The petition, bearing the signatures of nlneteen, identifying them-
selves as nernbers of the "East Burlingame Home Owners firoupr"
urged that a decision "regarding a variance for the real property
comnonly known as ll7 Bloomfield Road, Burlingagre, California,
be held in abevance for a period of thirty (30) days fron receiptof this notice."
Councilman it{artin questioned the procedure, stating the opinion that
consideration should be given to the applicants who were granted the
variance and that he would be desirous of hearing conments from theoriginal petitioner.
Mr. Paul Larson, 604 Baysr,rater Avenue, addressed Council to advisethat he filed the first petition and that he concurred with the home
owners that a thirty-day interim rvould assist the protestants in
preparing a thorough report on their position.

presence known and in reply to an inquiry fron the Chair, l.lr. Kron
stated that they were of the opinion that two weeks would be a
sufficient period of time in which evidence may be assenbled for

A series of inquiries were directed to l'lr. Kelez by Councilnan llartin
concerning nembership in the Association.
!lr. Kelez stated that approximately seventy percent of the Plaza
merchants are nenbers of the Association; the large stores are notaffiliates and that there are seven different landlords withthe area.
Council llartin stated that he would have no objection to theevent if progranned only once during the year.

endorsenent of Council of the College of San l\tateors special election
measure on l.'larch 2. 1971, proposing a tax rate increase from the
current 47 cents to 59 cents.
Council members expressed their opinions individually on the proposed
bond measure, with the consensus that the issue is one of individual,rather than of collection concern.

Burlingane Avenue and El Camino Real, stating that he does not "feelthat a larger service station justifies its destruction."
In reply to the Chair, the City Planner confirmed that

concerning a new State law affecting unincorporated fire protection
expenses and questioned the Fire Chief rvhether the legislation was intendedto exempt cities from tax assessnents for fire protection service in
unincorporated areas. The Fire Chief replied in the affirmative.

llavor Pro Tempore Amstrup stated that he was appalled at the promiscuouspainting and desecration of the City llall and many business houses thatoccurred during the weekend and reconmended that Council offcra reward for infornation leading to the apprehension of the violaters.
Councilnan i''langini reacted favorablv to the recomnendation and referredto the Citv Attornev for a legal opinion.
The City Attornev advised that there is a section within the Penal
Code that would reouire his research; Council mav take an action,
however, subject to the validity of the measure as defined in thePenal Code.

Councilman Johnson also stated that she would be in favor of anythat would reveal the identity of those responsible.
Councilnan lttartin advised that while he does not condone the act
was nindful of the Cityrs expense in repairing the danage, he was
opposed to the offering of a reward for "something that should be
care of autoriratically" and that it is the responsibilitv of thepolice to apprehend violators whenever possihle.

nay have information leading to apprehension.

Councilnan trlartin reiterated his objection to pursuing this procedure.
Following a brief discussion, llayor Pro Tempore Amstrup noved that theCity offer a reward in the amount of $250.00 for infornation leadingto the appreliension and the conviction of the guiltv person or persons
responsible for the vandalisn, subject to the validity of the action
as defined in the Penal Code. The motion was seconded by Councilrnan
.Iohnson and a Roll Call vote was recorded as follows:

Copies of a communication received in the Office of the Citv Planner,
anb dated February 1, 1971, fron the Pacific Western Contrattors, Ini.,
signed by John J. Riskas, Vice-President, were distributed to Councilby the City Planner.
The letter advised that the company is in the process of purchasingpropert), at 330 Primrose Road (northeast corner of Prinrose and
Donnelly) for the purpose of constructing a six story office buildingwith 35 stalls for on-sj.te underground parking; it is proposed to
negotiate a lease of the air rights of the City parking lot, adjacentto the subject property and to construct, at the cost of the conpany,
a parking deck that would accommodate 56 cars and in the planningthereof, would increase the parking capacity on the present level from
70 to 75 cars; details of the lease would be subject to negotiations
between the City and the Company, with the latter assurning control ofthe upper level parking space.
The City Planner advised that a bank is proposed for the lowerfloor with offices above compatible with the banking industry.
In commenting upon the many complexities of the proposal, the City
Planner recommended that citv staff members and Council liaison
members forn a comnittee as a prelinrinarv neasure to confer on the
issue.
f,layor Pro Tempore Amstrup volunteered to represent Council, with theCity Planner advising that he would speak with staff members and
arrange for future neetings.
