained
the signal system that will be installed at Rollins Road and the widen-
ing of Broadway between Rollins Road and the railroad trad<s.
A brief discussion on the estimated cost of the current plan and the
projected overaLl improvement some years hence concluded for contin-
uance at the next regular meeting.
6. LIBRARY CON S I'LTAI,IT REPORT
A conununication from the City Uanager, dated Novembe r 29, L968, referred
to the submiss i.on of a report from I{r. Raymond u. Holt, Library Consultant,
and reconmended that Council study the material for future discussion.
Council thereafter accepted the report for review and study.
A conununication fron Cyrus J. Mcltillan, Attorney, representing the Anza
Pacific Corporation, dated Novetriber 29, L96A, appealing the decision of
the Planning comrnission in denying the application for a special permit
to install a directional sign.
A public hearing on the subject appeal was scheduled for Council dispos-
ition on Deceriber 16, 1968.
8. PETITION RE: TREE CONTROL
A communication from !lrs. Jordan E. Beyer, 1826 castenada Drive, dated
Novedbe r 26, L96A, requeated Council to investigate the possibility of
creating some reasonable form of control over trees on private property
whidr grovr to such exceasive height and density as to block views from
neighboring lots. Ilre communication referred Council to an attached
list of Burlingame residents who have signed a petition in support of
the request.
Councilman ceorge referred to and read frorn a report prepared by the
City Planner at his requeat, some month s prior, in response to a
Eimilar request frora a Burlingame resident.
T1le report stated in part that for every person disturbed by a tree,
another r^rould admire it; the City therefore, would "find itself in the
middle of a controversy" and suggeated that individuals apply their ourn
legal counsel.

!lr. Herman J. Fitzgerald, 3O8O Arguello Boulevard and Pregident of the
Uills Estate Eome Ovrners' Association. eadr expreased their individual
opinion on possible controls the City may impose to protect the property
owner.
The City Attorney, concurring with the staternents in the report of the
City Planner, stated that in view of the cornplexities of the iesue, he
would submit a written opinion to Council at the regular meeting in
ilanuary, 1969.

ELECTIONS AND APPOINTMENTS
A communication was read from Irving S. Amstrup, 27Og Trousdale Drive,

dated November L4, 1968, recommending passage of the following: (1) An
amendment limiting Council tenure to no more than tr^ro consecutive terms--
with a two year waiting period if one should desire to try for re-
election and (2) AII Commission members be limited to two consecutive
terms; with wide publicity given to Commission vacancieg to interest
citizen involvement.
Council mernbe rs individually commented on the recommendations, with
the maj ority expressing the opinion that the iseue is one in which
the electorate has the privilege of decision by exercising their right
to vote for candidates of their choice.
I{ith reference to Commission appointments, Councilman George and Uayor
Johnson each commended the members of the several Commissions on their
excellent contribution in behalf of civic matters and spoke on the
difficulty experienced in obtaining qualified nominees.
[layor Johnson expreased appreciation to !{r. Amstrup for his sincerity
in his presentation to Council .
IO. PACIFIC GAS & ELECTRIC COUPA}iIY
A cornrnunication from the Pacific Gas and Electric Company, dated
Noveruber 27, L96A, advised that in accordance with California Public
Utilities Conuuission Decision No. 73078, the Company's underground
conversion program was initiated in 1968 with a budget of $8,OO0,00O.00resulting in an allocation of $40,000.00 for conversion in the City of
Eurlingame; that rrith the carry-over of the 1968 allocation and the
1969 budgeted allocation, a total of $82,300.00 will now be available
for conversion work in the City of Burlingame.
The City Planner, in reply to Councilman Diederichsen, advised that
the City's adoption of an ordinance establishing regulations for the
removal of overhead utilities and the installation of underground
facilities was the initial requirement to implement the underground
conversion program.
The city Planner thereafter suggeEted that Council instruct his office
and the Office of the City Engineer to prepare a schedule designating
underground utility districts on the basis of priority.
lrhe City Attorney referred to information received from the League of
california Cities and confirmed that a program approved by Council is
a requisite to qualify for the conversion allocation.
Ehe City Planner and the City Engineer were authorized to prepare a
program as outlined for submission to Council early in 1969.
Mayor Johnson referred to a communication from Mr. Gene Thomas,
California MiI1 Equipment Company, L362 N. Carolan Avenue, received
at the last regular meeting of Council, requesting consideration to
the change in the street name of a small portion of "Marsten Road"
to "North Carolan" and to legislation prepared by the City Attorney
to effectuate the change.

A conununication fronr the Bell Electrical Sigms, Inc., 245 North Bayshore
Blvd., san llateo, california, dated November 27, 1968, appealing the
decision of the Pl anning ConunisEion in denying a variance to permit the
construction of a sign exceeding the legal maximum height on property
Iocated at 31O Lang Road, was acknorrledged and a hearing before Council
was scheduled on January 6, 1969.
AIJ1BITLANCE DELMRIr TO CUERNAVACA
Mayor ifohnson referred to her memo to Council under date of Noveriber 29,
advising that clearance has been received through the Industrial and
Comnerce Division as well as customs, for the delivery of the ambulance
to Cuernavaca.
Mayor Johnson requested the pleasure of Council in pemitting an expendi-
ture of $5O0.0O to transport the vehicle to the City's sister city.
Councilman ceorge moved that the sum of $5OO.00 be allocated from the
ceneral Fund to finance the delivery of the anibulance, conditional upon
approval from the city Attorney that the necessary documents are appro-
priate. The motion was seconded \r Councilman Diederichsen and unani-
mously carried.

BUSINESS IJEN)ERSHIP @I'NCIL
At the request of the Chair, Hr. Gilbert Rodli, Jr., President,
Burl inqame Chamber of Commerce, gave a resume of a recent meeting
comprised of representatives from motel-hotel and restaurant management
and the latter's pLedge to cooperate fully with a training progran to
assist the corurunity's minority groups in obtaining jobs.
TV GUIDE REFERENCE
Uayor Johnson reportd briefly on the response received fron persons
throughout the United states referring to her recent published conununi-
cation in a TV Guide "Letters to the Editor" column.
CLASSIFICATION SURVEY REPORT
Ihe City llanager, in reply to an inquiry from Councilman Diederichsen,
advised that copies of the "Classification Survey" resuLts will be nade
available to Council and nailed with the next Agenda and that a rePre-
sentative frorr the state Cooperative Personnel Services will be in
attendance at the Decedber I6th meeting of council.
