A memo from the City Manager, dated alanuary 27, L969, advised thatthe Near-Cal Corporation, the lovr bidder, has reguested that the
firm name of the "Arc Electric Company " be replaced with the firm
name of the "Ecco-Phoenix Corporation" on the list of sub-contractors,the former having appeared in error.
The City Manager advised further that the City Attorney has indicatedthat council has no authority to permit the substitution of names.

A memo from the City Attorney, dated January 30, 1969, advised thathis Office is continuing an investj-gation on the possibility ofregulating the height of private trees in hillside subdivisions
and a report \,ri11 be submitted to Council at the February 17 meeting.
3. DISPATC}IER SECURTTY
A memo from the city Uanager, dated alanuary 30, 1969, referred toa report received from the Chief of Police in response to a prioringuiry frqn council concerning security measures to provideprotection to police dispatchers on duty during late evening andearly morning hours.
A report from the Police Chief, dated ilanuaty 28, 1969, outlinedthe schedules of the three female and the one male police reliefdispatcher, noting that two of the former are alone on shifts
between the hours of 4:00 p.m., to 12 rnidnight and from rnidni.ghtto 8:0O a.m. five nights per week.
Ihe Chief of Police reported that the schedule has been in operationfor approximately three years and that women were recruited toeliminate considerable difficulty experienced in keeping the positionfilled hrith men and advised that nei.ghboring cities with similarproblems have adopted similar schedules.
A list of measures to deter the possibility of unprovoked attacks
on a dispatcher was incorporated within the report.
Discussi.on arose on the current prevalence of violence and vandal-ism, with members of Council expressing concern on the likelihoodof a tragedy because of inadequate precautionary measures.
Councilman Uartin reconunended that for a temporary period, No. 2
on the list, "installing a pushbutton lock on the present halldoor" be effectuated -
Ihe Chj.ef of Police advised that a new teletype conununication
system will be in operation this Fall and its installation \rilIreguire an enlarged area of the Police Department. It was his
recolunendation that No. 5 on the list, "building a new waII,partioning counter to ceiling, installing windows, remodeling andenlarging present dispatch center" be given consideration.

4. WATE R SYSTETI IMPROVEMENTS
A conununication dated January 29, L969, frorn the City Engineer,
advised in detail of a program to improve the City's WaterDistribution System, a plan sirnilar, but larger in scope, to that
accomPlished last year.
The City Engineer requested that permission be authorized to proceed
hri th the necessary project in order that contractors' bids may beinvited in the early Spring and advised that sufficient monies areavailable in the Water zund to finance the improvements.
A memo from the City Manager, footnoted on the communication underthe date of January 30, 1969. recommended that the City Engineer
be so authorLzed.
Council thereafter indicated no objection.
5. A}IZA PACIFIC TENTATIVE MAP APPROVAL
A cornmunication dated January 28, 1969, was read from the city
Planner, advising that at the regular meeting of the Planning
commissi.on on January 27. t}:e tentative Parcel maP of the Anza
Paeific corporation, which divides acreage into three parcels,
was considered and its approval by Council recommended.
lltre city Planner stated that the subdivider will conplete street
improvements on approximately one-half of Airport Elrculevard on
that portion fronting the subdivided proPerty, that the half
street adjoining the drive-in theatre is partially improved as a
result of an agreement qtith the City requiring that an access
road be provided as a condition for approval of Anza AirPort Park
Subdivisions No. 4 and No. 5.
Dj.scussion followed on the extent of traffic that will be generated
in the area and on the feasibility of either requiring that the
street improvement be fu1ly comPleted immediately or to amend the
previous subdivision agreement to include the subject one-half
street.

issue is one that may be incorporated into the parcel map when
the Final uap and the Subdivision Agreement is before Council
for approval.

Councilman Martin referred to a suggestion made at the Planning
Conunission hearing concerning negotiations to provide a public

Mr. cyrus J. McMillan, Attorney, representing the Anza Pacific
Corporation's interests, recalled that at the hearing, lilr. Keyston
assured the Planning conmission that a reasonable access to the
Bay will be provided the public.
6. CODE AI4ENDMENTS RE: SUBDM SION LAWS
A communication from the city Planner, dated January 28, L969,referred to the proposed amendment of two sections of Chapter 26.24
"Subdivisions of less than 5 lots" of the !,tunicipal Code, approvedby the Planning Cornnd ssion at its meeting of January 27, 1969, and
recounended to Council for adoption.
Quot.ing from a memo addressed to the Comnission on the subject amend-
ments, the City Planner stated that prior experience vrith lotsubdivisions indicates that problems usually arise with land
contours or neighborhood patterns and the re-phrased amendment

would more approPriately clarify the interPretation of the codet
that in addition, an amendnent has been proposed to delineate the
information an applicant must Place on the maP and to elarify
issues that should be investigated by the cornmission.

A memo from the City Attorney, dated January 30, 1969, referredto the receipt of two. deeds, dedicating to the City of Burlingame,a one-foot easement strip betr^reen the property of Mr. Pringle

In a verbal report, the City Attorney advised that the entireproperty is encumbered by the liens of five separate Deeds ofTrust and that his office has been advised that the Tit1e Conpany

The City Attorney recommended that a resolution be adopted
accepting the grant deeds and stated that when recording has been
complete, the City will be in a position to accept the public

In reply to inquiries from Councilman Martin, members of the City'sstaff confirmed that the City will novr assume control of the narrci^,

9. COI'NTY SA}I MATEO SPECIAL CENSUS
A communication from Robert B. St. clair, Chairman, Board of
Supervj.sors, County of San Mateo, dated Januar! 29, 1959, advised
that a special census of the unincorporated areas of San lrlateo
county is being undertaken for the purPose of qualifying the
County for an increase in the State lr{otor Vehicle In Lieu sub-
ventions for 1969 and 1970 and to be eligible therefor, cities
within the county not having had a special census since 1960,
are requested to particiPate in a special census,
Council was referred to an attached cost estimate prepared for the
City of Burlingame by the census coordinator of the state Department
of !'inance and an agreement wherein the city will be compensated bythe County up to an amount of $7,500.00, not including costs ofquestions that may be added to the basic questionnaire.
Ttre communication requested that the contract be executed and
returned to the Board of Supervisors, blr February 18, 1969.
fhe City Planner advised that a census taken b!, the City some timeprior was an estimated censusi the one proposed is an actual head
count and in his opinion, there is no method by which costs may
be estimated.
A discussion arose on the quoted $7,500.00 surn for the enumeration
services to be borne by the county, lrith councilman Martin statingthat. in relation to the importance the census is to the County of
san Mateo, the maximum sum quoted should be increased.
Ihe City Planner further commented on the volume of \rork requiredof staff in the taking of a census and referred to previous calcu-lations indicating that the City's population had not increasedto a degree whereby the City would benefit.
Action on the request of the County Board of Supervisors was post-
poned to the regular meeting of Council on February L7, 1969.
A recess was declared by the Chair at 9:45 p.m-, and the meeting
convened at 9:55 p.m.

Mayor Johnson announced receipt of a conmunication from Edr^rardFrank, City Manager, City of DaIy City, dated January 21. L969.referring to a presentation made by Mayor Bernard J. Lycett,at a recent meeting of the North San Mateo County Council ofCities, suggesting that a resolution be transmitted by a1I citiesto the State legislators urging legislation to provide aneffective relief and tax reform for property o!{ners within thestate of california.
fhe city Clerk was requested to reproduce a copy of Daly City
Resolution No- 4365, referring to the property tax relief, for
submission to each member of Council and a copy also, to the
Bur lingame Chamber of corunerce for consideration of a similar
action.
STATE HIGIIhIAY ROAD WORK
A communication, dated January 23, 1969, was ackno\^rledged from
L€o J. Ryan, Assemblyman, California Legislature, relating pro€rress
thus far in the State Highway system and referring to the inelusionof Route f86 (Extending from Junipero Serra Freer.ray to Aj.rport)in the fnter-state highway system.
Assedblyman qran advised that within t\.ro years the Boeing 747 Jetwill be landing at the San Francisco Airport with four hundred
passenlrers on each flight, thereby intensifying the demand forrelief from transportion pressures to and from the Airport.
Council was urged to corununicate with the State Highway Cotornissionin an effort to convince that agency that Route 186 is far moreimportant than the present. priority would indicate.

Mayor Johnson ackno^rledged a corNnunication dated February 3, 1969,
from the California Council on CriminaL Justice, relating tothe appointment of a "Regional Advisory Board" for the purpose of
researching and studying the physical and human factors that produce
crime, determining the needs of law enforcement agencies and
developing a plan for the suppression and prevention of crime through
the use of matching Federal Funds.

ments, spoke on the role of ABAG in the project; that the Advisory
Board will comprise a membership of tlrenty-four representatives
from city and county legislative or administrative bodies,
from the criminal justice system and from the community at large
and that expenditures shal1 be wholly financed from Federal Funds.

Councilman George, liaison, City-County Civil Defense and Disaster
Preparedness Council, advised that !,tr. John K. wright, Assistant
Director, Civil Defense, repregenting the City at a recent Civil
Defense meeting in Redhtood City, has rePorted that (1) the Tol^ryr
of Hj.Ilsborough is ncn^r a paid-up membe r of the Civil Defense council;
(2 ) ttre installation of a net^r county-l.ride cornmunications systemwill be completed this year and (3) thirty new, modern gas masksrrill be made available to the city, purchased through surplus

fhe city Planner reported on his recent attendance at a meetingof the Local Agency Formation Commission, advising that theproposal submitted by the city of Burlingame was approved andthat the city of Millbrae has consented to withdraw i.ts proposal
to annex certain properties relating to the Airport.
HILLSIDE PROPERTY SLTPPAGE
Councilman ltlartin referred to a recent copy of a local newspaper
and a picture of earth slippage occurring on privately-o^rned
hillside property and noted that City forces made emergencyrepairs -
Councilman Diederichsen suggested that the City be lenient ingiving assistance to property cf,lrners experiencing similar
occasions of emergency.
